Study Session
The Study Session of the Environmental Planning Comoission of the Ton of
Los Altos Hills met at 8:OOP.M. with Vice Chairman Mualle: presiding.
A. ITEMS FOR DISCUSSION
1. Balanced residential Community Qu=stioneire.
The questionaire, received from the County of Santa Clara Of`-. -,e of Educa-
tion, was discussed. The Commission felt they needed wore information
^alative to the question -lila bet^re they could respond. They felt they
shou'I ^urnort the co„rerence End ask:: the Town Planner to get more back-
ground informatlon.
2. Recommendation to Council on Open Space Committee.
it George Mader stated the Town is requir::u by stdte law to prepare an open
-pace elemont for its General Plan. He suggested that the Town reacti-
vatP r.K citizens advisory Committee to iderf-Fy ""1-t on;l snar,
be preserved and on Preserving the open spaces. He suggested the proce-
dure outlined in his memo of December 1970, be considered as an approach
for the committee.
The Environmental Planning Commission was adan„nt a�out the Open Space
Element being pursued further. They felt the City Council should reinst,^te
the Citizens Advisory Open Space Committee as soon as possible so that
they may participate in the Open Space Element work.

Vice Chairman Mueller called the regular meeting of the Environmental Planning
Commission of the Town of Los Altos Hills to order at 8:15 P.M. in the
Council Chambers of the Town Hall, 26379 Fremont Road, Los Altos Hills, Calif-
ornia.
A. ROLL CALL
Present: Commissioner Carico, Lachenbruch, Phillips, Spencer and

Chairman Mueller.
`ow Absent: Commissioner Perkins.
B. APPROVAL OF MINUTES; September 26, 1973
With two changes the minutes were accepted. The first change is on
Page 2, Paragraph 5, in which Commissioner Spencer attended the PPC
meeting instead of Commissioner Nueller. The second correction was
made by Commissioner Mueller on Page 3, Paragraph 8,Sentence 2, in
which "370 degree contour line" is changed to "370 foot contour line."
MOTION SECONDED AND CARRIED: Commissioner Spencer moved seconded by
Commissioner Carico and carried with a majority vote with Commisoioner
Lachenbruch and Phillips abstaining that the minutes of September 12,
1973, be approved as amended.
C. COMMITTEE REPORTS: None
D. CURRENT BUSINESS:
1. Recommendation to Council on Open Space Committee.
MOTICI SECONDED AND CARRIED: Commissioner Larhenbruch movcd seconded
by Commissioner Pi:illips and carried with a majority vote that the
Environmental Planning Commission request the Town Council to rein -
the Citizens Advisory Open Space Element Committee as soon as
possible to advise the Planning Commission on Open spaces to be pre-
served.
E. CONTINUING BUSINESS:
1. PUBLIC HEARING Oil THE LANDS OF J.M. PAPPAS: File No. 399-73
J. N. Pappas, Developer, Glen Thoreson, Engineer
George Mader presented the staff memo of September 19, 1973 relating
to the request for the subdivision of J. N. Pappas. Mr. Mader indica-
ted the staff has recommended approval of the subdivision with the
conditions listed in the staff memo.
After discussion the Environmental Planning Commission felt that
Condition No. 1 should be revised. They felt that inst-.al of Robleda
Road being improved to 1/2 its width, for its full length it should be
half the length and the full width.
Speaking from the floor, Bob Stutz, stated that the pathway C—ittee
was satisfied with the subdivision. He added they would extend t,�
path easement Southwest in the cunservotivn o-c?Ment to Demitria
Court.
The Environmental Planning Commission showed concern with the septic
tank sewage control system. They felt that there could be a chance

MOTION SECONDED AND CARRIED: Commissioner Phillips moved seconder by
Commissioner Lachenbruch and carried with a majority vote that the
Lands of J. H. Pappas and D. Frazier be approved in accordance with
the Staff memo of September 19, 1973 and check list as amended rela-
tive to the path easement and improvement of Robleda Dave.
MOTION SECONDED AND CARRIED: Commissioner Spencer moved seconded by
Commissioner Carico that the Lands of J. NPappas and Darwin Frazier
will have no significant effect on the environment and thwt. a Wgative
Declaration be filed with the County of :,nnta Clara.
2. MATADERO OAKS, Review of Final Improvement Plans. (File No. 374-70)
41 Lots, 75 acres Tract # 5098, Engineer,Paul Reiner -Geo S. Nolte
The final map and improvement plans were presented to the Commission by
Alec Russell, City Engineer.
The Planning Commission discussed the four way intersection at Page
Hill Road, Alexis Drive and Paseo Del Roble.
Speaking from the floor, Dave Holmes, the applicants engineer,stated
the intorsection is wide enou;h to Fr:sure a minimum sight distance of
3p0`eet.
Mr. Holmes also stated that future widening of the street could only
be made from land on the opposite side which is owned by the Palo Alto
40 School District.
The Environmental Planning Commission expressed concern on the building
site on lot 41 as the open space easement when shown correctly on the
map will decrease the building area. They felt the residual area might
not be stable enough to hold a house.
Speaking from the floor, Chuck Stewart, the applicants geologist,
stated that the hillside soil was a very poor form of Monterey Clay
and that this area could not take any major cuts but.. if I:ept in its
natural form, the building site would be quite adequate. Also, he
indicated the alluvial deposit in the more level area was stable.
George Mader felt that the only building site would be almost entirely
in the steep hillside area. tie also stated that a soils and er.;ineerinn
report would be required of the applicant.
Hr. 'Hader then stated that the final improvement map on Matadero Oaks
would have to be corrected to reflect some inaccuracies such as the
open space easement.

subject to the amended conditions of the staff.
F. ADDITIONAL BUSINESS:
1. Elena Meedows File Ho. 2002-73
Bills Construction Co., Developer, Thomas A. Mason, Engineer
The tentative map of Elena Meadows was presented to the Cca,mission for
acceptance and filing by George Mader. The tentative subdivision map
is comprised of 4 lots on Elena and Robleda Roads. Mr. Mader stated that

MOTION SECONDED AND CARRIED: Commissioner Spenc-_, moved second d by Comm-
issioner Phillips and carried with a majoriiy vote that the lands cr Elena
Meadow be accepted and filed.
