HomeMy WebLinkAbout12/15/1956PLANNING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF ADJOURNED MEETING December 15, 1956 The meeting was called to order at 9:10 A.M. in the Purissima School on Saturday morning. 1. ROLL CALL: Present: R. Dawson, P. Mellquist, W. Simrell, T. Sherlock, J. Stedman. (R. Hoefler has been appointed to the Town Council and will no longer serve on the Commission). Absent: R. Bullis 2. MINUTES OF PREVIOUS MEETING: V1 3. Approved. NICATIONS None. 4. REQUEST FOR VARIANCE Mrs. Blodgett: previously appeared December 6, 1956. Represented by herself: School on Shumate Property. Following the request of the Hommission, Mrs. Blodgett has obtained the signatures of residents within one mile of the proposed school. She presented 30 signatures. This seems to be a good coverage. The school will have 9 teachers — 70 students. Should this be a variance or a use permit? What is the time limit of this permit? Time limit: Check with the Town Attorney. Mrs. Blodgett prefers no time limit on the use permit. (Ford School probably has no time limit). She must have a permanent use to make it a practical operation. Parking for staff of 9 must be provided. RECOMMENDATION: Moved: J. Stedman; Second: W. Simrell; Vote: Approved Subject to the approval of the Fremont Hills subdivsion map, and clarification by the Town Attorney of the permit required, the Planning Commission approves the establish— ment of this school on the Shumate property as proposed. `W - 2 - REQUEST FOR APPROVAL OF 5. C. ROBERT TAYLOR (32-56) Engineer: Calvin Jones Previously seen, December 6, 1956. Represented by C.C. Catheart and Mr. Blank. Their map re -submitted with changes previously requested. Question; The easement on South side of these lots are to serve the O'Neill property: will create a driveway along 3 other lots on the South side. Can the driveway along the North side of the lots be extended as an easement to the O'Neill lands. Proposal - that the access to the O'Neill property be clarified through a discussion with Mr. O'Neill. Moved: P. Mellquist; Second: W. Simrell; Vote; Approved That Mr. Taylor to endeavor to driveway along don the easeme: Mr. O'Neill is situation. 6. R. DON CLARK (54-56) and Mr. Catheart check with Mr. O'Neill establish his access by the use of the the North side of the property, and aban- :t along the South side. A letter from requested to establish his opinion in this Engineer: McKay & Somps Map re -submitted. Seen last meeting, December 6, 1956. Represented by Mr. Clark and Mr. Somps. A proposed division into 4 parcels of 16.7 acres. Unit 1. is 2 acres: Unite2. is 4 acres: Unit 3. (existing house) 1.12 acres: Unit 4. is 9 acres. New map shows re -alignment of lot lines. Unit 2 is to be divided off and sold to Mr. Cain who will re -divide into 4 acres. Moved: R. Mellquist; Second: R. Dawson; Vote: Approved As a result of the on-site inspection, the Commission judges that this entire property should be considered as a subdivision and a proposal sketch must be presented to indicate the possible development of the entire unit. A plan should be shown for the internal collection of %, traffic onto Taafe, with minimum access to Elena. %W %W -3- The possibility of straightening Elena must be considered. Moved: P. Mellqnist; Second: W. Simrell; Vote: Approved That the design of Lots 2A - 2B is acceptable as shown. A new map should be presented showing the remainder of the property (units 1, 3, and 4) as one unit. 7. LEWIS CAIN (51-56) Engineer: McKay & Somps Four acres proposed to divide into four sites. RECOMMENDATION: Moved: W. Simrell; Second: P. Mellquist; Vote: Approved That this map is rejected. 8. C. G. METABIS (48-56) Engineer: McMillen & McMillen On Fernhill - 1 lot, 1..83 acres. Represented by Mr. Price. RECOMMENDATION: Moved: P Mellquist; Second: J. Stedman; Vote: Approved That approval be granted subject to the approval of the Town Engineer, Fire Commissioner, and Flood District. 9. FREMONT HILLS (14-56) Unit #1 Engineer: L.W. Brians Final map of Fremont Hills Unit #1. Represented by Mr. Clegg from L.W. Brians' office. Also, Mr. Fitzpatrick, Mr. Couneen, Mr. Price and Mr. Buskirk. The Commission and the engineers reviewed the "conditions of approval" of September 25 and November 179 and found the following points of performance or question; item by item from the letter: 11: -Approved. 21 --Still unresolved: Fremont Hills will post a performance bond for,the creation of access to Arastradero. (Consult with Town Attorney). 3-. McCandless is checking. 4. Approved - Letter, December 14, 1956 from W.L. depso. 5 „ABS, 'approved. 9, 16, 13, 12 (Letter from Koenig), f all approved. .-...__14. The paths are not satisfactory unless the drainage 'control can be used. 1�, 16, 17, all approved. n -4- 18. O.K. Letter from Richard Bassett 19. Gives approval to street 10. JOHN M. FOWLE (12-56) Engineer: George Nolte Record of Survey - Old house, existing. 1.3 acres to be divided into 2 sites. Moved: R. Dawson; Second: Stedman; Vote: Approved That the map be approved subject to the approval of the Health Department and the Town Engineer. Because of the time, 12:00, it was agreed to meet again to consider these items.
