A. ROLL CALL• Present: Commissioners Lachenbruch, Spencer, Phillips, Chairman Mueller Absent: Commissioners Carico, Perkins. 3. APPROVAL OF MINUTES: October 10, 1973 The approval of minutes was deferred until the next regular meeting of !November 14, 1973, because a motion on the lands of Costello had been omitted from the minutes, which should read as follows: POTION, SECONDED AND CARRIED: commissioner se-- moved, seconded by ti, .y ,a�. and carried by majority vote that the lands of Costello be accepted for filing. CURREP�SS: !lone D' Commissioner Spencer stated that he attended the Hillside Subdia lack 'Committee meeting, but they could not formally meet fbecause `of a lack of quorums E, CDNTINUIIJ_ DESS: 1. Lands o� lo Mr Tom Vlasic, representing W. Spangle S Associates, Town Planners, explained Staff's position that an Environmental Impact Report should be prapared for the proposed Costello Subdivision. Staff feels the following areas should be given particular attention in the preparation of the EIR: 1. Soils and geologic problems. 2. Impact of development on natural drainage. 3. Impact on circulation. 4. Visual impact of development. 5. After discussion, the Commission appeared to be is ,,-neral afire?ment that that they could pot make sufficient findings '' ?rant an exception to present lot size requirements. IIGTIO?t, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Ceesnissioner Lachenbruch and carried with a majority vote that an Environmental Impact Report be required on the Lands of Costello, with particular attention given to the first areas outlined by Staff. George wader discussed physical constraints and land use alternatives for the southern sphere of influence with the Commission. !l.c_ stated the major portions of tha southern sphere of influence of Los Altos Hills south of moody Road are the Perham property, approximately 370 acres; the i!eary property, approximately M acres; and f�,e 7uvenpc!c ^�operty, approximately 2,037 acres. :1r. Nader asserted that physical features of this area of the Tosm's sphere of influence clearly differentiated it from the other portions of tha community. itr. fader further stressed that in addition to topoc?aphic configuration, land use in this area would be constrained by steap slnpes, geologic instability, and inaccessibility. ;laps and slides vere presented in support of the Town Planner's evaluation. Following the map and slide presentation, the Commission and Staff re- viewed ?ossible land use alternatives for the area. Included in the discussion were the Santa Clara County :1onteBello Ridge Rountain St;; y Plans, methods for definition and preservation, or acquisition of (-an space, and review of density patterns which night allow Preservation of open space without acquisition while at the same time allowing the land owner reasonable use of his land, and not violating the basic one acre minimum per building site established by the Town. 'Ir. ;fader stated that the Planning Staff would develop specific alternatives for land use in the area and, if possible, oresent theca to the Commission at a Special Fleeting prior to november 14, 1973. The commission was very interested in keeping the various ridges clear, of development. They felt that if there was going to be any bug 61ng, it should be done below the ridges. E. ADDITIORAL BUSINESS: Commissioner Spencer stated that he could not come to Toem Hall or. Fridays to pick up his packet. Commissioner Mueller stated that he would pick up Commissioner Spencer's packet while getting his own. F.
