Study Session
The Study Session of the Environmental Planning Commission of the Town of
Los Altos Hills met at 8:00P.M. with Chairman McReynolds presiding.
A. ITEMS FOR DISCUSSIOil
1. Review of Environmental Impact Report Procedures.
George Palder reviewed the Environmental Impact Report procedures prepared
for the Town and distributed under memorandum of June 14, 1973. He stated
the Torn must determine the Environmental Impact of any project which
requires governmental action. He then discussed the flow chart of the
California Environmental Quality Act which illustrates the Environmental
4, Impact Report process.
Chairman McReynoids stated that, in his opinion, the Environmental Impact
Report procedures do not facilitate meeting the needs of Los Altos Hills.
He feels the Town should consider ordinance provisions that state in case
of significant environmental impact the Town has the right to deny or
modify the division of land or other action before the Town approval of
a building site.
The Environmental Planning Commission expressed interest in having a
special study session with the City Attorney to discuss the Building Site
Approval Ordinance.
Chairman P1cReynolds requested a study session to familiarize new commiss-
ioners to the present planning policies and concepts. It was determined
that the study session would be held on October 31, 1973 at 7:45 P.M.

Chairman McReynolds called the regular meeting of the Environmental Planning
Commission of the Town of Los Altos Hills to order at 9:30P.M. in the Council
Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, California
A. ROLL CALL

Absent: Commissioner Lachenbruch, Perkins and Phillips
B. APPROVAL OF MINUTES: September 12, 1973

prejudice since the subdivision was not iegaily constituted and that the
Environmental Planning Commission instructed the staff to write a letter
to Mr. Corbetta informing him of the latter.
The Commission at its meeting of ,August 22, 1973 requested that time for
committee reports be included at the beginning of each agenda. Commissioner
Mueller noted that this was not done and again asked that all committee
reports be included on the agenda.
C. CURRENT BUSINESS:
I. .Election of Chairman and Vice Chairman for the Planning Commission.
Chairman McReynolds suggested that this item be continued so that members
of the Board of Planning Administration and Environmental Planning Comm-
ission could be present to cast their vote.
After general discussion it was determined that the Environmental Planning
faw Commission postpone the election for Chairman and Vice -Chairman until
after the current election for Town Council.
MOVED SECONDED AND CARRIED: Commissioner Spencer moved seconded by Comm-
issioner Carico and unanimously carried that the Environmental Planning
Commission election be postponed until after the election of September 16,
1973.
MOVED SECONDED AND CARRIED: Commissioner Spencer moved seconded by
Commissioner Mueller that the Board of Planning Administration be present
to cast their vote for the election of Chairman and Vice Chairman to the
Environmental Planning Commission.
Commissioner Mueller reported that he attended the last Planning Policy
Committee meeting and that they discussed the voting structure now being
considered.
D. CONTINUING BUSINESS:

A request for continuance was received at the Town Hall on September 12,
1973, which requested a 14 day continuance by the applicant, J. V. Pappas

Commissioner by Spencer and carried unanimously that the Public Hearing
on the Lands of J. N. Pappas be continued to the September 26, 1973
Enviroranental Planning Commission meeting.

2. PUBLIC HEARING ON THE LANDS OF 1ARCUS STED101: File No. 393-72
Bahl Hones, Developer, George S. Nolte, Engineer
Don Bahl, representing the applicant, made a presentation to the Environ-
mental Planning Commission. Mr. Bahl discussed two basic subjects: the
first circulation on the school district property, and the mechanics of
home owners associations.
Staff recommended that Country Olay be connected to the lands of Palo Alto
School District. Mr. Bahl asked that Country Way be accepted as a private
street (cul de sac) with an emergency road connection to the Lands of
Palo Alto School District.
Planning commissioners after discussion did not agree with fir. Bahl's
position on the private road and felt that Country Hay should be a public
road.
Chairman McReynolds stated that private roads are not patrolled as well or
as frequently as a public road.
The Commissioners expressed interest in the length of the street and its
lack of connection to an adjoining street. In the case of an emergency
they feel the Fire Department and ambulances could not readily get to the
canyon quickly enough.
Mr. Bahl discussed the second area of interest stating that the Hone
Owners Association could be capable of maintaining the street if it were
private.
After some discussion the Environmental Planning Commission stated that in
order for the road to be kept up to Town Standards and to ensure proper
maintenance the road must be kept public.
The Commission presented the question of whether horses should be restric�.z
below the 370 degree contour line as requested by Mr. Bahl.
Commissioner Mueller said he believes horses should not be so restricted.
f1r. Bahl stated he thought that to insure privar_y,horses should not be
allowed to run through others property.
George Mader requested that thorough Environmental Impact Report be
prepared for the Environmental Planning Commission to consider before final
action on the subdivision.
Mr. Bahl asked that his application be continued to the first regular meet-
ing in October at which time he will submit his Environmental Impact Report.
MOVED SECONDED AND CARRIED: Commissioner Mueller moved seconded by Comm-
` issioner Carico and unanimously carried that the Lands of Marcus Stedman
be continued to the first meeting in October.
