• • <br /> RESOLUTION NO. 6 7-0 9 <br /> RESOLUTION TO AWARD CONTRACT TO COBALT <br /> POWER SYSTEMS, INC. FOR THE DESIGN AND <br /> INSTALLATION OF A PHOTOVOLTAIC SYSTEM AT <br /> WESTWIND COMMUNITY BARN <br /> WHEREAS,the Town is the record owner of Westwind Community Barn("Barn") in <br /> Los Altos Hills; and <br /> WHEREAS,the Town now purchases electricity from PG&E at commercial retail rates <br /> to operate the Barn; and <br /> WHEREAS, staff have completed environmental, design, and economic analysis to <br /> determine that the proposed design and installation of a photovoltaic system consisting of 36 <br /> panels mounted on the South facing roof of the Barn with a 7,000 watt converter("Project")will <br /> benefit the Town; <br /> WHEREAS, staff utilized the evaluated bid process and recommends awarding the <br /> Project to Cobalt Power Systems, Inc., which staff believes to be adequately experienced and <br /> qualified; and <br /> WHEREAS, sufficient funds will be available from the California Energy Commission <br /> low interest loan for this Project,pending the Commission's approval of the loan. <br /> NOW, THEREFORE,the City Council of the Town of Los Altos Hills does hereby <br /> RESOLVE as follows: <br /> 1. That, after holding a noticed public hearing in compliance with Government Code <br /> Section 4217.12, the City Council finds the award of a design and installation of a <br /> solar system contract to Cobalt Power Systems, Inc. to be in the interest of the <br /> • <br /> Town and its residents, on the grounds that it would provide a renewable, reliable, <br /> and affordable energy source for the Town. <br /> 2. That, after holding a noticed public hearing,the City Council finds that the <br /> anticipated cost of the Project($33,284.00)will be less than the Town's eventual <br /> savings from for the electrical energy provided by the Project's solar system <br /> (approximately $85,000 over a twenty year period, based on the cost of commercial <br /> rate electricity that would otherwise have to be purchased from PG&E or other <br /> market generators in the absence of the Town's award of an alternate energy service <br /> contract). <br /> 3. That the City Manager is authorized to award the Project contract to Cobalt Power <br /> Systems, Inc. for $33,284.00, contingent on its timely execution of the Project <br /> contract and submission of all required documents, including but not limited to <br /> certificates of insurance naming the Town as an additional insured. <br />
