A RESOLUTION OF THE TOWN OF • LOS ALTOS HILLS ADOPTING AMENDMENTS TO THE GENERAL PLAN FOR LANDS OF VIDOVICH 11920 STONEBROOK DRIVE WHEREAS, amendments to the Town's General Plan as allowed by State law are necessary to make the General Plan reflect current facts, goalsandpolicies of the Town; and WHEREAS, in conjunction with the Quarry Hills project("Project"), an application has been submitted to amend the General Plan to designate as Residential-Very.Low Density • property located at 11920 Stonebrook Drive and make textual changes in accordance with that designation; and WHEREAS, an Environmental Impact Report(EIR) evaluating potential impacts of the Project has been prepared, circulated and certified by the City Council; and WHEREAS,the Planning Commission held a duly noticed public hearing to consider the proposed General Plan amendment and recommended approval of the amendment to the City Council; and . WHEREAS,the City Council held a duly noticed public hearing to consider the proposed General Plan amendment; NOW, THEREFORE,BE IT RESOLVED that the City Council of the Town of Los Altos Hills hereby 1. Adopts an amendment to the Town's General Plan Land Use element to designate as Residential-Very Low Density the Property located at 11920 Stonebrook Drive as shown on Exhibit A hereto, and . 2. Makes four text changes by deleting references to the Neary Quarry and its designation as open space preserve, as shown on Exhibit B hereto. Passed and adopted at the regular meeting of the City Council of the Town of Los Altos Hills held on February 21, 1996. '`''~• `1 ..: fi 'r:: ' 1-+ \ ‘4,,,,� %../�`'tivit • R(V-L) Residential - Very Low to Low NORTH OSP Open Space Preserve it • Exhibit "B" GENERAL PLAN AMENDMENT The applicant is requesting text and map amendments to the Town of Los Altos Hills General Plan. These amendments would designate the site as residential, from Open Space Preserve (OSP) to Residential Very Low (R-VL) and would delete references to the existence of an active quarry on the project site. The proposed map revision is shown on Exhibit A. Specifically, the requested text amendments are as follows (deletions are shown in strikeout): Land Use Element- Page 22,#127 The N ary Quarry presents significant problems to this area in terms of preserve, an indication that it most likely will only be suitable as open Open Space Element- Page 52, Item f (Neary Quarry) • space preserve based on its function of "managed" production of natural resources. Currently Santa Clara County is responsible for regulation of the quarrying operation; however, since the quarry is a pre existing use, that, when the quarrying operation ceases to exist, the site will be unsuitable for other than open space uses. Implementation The Town should encourage the County to establish regulations to control the nuisance factors of the quarry, including noise residential ar as. In addition, the County, the Town, and the property for other uses. Recreation Element - page 58, last paragraph, item 1, Open Space Preserve The Neary Quarry is shown as an open space preserve. It is doubtful that this site will ever be suitable for any use other than open space. Enhancement of the site as an open space preserve will be needed. • Quarry$General Plan Amendment Page 2 Conseryation Element- Page 86,#616,item 4 Studies should be undertaken of the possible future uses of the Neary Quarry and current operations.
