• • RESOLUTION NO. 6 7-0 9 RESOLUTION TO AWARD CONTRACT TO COBALT POWER SYSTEMS, INC. FOR THE DESIGN AND INSTALLATION OF A PHOTOVOLTAIC SYSTEM AT WESTWIND COMMUNITY BARN WHEREAS,the Town is the record owner of Westwind Community Barn("Barn") in Los Altos Hills; and WHEREAS,the Town now purchases electricity from PG&E at commercial retail rates to operate the Barn; and WHEREAS, staff have completed environmental, design, and economic analysis to determine that the proposed design and installation of a photovoltaic system consisting of 36 panels mounted on the South facing roof of the Barn with a 7,000 watt converter("Project")will benefit the Town; WHEREAS, staff utilized the evaluated bid process and recommends awarding the Project to Cobalt Power Systems, Inc., which staff believes to be adequately experienced and qualified; and WHEREAS, sufficient funds will be available from the California Energy Commission low interest loan for this Project,pending the Commission's approval of the loan. NOW, THEREFORE,the City Council of the Town of Los Altos Hills does hereby RESOLVE as follows: 1. That, after holding a noticed public hearing in compliance with Government Code Section 4217.12, the City Council finds the award of a design and installation of a solar system contract to Cobalt Power Systems, Inc. to be in the interest of the • Town and its residents, on the grounds that it would provide a renewable, reliable, and affordable energy source for the Town. 2. That, after holding a noticed public hearing,the City Council finds that the anticipated cost of the Project($33,284.00)will be less than the Town's eventual savings from for the electrical energy provided by the Project's solar system (approximately $85,000 over a twenty year period, based on the cost of commercial rate electricity that would otherwise have to be purchased from PG&E or other market generators in the absence of the Town's award of an alternate energy service contract). 3. That the City Manager is authorized to award the Project contract to Cobalt Power Systems, Inc. for $33,284.00, contingent on its timely execution of the Project contract and submission of all required documents, including but not limited to certificates of insurance naming the Town as an additional insured.
