Commissioner Spencer stated he had moved and Commissioner Magruder had
seconded the Lands of Costello be accepted for filing, at the fleeting
of October 10.

Coe®issiorer Spencer stated the Hillside Committee of the Planning
Policy Committee did not have a quorum at their last meetirn, but the.
Cortmittae did discuss the possibility of a cost revenue or cost benefit
study for all or part of the Hillside area.

PLANNING COMMISSION MINUTES - November 14, 1973
Assistant Planner Vlasic stated the Staff did not feel an EIR Report was
` needed for the Lands of Cbesarek, and recommended the Commission declare
a Negative Declaration for the Lands.
Motion was made by CO"USSIMER HAGRUDER, seconded by CMVISSLONER
PHILLIPS a Negative Declaration be found for the Lands of Cbesarek.
Notion was unanimously approved.
Assistant Planner Vlasic stated the tentative map for the Lands of Dorcas
Hayward had been received, and it is recommeded it be accepted.
Notion was made by COMISSIONER MACRUDER, seconded by MrIISSIOHER SPFICER
the tentative map for the Lands of Dorcas Hayward be accepted. Motion
was unanimously approved.
Assistant Planner Vlasic stated the Staff did not feel an EIR Report
was needed for the Lands of Dorcas Hayward, but a drainage report should
be requested, and recommended the Commission declare a Negative Declara-
tion for the Lands.
Nation was made by COIIMISSIOi7ER PHILLIPS, seconded by COMMISSIONER SPENCER
a Negative Declaration be found for the Lands of Dorcas Hayward, and
that a drainage report be submitted to the Commission for its review on
these Lands. Motion was unanimously approved.
CONTINUED HEARING OM STEGNAN SUBDIVISION UNTIL NOVUMBER 23, 1973
Assistant Planner Vlasic stated an EIR Report had been received on the
Stedman Subdivison, but the report did not cover the items required by
the State's Environmental Quality Act, and the Staff is requesting this
matter be continued for two weeks, until November 23, in order for the
developer to complete the EIR Report to State standards. Also, a letter
had been received from Bahl Homes requesting a continuation of this matter
until November 23.
Commissioner Spencer inquired if all EIR Reports had to be in the State's
form and cover all items or if items could be deleted if they did not
pertain to a certain parcel of land.
Planner ?fader stated the EIR Report should follow the State's outlined
form, but the Town could delete items or request other areas be covered,
depending upon the needs of the Town and lands involved.
Commissioner Young requested all future EIR Reports, whether or not they
complied with the State's form and requirements, be sent to all Commis-
sioners for their review prior to being presented at the Planning Coicnis-
sion dieetings.

the hearing on the Stedman Subdivision be continued until November 23,
1973, and the subdivider be directed to submit a new EIR Report, which
meets the requirements of the State's E^A, and covers pertinent areas,
as requested by the City Planner. lotion was unanimously approved.

included in the report. The Staff is requesting this matter be contin-
ued for two weeks, until November 23, in order for tae develooer to
correct the deficienci;S in the report.
Or. Ray lurphy, representing the subdivider for Deer Park Acres, sooke
about the contents of the report, acknowledging the report did not com-
ply with the State's guidelines, and reviewed briefly the areas covered
in the Report, and requested a Negative Declaration be made for the
subdivision. Mr. Murphy submitted copies of the guidelines set forth
by the State for EIR Reports, to the Commissioners, and briefly reviewed
what the guidelines covered. He also requested this matter be continued
until november 23, 1973.

the hearing on the Deer Park Acres Subdivision be continued until '!ovem-
ber 28, 1'73, and the subdivider be directed to submit a new EIR Report,
which meets the requirements of the State's EQA and covers pertinent
areas, as requested by the Town Planner, including maps and other site
development plans. Motion was unanimously approved.
CONTINUED HEARING ON DAVIN RIDGE ESTATES UNTIL NOVEMBER 29 1973
Assistant Planner va sic state the subd vision developer, at the Staff's
request, is requesting a continuance of this hearing until November 23,
1973, as the EIR Report did not meet State guidelines, and the developer
has not completed the revisions yet.
` Motion was made by COMMISSIONER SPENCER, seconded by CO'ttiISSIONER CARICO,
that the hearing on Dawn Ridge Estates be. continued until November 23,
1973, in order for the develooer to complete the revision of the EIR
Report. Motion was u^7rimously approved.
Commissioner Phillips requested the Staff contact each of the subdividers
scheduled for public hearing on November 28, 1973, and inquire if any
were ameanable to postponing their public hearing to a later date as
the agenda for the Meeting of November 28 is exceptionally lengthy.

APPOINT.NENT TO BOARD OF PLANNING ADMINISTRATION
Chairman Mueller stated he thoughtthe Planning Commission should be re-
duced to seven members, with three of the Cormissioners serving on the
Board of Planning Administration, with authority to review variances
only.
Councilwoman 'filler stated she had checked with the City Attorney, and
an amendment to the current ordinance renulatino the Planning Commission
would be needed to effect this change.
Chairman 'lueiler appointed Commissioners Carico and `Tueller to the Board
of Planning Administration, with the City Manager serving as the thirl
member, for the present time.

George Mader reviewed a memo from §!iniac Spangle and Associates to the
City -Manager, suggesting increasing the ral.-Aner for planning services
from the present $400 per month to $700 per month, as the duties and
time of the Planner have increased to approximately 41) hours per month.
After general discussion among tiie E::avironmental Planning Commissioners,
Fir. ;fader and City Hanager Lawson, it was moved by COIMISSI^PIEB PHILLIPS,
seconded by COiFIISSIONER YOUNG, the 1vironmental Planning Commission
recommend retaining the Planning Consultant for a two month period, at
$700 per month. During the two month period, the City lanager and the
Planner are to prepare and submit to the City Council�a proposal outlining
possible alternatives to the amount of services provided by the Planner,
i. e. City Staff assuming some duties, and the amount of retainer raid.

REQUESTED COonPY OP PLANNING DEPARTMENT BUDGET - 1973-74
Commssier Phillips requested the City `tanager Submit a copy of the
1973-74 Environmental Planning Budget to each of the Environmental
APlanning Commissioners for study.
6oann5Sloner Spencer gave a brief report on the meeting he attended, of
the Planning Policy Committee of Santa Clara County, at which a proposed
cost anldysis and cost revenue study for the hill area was discussed.
Commissioner Spencer stated he objected to the calling of special adjourned
Environmental Planning Commission meetings without firs'. polling the
Commissioners as to preference to time and place, and requested this
type of meeting be kept to a minimum.
