He also said he agreed with the recommended changes. Mr. Russell stated the standards an engineer must adhere to when designing and building a subdivision were not sufficiently spelled out and should be eventually amplified in the standard specs. He recommended the standard specifications be adopted by resolution rather than by ordinance. George Mader suggested that the commission forward Mr. Crabtrees recommendi changes to the City Council as soon as possible and at a later date make additional revisions. The Commissioners directed this item be put on the study session for the September 12,meeting and excerpts of minutes indicating the extent of prior commission review be distributed to the Environmental Planning Commission prior to the meeting. EWROWTITAL �Yr PLANNING WrIISSION Town of Los Altos Hills 26379 Fremont Road Minutes of a Regular Meeting August 22, 1973 Preceded by a Study Session Reel 19, Side 1 000-999-450 Study Session The Study Session of the Environmental Planning Commission of the Town of Los Altos Hills met at 8:o0P.M. , with Chairman Mcreynolds presiding. A. ITEMS FOR DISCUSSION 1. Schedule for completion of General Plan. George Mader reviewed the August 22, 1973, memorandum prepared by staff. He pointed out completion date for item 12 on page 2 should be the end of December rather than the end of June as shown. He suggested the Commission discuss State housing element guidelines at thb September 26, meeting. There was general discussion on the open space element. 'ir. Mader said he would advise the commissioners of some good background material on open space. The Commission requested staff to plan some discussion with the Environmental Planning Commission on the constraints on the areas of open space. 2. Revision to Town Standard Specifications. Return to Regular Meetinq 521-999-450 Side 1, Tract 3 Chairman McReynolds called the regular meeting of the Environmental Planning Commission of the Town Of Los Altos Hills to order at 8:45P.M. in the Council Chambers of the Town Hall, 26379 Fromont Road, Los Altos Hills, California A. ROLL CALL: Present: Commissioners Carico, Lachenbruch , Mueller, Spencer, and Chairman McReynolds. Absent: Commissioners Perkins and Phillips B. APPROVAL OF MINUTES: August 8, 1973 MOTION SECONDED AND CARRIED: Commissioner Mueller moved, seconded by Commissioners Carico and carried with a majority vote, with Commissioners Lachenbruch and Spencer abstaining, that the minutes of August 8, 1973, be approved. C.. CONTINUING BUSINESS: 1. Final Action on the Lands of Spector: File No. 403-73, Paul Nowack, Engineer, Herman Spector, Owner/Developer (10 day waiting period on EIR) MOTION SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Commissioner Mueller and unanimously carried that the Lands of Spector subdivision be finally approved pursuant to the conditions imposed at the August meeting, and that since no objections to the negative declara- tion and notice of determination be filed with the County of Santa Clara. 2. PUBLIC HEARING ON THE LANDS OF J.N. PAPPAS: File No. 399-73 J. N. Pappas, Developer, Glen Thoreson, Engineer (Request by applicant for continuance to September 12, 1973 received) MOTION, SECONDED A14D CARRIED: Commissioner Mueller moved, seconded by Commissioner Spencer and unanimously carried that the Subdivision of the Lands of J. N. Pappas be continued to the September 12, meeting of the Environmental Planning Commission at the Request of the applicant. 3. PUBLIC HEARING ON THE LAMDS OF CORBETTA: File No. 402-73 Louis P. Corbetta, N)ner/Developer, Paul Nowack, Engineer George Mader reviewed the revised map;the Lands of Corbetta dated August 16 1973. Chairman McReynolds opened the public hearing. L -2- Speaking from the floor, Mrs. Joyce Clark, representing neighbors in the area, raised arguments against the approval of the subdivision pointing out many areas on the map that were misrepresented by the applicant. She further stated that the original Corbetta land holding has been subdivided three times in the past and each time Mr. Corbetta c•ated that no more subdivision of the parcel before the Town would occur. •• She pointed out that Mr. Corbetta has sold the land and is presently residing in another community. Mr. William Powell informed the Commission that Mrs. Hobson had recently purchased lots 1 and 2 of the subdivision and he would be purchasirr lot 3. He further requested that the Commission continue the matter until such time as Mr. Corbetta could speak to the questions raised by firs. Clark There were no further presentations from the floor and the matter was returned to the Comnission. NOTION SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Commissioner Lachenbruch and unanimously carried that the request for subdivision of the Lands of Louis P. Corbetta be denied without prejudice due to error in representation of ownership on the tentative map and omission of pertinent information which should have been included on the map. Commissioner Lachenbruch noted that even if the map were resubmitted, he would take a hard look at the basis for the contitional exception to the 160' diameter building circle on Lot 1. 4. PUBLIC HEARING ON THE LANDS OF MARCUS STEDMAN': File No. 393-72 Bahl Homes, Developer, George S. Nolte, Engineer George Mader reviewed the letter sent to the Commission following the last meeting. He stated he talked to Stu Farwell of the Fire Department and they agreed it was possible to run an emergency access road down from the end of the cul-de-sac at 18 to 20% grade. lir. Mader said it would prob- ably entail considerable grading and tree removal. Commissioner Carico stated she had also spoken to Assistant Firechief Farwell and he stated an emergency access to the property that would run along the swale was needed. Don Bahl, representing the applicant, stated he had been out of Town and was unable to gather the information requested by the Commission,at their last meeting and requested a continuance to the next regular meeting of the planning Commission. He further requested that at that time, he be given the chance to discuss the circulation on the school district property and the mechanics of a home owners association. MOTION SECONDED AND CARRIED: Commissioner Mueller moved, seconded by Commissioner Spencer and unanimously carried that the Lands of Marcus Stedman be continued to the September 12, meeting of the Environmental to Planning Commission at the request of the applicant. -3- D. ADDITIONAL BUSINESS: 1. Commissioner Spencer reported on the last Policy Planning Commission Hillside Subcommittee meeting. 2. The Commission requested that time for committee reports be included at the beginning of each agenda. 3. Improvement Plans for Maladero Oaks Subdivision, George Mader stated the subdivider has submitted his improvement plans. He said a condition of the tentative subdivision map was that the improvement plans be brought to the Planaing Commission for review. He requested that the Commission decide how they wanted to review the plans. The Commission requested that the plans be presented using the overhead projector at the next regular meeting and after the meeting any necessary field trip could be taken. F. ADJOURNMENT: 10:45 The meating of the Environmental Planning Commission adjourned to an 'xecutive session with the City Council on September 10 at 7:45 p.m. -4-
