MINUTES OF STUDY SESSION AND REGULAR MEETING
NOVEMBER 28, 1973

Chair�-n Mueller called the Meeting of the Environmental Planning Commission
to order, in the Council Chamhers of the Ton Hall, at 7:45 P."1.
PRESENTATION OF GENERAL PLAN PROPOSED REVISIONS
Planning onsu taut a er presente the proposed revisions to the General
Plan of the Town of Los Altos Hills, outlining the three major parts of
the Plan, including the general provisions, elements of the Plan and Plan
Diagram, and the Appendices, which will be added at a later date, as they
are not required to be completed prior to the January 1, 1974, deadline.
Mr. Mader pointed out on the Plan Diagram areas designated for residences,
min s-_�•:: , ',il public -a' privat:,. school sites, historical sites and
circulation routes.
In response to Commissioner Phillip's inquiry, Planning Consultant Mader
stated a complete study had not been made yet to determine the future
space requirements of the Town Hall for staffing, services and equipment.
Discussion followed between the Environmental Planning Commissioners and
Planning Consultant Mader, concerning the areas covered in the General
%r Plan.
Motion was made by Commissioner SPENCER, seconded by Commissioner PHILLIPS
the date of December 4, 1973, at 7:45 P.1., be set for further discussion
of the General Plan between the Enviromental Planning Commissioners and
the staff. [lotion was unanimously approved.
City Manager Lawson stated he would have the staff prepare ten additional
copies oftheGeneral Plan, for the public to either review at the Town
Hall, or to be purchased for $10.00.

—Thai man Mueller declared a short recess at 8:40 P.M. The meeting was
reconvened at 8:52 P.'l.

Ce,inissioner Phillips stated the Minutes of November 14, 1973, should
show he had requested the City Manager to submit a cony of the full
planning services cost, not ,fust the Environmental Planning Budget.
Commissioner Spencer stated the Minutes of November 14, 1973, should show
he had requested a schedule for Commissioners attending the Council Meet-
ings only, with arrangements being made by the scheduled Commissioner if he
could not attend the Council Meeting. Also, the minutes should show he
did not vote to increase the Planning Consultant's retainer fee, as a
month had elasped between the report being sent to the City and its pre-
sentation at the Commission Meeting.
Commissioner Carico stated the Minutes of November 14, 1973, should show
she thought the City Council should be the only ones to discuss the Plan-
ing Consultant's retainer fee.
Commissioner Mueller stated the Minutes of November 14, 1973, should show
he thought the costs for the Planning Consultant should be kept within
the amount budgeted.
Commissioner Phillips stated the Minutes of November 14, 1973, should show
the motion concerning the Planning Consultant's retainer fee should read,
"up to $700 per month".
Commissioner Mueller stated the Mintues of November 14, 1973, should show
he was voicipgthe Commission's thoughts, not his own, on the reduction of
members on the Commission.
Motion was made by Commissioner PHILLIPS, seconded by Commissioner YOUNG,
the Minutes of November 14, 1973, be approved as corrected. 'lotion was
carried with Commissioner Lachenbruch abstaining.
CONTINUED HEARING ON DEER PARK ACRES SUBDIVISION
ann nn Consultant Mader stated tFeport on Deer Park Acres had
not been reca,ived until November 27. As this was too late for the report
to be sent to the Environmental Planning Commissioners, for their review,it
is r,iqu^steel this matter be continued until the next meeting. However,
as the SO -day time limit for this subdivision has passed, the continuance
must be requesi:l by the applicant, who is not present, lihen he is in
the audience, it is request:!d the Commission hear his request, and continue
the matter.
Chairman Mueller stated the Commission would comply with the staff's re-
quest.
Lands of Doyle had been received, and it is recommended the Tentative
Subdivision 14ap be accepted for filing, and a Negative Declaration be
F found for the Lands of Doyle.

r Motion was made by Commissioner SPENCER, seconded by Commissioner LACHE,'-
BRUCH, the Tentative Subdivision Map for the Lands of Doyle be accented
for filing, and a Negative Declaration be found. Motion was unanimously

Assistant Planner Vlasic stated the staff is requesting this matter
be continued until December 12, 1973, as the applicant has not sub-
mitted a new EIR Report yet.
Donald Hall, the sj')divider for the Stedman Lands, spoke, requesting
continuance until the next meeting.
Chairman Mueller declared the public hearing closed.
lotion was made by Commissioner PHILLIPS, seconded by Commissioner
SPEPICER, a continuance be granted on the Stedman Subdivision until
December 12, 1973. Motion was unanimously approved.

Mr. Ray Murphy, representing the subdivider for Deer Park Acres,
spoke, requesting a continuance on this matter until December 12,
1973.
Chairman Mueller declared the public 'earinq closed.

Assist nt Planner Vlasic outlined the proposed subdivision, pointing
out the location in respect to Hilltop Road and Interstate Highway
280, reviewed the soils section of the EIR Report, drainage problems,
proposed paths, easement requirements and noise impact from Highway
280.
Pathway Committee Chairman Stutz reported on the recommendations of
the Pathway Committee, relative to paths through the subdivision.
Assistant Planner Vlasic reviewed the staff recommendation.
Mr. M. S. Hetzel, representing Iona Consultants, Engineers, for the
subdivider, spoke on the plans for the pathways, storm drainage fees
and requested the storm drainage fees be waived.
Speaking from the audience were Mr. Creasy, Mr. Powell, Mr. Gettle,
Mrs. nettle, Mrs. Atkin, Mrs. Luke.
"ir. Hetzel requested this public hearing be continued until December
12, 1973.
Assistant Planner Vlasic reviewed each of the staff's recommended
conditions. The Commission made no comment on Conditions 1, 2, 3, 4,
5, 6, 7, 8, 9, 12.

City Engineer Russell stated the staff did not believe a 3n -foot
pathway up the hill, adjacent to Lot 4, would be enough of an ease-
ment as the hill was quite steep. '9r. Hetsell stated the developer
was willing to add an additional 15 feet, for a total pathwidth of
45 feet.
Planner Vlasic recommended the additional footage for the pathway
be added to the list of Conditions, as Condition "9a".
Commissioner Phillips stated he would like to see the wording in
Condition 10 more ri^.i !:
Chairman Mueller polled the Commissioners as to their opinion on
Condition 11.
After discussion, it was the concensus of the Commission they recom-
men,' to the Council the fees for storm drainage be waived.
Commissioner Phillips stated he would like to have the staff review
the plans for the paths before approval is grantr;.

Motion was made by Commissioner SPENCER, seconded by Commissioner
MAGRUDER, the public hearing on Dawn Ridge Estates be continued,
until December 12, 1973. lotion was unanimously approved.

Toon, of 2.n3 acres of open space, located on Purissima Road, north of
the Little League Ball Field.
After General discussion, motion was made by Commissioner SPEICER, secon-

received Octo er 23, 1973, submitting ehis rresignation as Town dated
Geologist.
After general discussion, it was the concensus of the Commission the. City
Manager, City Engineer and Planning Consultant !Mader, Chairman Mueller
and Commissioner Lachenbruch meet on november 29 to discuss the possi-
bilities for a new Town Geologist.

ficers. As more information is received, it will be forwarded to the
affected people.
