HomeMy WebLinkAbout06/13/1973ENVIRONMENTAL PLANNING COMMISSION Town of Los Altos Hills Minutes of Regular Meeting Reel PC 17, Track I; 000-035 Chairman McReynolds called the regular meeting of the Environmental Planning Commission of the Town of Los Altos Hills to order at 7:45 p.m. In the Council Chambers of Town Hall, 26379 Fremont Road, Los Altos Hills, California. A. ROLL CALL: Present: COmmissloners Lachenbruch, Magruder, Phillips, Spencer, Weisbart, Young and Chairman McReynolds Absent: Commissioners Perkins and Mueller Others Present: City Manager Bruce Lawson; Town Planner, George Mader; Town Engineer, Alec Russell Chairman McReynolds Introduced the two new Planning Commissioners, Commissioner Phillips and Yound, to the Commission and staff present. He also appointed two members of the Planning Commission, Commissioner Spencer and Commissioner Phillips, to the Board of Planning Administration. Chairman McReynolds requested George Mader to describe the functions of the Board of Planning Administration. Mr. Mader Informed the Commission the Board of Planning Administration will consist of three members, Mr. Lawson and two Commission members. He further Informed the Commission that the Board of Planning Administration would have the responsi- bility for review of Building Site Approvals, Variances, Lot Line Changes and perhaps some small subdivisions and that all appeals would be processed through the City Council. Mr. Lawson Informed the Commission that only upon call by the City Council would they review actions of the Board of Planning Administration and Environmental Planning Commission. After a brief adjournment and discussion between the members of the new Board of Planning Administration, the first meeting was set for Wednesday, June 27, at 7:00 p.m. Chairman McReynolds informed those present in the audience that Items I and 2 under Continuing Business would be postponed to the first meeting of the Board of Planning Administration. 4 4W Study Session Reel 17, Side I; 036-165 A. ITEMS FOR DISCUSSION: I. Discussion of Ordinance 207, Paragraph 2, with respect to property and easement lines and proposed revisions. Mr. Mader gave a brief summary of the progress of the request of the Environmental Planning Commission to the City Council to have this revision adopted as an Urgency Ordinance. He Informed the Commission that the City Council failed to act on this Item and that it was new before the Commission to be set for Public Hearing. Mr. Mader reviewed the proposed wording with the Planning Commission. Commissioner Young expressed concern over areas that might have access roads through the center of the property for maintenance vehicles only. He telt that It would be impossible for these people to conform to set- back requirements as proposed. Follow Ing discussion by the Commission, the Commission Instructed George Mader to add a paragraph to the proposed revision, excluding vehicular easenents for maintenance of utilities and instructed staff to set the matter for Public Hearing at the next meeting of June 27, 1973. End of Study Session Return to Regular Meeting 166-212 B. CONSENT CALENDAR: I. APPROVAL OF M114UTES: May 23, 1973 MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, Seconded by Commission Weisbart and carried with a majority vote with Commissioners f-lagruder, Phillips and Young abstaining, that the minutes of the regular meeting of May 23, 1973, be approved. 2. APPROVAL OF MINUTES: May 30, 1973 Commissioner Spencer requested that the reasons for their vote of no on the second paragraph on page 5 be Included as part of the minutes on the Belluccl Use Permit. The additional wording should be made paragraph 2, on page 5, to read as follows: "Commissioners Lachenbruch and Spencer felt it would be Inappropriate to vote on the Bellucci Use Permit in view of the fact that the Ordinance stipulated four areas In which the Commission had to find covered In the application and the Use Permit had a list of twelve - 2 - 6 things to be provided along with the application and since many of the items were missing he feltihat the vote should not be taken until they had accurate data." He further requested flat on the last paragraph on page 5, since the Planning Commission did not Instruct the City Manager to forward the Valente matter to the City Council, the statement should be removed to read as follows: "After review and discussion by the Commission, they were in agree- ment that off -tract drainage meant only the drainage required to handle water directly passing through or emanating from the property. If that be the case, we will only require one catch basin and approximately 30 feet of 15" RCP drainage pipe.and +ns#rne#-+ha-6+#y-Manager-*e-*erward-#h+e-me*#er-#e-#he-6+*y-6ewae++ The Planning Commission further Instructed the City Manager to take appropriate action. MOVED, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Commissioner Lachenbruch and carried with a majority vote with Commissioners Magruder, Phillips and Young abstaining, that the minutes of May 30, be approved as amended. Calm lssloner Lachenbruch requested that from now on, reference to the EIR be notes as trivial rather than the use of the word "None." END OF CONSENT CALENDAR C. CONTINUING BUSINESS: I. REQUEST FOR BUILDING SITE APPROVAL: Mr. W. L. McCabe, Applicant. Portion of Lot 43 - Hale Ranch, I acre. File No. BSA 103-73. This Item was continued to the first regular meeting of the Board of Planning Administration on June 27, 1973 at 7:00 p.m. 2. REQUEST FOR BUILDING SITE APPROVAL: Lands of Suze (BSA 102-73) Portion of Lot 4, Taffee Partition, 2-1/2 acres. This Item was continued to the first regular meeting of the Board of Planning Administration on June 27, 1973 at 7:00 pm. 3. PUBLIC HEARING ON THE LANDS OF MARCUS STEDMAN: File No. 393-72 (16 lots, 28+ acres, Page Mill at Three Forks Lane. George Mader Informed the Cow Ission that the maps for Stedman were not brought In on time for mailing and that Mr. Bahl requested a two-week postponement. MOTION, SECONDED AND APPROVED: Commissioner Magruder moved, Seconded ( by Commissioner Spencer and unanimously carried that the Lands of �r Marcus Stedman be postponed to the Regular meeting of June 27, 1973. - 3 - 4. REQUEST FOR ACCEPTANCE OF FILING: Lands of Broekhoff (Fl le 401-73) 4 2 lots, 5.009 acres. George Mader briefly reviewed the Broekhoff maps with the Planning Comm i ss 1 on. MOTION SECONDED AND APPROVED: Moved by Commissioner Spencer, Seconded by Commissioner Lachenbruch and unanimously carried that the map for the Lands of Broekhoff be accepted for filing. 5. REQUEST FOR ACCEPTANCE OF FILING: Lands of Kindead (File No. 400-73) Lots 53, 54 and 55, 71.37 acres. George Mader briefly discussedihe maps with the Planning Commission and discussed EIR status. MOTION SECONDED AND APPROVED: Cammlssloner Welsbart moved, seconded by Commissioner Spencer and unanimously carried that the maps for Lands of Kinkead be accepted for filing. 6. REQUEST FOR ACCEPTANCE OF FILING: Carriage Hill Park (File No 397-73) (8 lots, 10.3 gross acres) George Mader informed the Planning Commission that the above request has been cancelled and will come before the Planning Comm1 ss Ton at a later 4W date. 7. REQUEST FOR ACCEPTANCE OF FILING: Property of C. L. Rockwell (File No. 398-73) (Three lot, 4.38 acres) George Mader reviewed the maps breifly with the Planning Commission MOTION SECONDED AND CARRIED: Commissioner Spencer moved, Seconded by Commissioner Lachenbruch and unanimously carried that the maps for the Property of C. L. Rockwell be accepted for filing. 8. MOTION SECONDED AND APPROVED: Commissioner Magruder moved, seconded by Commlssloner Welsbart and unanimously carried that the review of Oidinance 207 be set for Public Hearing on June 27, 1973. STUDY SESSION 307-801 A. ITEMS FOR DISCUSSION: 2. Progress report on review of the Monte Bello Ridge Study by the Town Planner, George Mader. George Mader Illustrated the alternate plans on the Monte Bello Ridge Study. He pointed out that Alternate "A" with a few exceptions, was in accordance with the Town's basic philosophy. !iC He further Informed the Commission tlat there would be a sub -committee meeting held soon and that all the Towns have sent in their recommendations. Mr. Mader suggested the Commission support Alternate A with the following recommendations: I. The Commission believes that the entire ownership of the Adobe Creek Lodge properties should be designated as long-term open space for private park and recreation uses. This designa- tion would be consistent with the classification of the subject property In the Los Altos Hills General Plan. 2. The land to the south of the Adobe Creek Lodge properties which Includes slopes as steep as 50% plus, and a remote ridge area should be classified as long-term open space for agriculture, etc., with deasitles of 5 to 20 acres per dwelling unit. The Commission believes the difficulty of access to this area plus the extreme slopes do not make It appropriate for residential densities as Indicated on Alternate Plan A. 3. The Commission Is concerned about the Irdicatlon of residential development on the Perham property. Unfortunately, a significant part of this property is designated as highly unstable on the geologic maps. The Corrin lsslon questions, however, the amount of development Indicated in the steep canyon adjoining the Kaiser Permanente property and suggests that consideration be given to restricting development In the 1-5 acre category to the eastern portion of the Perham property and only that portion of the ridge which has slope categories which make development more feasible, presumably slopes less that 30%. Commissioner Spencer reported on the last meeting held by the Hillside Subcommittee. He pointed out that the homeowners In the area were very concerned and felt they were not being considered In the Issues. After discussion by the Commission, all were In agreement that Pian A should be supported by the Town of Los Altos Hi l is with the recommendat Ions listed and Instructed George Mader to write a letter of recommendation to the Hl l lslde Subcommittee stating their support for Plan A and to express their concern over the burdens placed on the private property owners, who might own land in such areas and be restricted from development but yet not have a purchaser of such lands available. 3. George Mader reviewed the request from the Santa Clara County Board of Supervisors to the Town, asking for their comments and recommen- dations on the Tentative Map on the Land of Wheldon. George Mader pointed out it was a four parcel subdivision in the vicinity of La Loma and Stonebrook and therefore was in the Town's sphere of Influence. He further pointed out that it did comply with slope density and with Los Altos Hills requirements. He felt that this matter could have been handled at staff level but brought it before the Commission for action. MWIC IF Mr. Mader stated that their only concerns were over the sewer, fire and water areas and whether Prospect Road was up to standards, but telt these would be taken care of by Santa Clara County. After discussion, the Commission Instructed George Mader to write an answer to Santa Clara County stating their position. REGULAR MEETING B. NEW BUSINESS: E. ADDITIONAL BUSINESS: F.
