A. ITEMS FOR DISCUSSION: I. Ravi ew of Data Base for General Plan. Report from George Mader. Tom Vlasic presented a report on the status of the General Plan Rck4sicn, He pointed out that the target dates originally believed adaquate for completion and Town review of the revised document were modified several times due to unanticipated delay In availability of State guidelines on mandatory elements, delays In availability of basic information on TiIA Town's sphere of Influence prepared by Santa Clara County, limitations to available basic data for a large portion of the planning area and mos+ particularly the Increased load of current planning activitie3. Part II - Elements of the Plan - (Text and Diagrams) -- Land Use Element (Rough draft completed) -- Circulation Element (Rough draft completed) llliw -- Housing Element (Rough draft completed) -- Open Space Element (Basic Outline completed) -- Conservation Element (Basic Outline completed) -- Recreation Element (Basic Outline completed) - 3 - Tom Vlasic Informed the Commission that the above Items establish the basic character and structure of the General Plan and for this reason should be completed first. Other elements, I.e. seismic safety and safety, noise and scenic highway are required to be adopted within one year following adoption of local planning guidelines by the Council on Inter -Governmental Relations. He Indicated he thought this date will probably be August or September, 1974 and this deadline will be difficult to meet. Tom Vlasic Indicated that the trails and paths element will also be undergoing completion during 1973-74 fiscal year. Commissioner Perkins asked George Mader what the status was of the report prepared by the McCandless Committee on open space. George Mader stated that the report of the McCandless Committee was submitted to the Town but the report was Inadequate In terms of analysis of quality of open space and did not meet the needs of the Town. He also felt that the Inventory of open space supplied was somewhat insufficient. Commissioner Magruder pointed out that guidelines and priorities were not set down at the time the Job was given to the McCandless Committee and, therefore, the Inventory supplied was adequate insofar at the charge made by the City Council. 4W Commissi oner Perkins questioned whether the General Plan could be prepared and adopted In parts rather than wait until the entire revision was completed. In response to Commissioner Perkins' question, George Mader stated that adoption of the General Plan In stages was an acceptable practice. Chairman McReynolds felt that the Policy Statement of the Town was a good beginning. After discussion, the Commission requested George Mader's office to prepare priorities and guidelines for further work by the Open Space Committee (which would have to be reactivated) and requested a memo stating what is necessary on the Inout and to set up a means for acting on this. The Commission further Instructed Mr. Mader to prepare a time schedule for completion and adoption of the General Plan Revision. 2. Review of Proposed Santa Clara County Zoning Ordinance Amendment for Control of Urban Development In an Urban Service Area. Chairman McReynolds asked George Mader If Mr. Lawson had Informed him why the Council had referred this Item to the Planning Commission. Mr. Mader Informed the Commission he thought the draft letter, which was sent to the Council for approval, was referred to the Environmental Planning Commission for review. V - 4 - iliiw Mr. Mader pointed out to the Commission that the Santa Clara County Board of Supervisors had requested a response In time to meet with their meeting deadline of July 5, 1973. The Commission reviewed the letter prepared by staff, found it to be adequate and Instructed Mr. Mader to forward the letter to the Council. 3. Discussion of Proposed City Charter and the Inclusion of the Town's Basic Zoning Philosophy in Such a Charter. After discussion, the Commission was In agreement that since the Sub - Committee on the Proposed City Charter has not met, the Item should be continued and placed on the Agenda for the Environmental Planning Commission atter the Sub -Committee has a chance to meet and properly review all aspects of the Proposed City Charter. Regular Meeting Reel 18, Tract 1: Side I, 554-999 - Side 2, 000-105 Chairman McReynolds called the regular meeting of the Environmental Planning Commission of the Town of Los Altos Hills to order at 8:45 p.m. In the Council Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, Californle. A. ROLL CALL: Present: Commissioners Magruder, Mueller, Perkins, Young and Chairman McReynolds. Absent: Commissioners Lachenbruch and Weisbart. Others Present: Town Planner, George Mader and Town Enjinoer, Alec Russell. B. CONSENT CALENDAR: I. APPROVAL OF MINUTES: Ju!ie 13, 1973 Commissioner Magruder asked that the date be Included at the top of Page I on the minutes. MOTION, SECONDED AND CARRIED: Commissioner Magruder moved, seconded by Commissioner Young and carried with a majority vote, with Commissioners Perkins and Mueller abstaining, that the minutes of June '3, 1973 be approved as amended. C. CONTINUING BUSINESS: I. PUBLIC HEARING ON THE LANDS OF MARCUS STEDMAN: File Number 393-72 Marcus Stedman, Owner. Bahl Homes, Developer. - 5 - �r MOTION, SECONDED AND CARRIED: Commissioner Mueller moved, seconded by Commissioner Perkins and unanimously carried that , at the request of the applicant, the Public Hearing on the Lands of Marcus Stedman be postponed to the Meeting of July 25, 1973. 2. PUBLIC HEARING ON PROPOSED WORD CHANGE IN THE PROVISIONS OF THE SETBACK ORDINANCE. George Mader reviewed the proposed change that had been distributed to the Commissioners. He explained that provisions were added to answer the question that was raised about the public utilities easement at the last meeting. He further Informed the Commission that he sent a copy of the proposed word change to the City Attorney and the Attorney felt that the a0optien of the proposed word change would probably precipitate more requesi's for variances but felt that the wording was clear. Mr. Mader stated that the ordinance had, in fact, been adminlsteroi In the past in conformance with the proposed wording clarifications and there had been no noticeable Increase In the number of requests submitted for variances. Atter discussion, the Commission concluded that the propose' mord charge would not Increase the number of requests for variances and was, in fact, 4W Just meant to correct what they considered to be poor wording so as to reflect the original Intent of the Commission when the zoning ordicznca was revised. Chairman McReynolds opened the public hearing. No presentations were made from the floor and the public hearing was closed. D. NEW BUSINESS: 1. PUBLIC HEARING ON THE LANDS OF BROEKHOFF: File Number 401-73 Mr. Broekhoff, Owner/Developer. Mr. John Riley, Engineer. Commissioner Young steted that he would abstain from any comments or action as a Commissioner because he Is a neighbor of the proposed subdivision. Mr. Mader reviewed the staff memorandum and recommended approval with the following conditions: V %V a I. Pathway Comml ttee recommendations. 2, improvement of drainage facilities along the full frontage of the property, Including catch basin reconstruction, to the satisfaction of the Town Engineer. 3. Repave one-half the width of Manuella Road along the full frontage of the property (Parcels A and B) with double seal coat or one Inch (111) minimum asphaltic concrete overlay. 4. Placement of four (4) Los Altos Hills standard monument boxes, complete with covers, at locations designated by the Town Engineer. 5. Connect all proposed residences to the sanitary sewer. 6. Obtain water for domestic purposes from the California :latpr Service Company. 7. Abandon and fill the existing well on proposed Parce! "A" In accordance with Health Department requirements. Mr. John Riley, representing the applicant, requested the+ the conditicns be modified to exclude the parcel with the existing residence from the 116 street, drainage and sewer Improvements. Chairman McReynolds instructed that the staff memorandum be amended to show that the sewer requirement was applied only to the proposed new residence. At this time no access is available to the larger parcel across the Kobllck easement. Mr. Riley wanted the conditions of the staff memorandum relating to park and open space aad storm dra[nage to be applied only to F_ircel A and not Parcel B. He felt that at some time in the fui-ure Parcel B will be subdivided and that presently there Is an existing residence and, therefore, there Is no benefit from these conditions and they only place a hardship on the owner. Mr. Mader pointed out that the Ordinance stated that these items apply ` to all proposed building sites and, therefore, Parcel B musi be included. - 7 - Chairman McReynolds requested a report on the findings of the Map Committee. Commissioner Magruder, representing the Map Committee, stated that they feel that the plan Is acceptable but they wondered why the building site on Parcel A was not placed elsewhere on the lot. Speaking from the floor, Mr. Stutz, representing the Pathways Committee, explained that they had Just met the night before and made recommendations on the Broekhoff Subdivision. He reviewed the Pathways Committee recommendations with the Commission. The Pathways Committee recommended that the following conditions be placed on the Broekhoff subdivision: I. The Committee recommended that a Class I asphalted bike path be built on Manuella and that an easement for path purposes be granted within the 20 foot strip on the north side of the property between the Koblick right-of-way and the Lands of Chamberlain. This will provide access to Clark's field, but cannot be clearly defined because of the many large Eucalyptus trees. Following discussion, the Commission felt there was not enough Information for them to make a determination. The matter was referred back to the staff and the Pathways Committee for further report. `r The Commission felt that although drainage should apply to both Parcel A and B, the road improvements should be limited to Parcel A and that Condition three on the Staff Memorandum should provide for In-lieu payments for the cost of Improvements to Town standards, of one-half the width of Manuella Road. MOTION, SECONDED AND CARRIED: Upon concurrence of Mr. i211ey, Commissioner Mueller moved, seconded by Commissioner Perkins and carried with a maJority vote with Commissioner Young abstaining, that the Rbl!c Hearing on the Broekhoff Subdivision be continued to the July 1!, I973 Environmental Planning Commission Meeting, at which time specific recomme,idations r,h T!I be provided by staff and the Pathways Committee. E. ADDITIONAL BUSINESS: The Commission felt that materials submitted in their packets for review, have been arriving too late for the Commissioners to properly review and evaluate the Items appearing on the agenda. Chal man McReynolds requested that the City Manager be Instructed to have all Information submitted to the Commisslon and the Applicant no later than Friday preceding the Commission meeting, and that all deadlines be closed on the Wednesday preceding the Commission meeting. 4W - 8 - �'' Commissioner Perkins requested that all material submitted to the Commission be dated for tiling purposes.
