A. ROLL CALL Present: ro f,sloner Carico, Lachenbruch, Phillips, Spencer, Magruder Young, and Vice Chairman Mueller 0ent: Commissioner Perkins B. APPROVAL OF MINUTES: October 10, 1973 MOTION SECONDED AND CARRIED: Commissioner Spencer moved seconded by Commissioner Lachenbruch and carried with a majority vote that the minutes of September 26, 1973 be approved and filed. C. COMMITTEE REPORTS: None D. CURRENT BUSINESS: 1. Election of Chairman and Vice Chairman to the Environmental Planning Commission. MOTION SECONDED AND CARRIED: Commissioner Spencer moved seconded by Commissioner Lachenbruch and carried by a majority vote to elect James Mueller as Chairman of the Environmental Planning Commission for a one year term. MOTION SECONDED AND CARRIED: Commissioner Magruder moved seconded by Commissioner Phillips and carried with a majority vote to elect Donald E. Spencer as Vice Chairman of the Environmental Planning Commission for a one year term. 2. Annual Review of Conditional Use Permit for Westwind Hungarian Farm. (UP 35-71) City rlanager, Bruce Lawson, presented the annual review of the Conditional Use Permit for Westwind Hungarian Farm to the Environmental Planning j� Commission. -2 - Commissioner Lachenbruch asked that staff "informally" request that operators of the farm provide some landscaping on the lower portion of the property, to minimize the negative visual impact fo cuts and fill visable from the Central Drive area. MOTION SECONDED AND CARRIED: Commissioner Magruder moved seconded by Commissioner Lachenbruch and carried with a majority vote to recommend that the business license for Westwind Hungarian Horse Farm be renewed subject to the same list of conditions, dated Play 22, 1972. E. CONTINUING BUSINESS: PUBLIC HEARING ON THE LANDS OF MARCUS STEDMAN: File Mo. 393-72 Bahl Homes, Developer, George S. Nolte, Engineer (Reouest by Applicant, continuance to November 14, 1973, has been received). Tom Vlasic stated that the applicant needed more time to complete the Environmental Impact Report on the application and it would be appropriate for the application to be continued to the November 14, meeting. MOTION SECONDED AND CARRIED: Commissioner Phillips moved seconded by Commissioner Lachenbruch and carried with a majority vote that the Public Hearing on the Lands of Marcus Stedman be continued to "!ovember 14, 1973 as requested by the applicant. F.. ADDITIONAL BUSINESS: 1. Acceptance for filing of Dawn Ridge Estate. The tentative map of Dawn Ridge Estates was presented to the Commission for acceptance for filing by Tom Vlasic. Commissioner Lachenbruch asked that the net acreage and gross acreage appear on the face of the map. He also stated that he would like the original dividing line between proposed lot 4 and the parcel containing proposed lots 1, 2, and 3 to appear on the mao. MOTION SECONDED AND CARRIED: Commissioner Spencer moved seconded by Commissioner Phillips and carried with a majority vote that the tentative subdivision map of Dawn Ridge Estates be accepted for filing. 2. Acceptance for filing of the Lands of Costello Tom Vlasic presented to the Environmental Planning Commission the tenta- tive map of the lands of Costello and recommended to the Commission that the subdivision be accepted for filing. Bruce Lawson, City Manager, stated that the Lands of Costello is designa- ted as a Historical Site and therefore must concur with Ordinance #213. 3- �r 3. Acceptance for filing of Deer Park Acres. Tom Vlasic presented the tentative subdivision map of Deer Park Acres to the Planning Commission, MOTION SECONDED AND CARRIED: Commissioner Lachenbruch moved seconded by Commissioner Carico and carried with a majority vote that the tentative map for Deer Park acres be accepted for filing. G. CURRENT BUSINESS: 1. Follow up to Joint Environmental Planning Commission of Town Council meeting held on September 10, 1973 regarding the roll of the Board of Planning Administration. George Mader rex,iewed the memo of September 24, 1973 to the Environmental Planning Commi>sion regarding the September 10, meeting with the Ta,.:m Council; especially the portion relative to-the Board of Planning Administration.. The Environmental Planning Commission members were in agreement with the portion of the memo relating to the Board of Planning Administration with the exception of the fourth item, second paragraph. 4Iith regard to the fourth item there was some difference of opinion on whether to assign the Hoard of Planning Administration the smaller subdivisions of four lots or less which do not require conditional exceptions or to keep all subdivisions with the Environmental Planning Commission regardless of size. MOTION SECONDED AND CARRIED: Commissioner Magruder moved seconded by Commissioner Carico and carried with a majority vote that the portion of the memo of September 24, 1973, relative to the Board of Planning Admin- istration be accepted with the exception of the fourth item, paragraph 2. 2. Balanced Residential Community Questionaire. George Mader discussed the matter of the Balanced Residential Community Questionaire he received from the County Office of Education. He stated the conference committee should be meeting within the next three weeks. Chairman Mueller appointed Commissioner Lachenbruch to participate on the conference committee with Commissioner Perkins as his alternate. H. ADJOURNED: 10:45 P.M. R
