MINUTES OF ADJOURNED MEETING

The meeting was called to order by Chairman Sherlock at 9:15
A.M., Saturday, February 34, 1957, at the Purissima School.

ROLL CALL: PRESENT: Commissioners Sherlock, Mellquist,
Stedman, Bullis, Powell, Williams,
Dawson, Tantau.
ABSENT: Commissioner Simrell.
MINUTES: It was moved by Commissioner Dawson, seconded by
Commissioner Williams that the minutes be approved
as read and posted. Carried voice vote.
COMMUNICATIONS:
A memorandum from Mr. Paulman, the City Clerk, was read
stating that the residents on Lupin Road are concerned
about the width. The Fire Chief does not want any
further building on Lupin unless the road is widened.
The matter was referred to the Planning Committee by 9

AGENDA:
1. L. Conenhaver — Preliminary Discussion. Engineer: Thomas
This is a 2.53 acre tract on El Monte at the end of La
Loma. A house is on Lot #2 and the owner desires to
divide off the second lot.
Lot #l: The maps presented are improperly prepared,
and are to be returned to the engineer to be resubmitted
in the proper form.
2. Mrs. Blodgett V,.., Engineer: L.G. Brian
Mrs. Blodgett has the required letter from the Fire
Chief stating that the layout for the driveway is
acceptable.
Motion: Bullis; Secondt Powell; Vote: Passed
RECOMMENDATION:
That the Planning Commission accepts the driveway plan
on the Schumate property as shown on the map dated
February 14, 1957, with the provision that there be no
access to any future street. Access will be off the

driveway and the driveway shall be blacktopped the
full 20' as shown on the map. The parking area shall
`1b be redrock or other satisfactory surfacing. Any
existing landscape features shall be maintained as
practical. It z
3. Fremont Land Development Corporation. Engineer: Brian
B1- occ�0 Il - 1 aeres on N W corner of tract #1. This
was previously shown as one lot. This proposal is to
divide it into eleven sites. The matter was referred
to the study committee consisting of Commissioners
Tantau and Dawson.
4. Don Clark (54-56) Engineer: McKay & Somps

Frank Crist, the attorney, was in attendance.
Motion: Dawson; Second: Tantau; Vote: Passed
That this map be returned to a study committee (con-
sisting of Commissioners Simrell, Williams, Powell,
Stedman) for conference with the various interested
parties, attorney, engineer, sub -divider, to return
to the Planning Commission with specific recommendations
concerning:
VOW
1. Dedication of future right-of-way.
2. Bringing roads of Taaffe and Elena to
town standards.
3. Realigning four curves.
4. Talk with the Town Attorney with Attorney Crist.
5. Discuss the various road problems with the
City Engineer.
This motion was carried by voice vote, with Commissioner
Powell vOting'no' for the following reason:
1. "This is a record of survey, and I question
technically if we have the authoridy to ask
for the improvements which we have been discussing.
2. I feel in this case that since the town has no
standards by which we may be guided that until
such time as we have such policy, it is unfair
to ask a subdivider or developer of property to
make these improvements."

5. Jack Hall - Preliminary Discussion.
Mr. Hall has 2.7 acres and wants to sell one acre,
which will necessitate abandoning part of the road
right of way because the survey made originally of
his property is incorrect. The matter was referred
to the City Attorney who will discuss the matter
with Mr. Hall's engineer.
6. Sanders - Preliminary Discussion.
The division of land that Mr. Sanders would like to
make is quite odd. There are 2 net acres, and each
lot would be 1.0 acres. The lot to be divided would
be only 140' wide; also access to lot #1 is only
over lot #2 and the owner proposes an easement.
It was requested that members of the Commission
go by and look at the site because of its peculiar
features. The address is 11985 Magdalena Avenue.
7. J. M. Fowle - (13-56) Engineer: Nolte
4 lots, 5 building sites.
It was recommended by the Commission that this map
be returned to Mr. McCandless, City Engineer, and
Mr. Nolte.
Building permits will be permitted on Lots 2 and 3
off of Conception.
8. Mr &Mrs. Brendel - (67-57) Engineer: Reinoehl
9 acres. 3 to s.
This map has been to committee and sent to the neces-
sary agencies for clearances. The Board of Health
wants the Planning Commission to approve the map first
before they will give their recommendation for approval.*
When the committee looked into this map their only
question was access to Robleda.
Motion: Bullis; Second: Powell; Vote: Passed
RECOMMENDATION:
That this map be approved with non -access to Robleda.
*(NOTE: Check with City Attorney, Gardiner Bullis
on the law regarding the request from the
Health Department.)
9. Jack Lind (58-56)

Engineer: Colburn
The Council referred this map back to the Planning
Commission because of a drainage problem brought

about by a complaint from Mr. Rosco, owner of the
1*0 Pink Horse Ranch. Mr. Rosco wants a contribution
toward the cost of drainage construction to handle
water which crosses his property.
Motion: Tantau; Second: Dawson; Vote: Passed.
RECOMMENDATION.
That this map be approved as submitted. Note: The
City Engineer concurred with this approval.
10. Assessment for Drainage and Flood Control
After considerable discussion regarding proper
distribution of costs for drainage, it was
decided that the Planning Committee will take up
this subject.
11. R. A. Bowen (60-56) Engineer: Nolte
4 acres, -3 lots.
A letter from the County Health Department disapproved
this tentative map.
Motion.: Bullis; Second: Dawson; Vote: Passed
RECOMMENDATION:
All of the requests from the Planning Commission have
been met:.
1. Change boundaries on Lots 5 & 6, widen Lot 5.
2. Remove buildings less than 75' from Moody Road.
3. Non -access provisions, Lots 1-6, Moody Road.
4. Bring Moody Road to Town Standards. Make deposit
to Town Road Fund as per stipulations of City
Engineer.
Motion: Dawson; Second: Williams; Vote: Passed
That this map be approved, which is subject to all

4. Bring Moody Road to Town Standards. Make deposit
to Town Road Fund as per stipulations of City
Engineer.

That this map be approved, which is subject to all

2. Steepness of driveway
Carried voice vote.
15. C. D. McDonald (64-57) Engineer. Reinoehl-
33 acres,3 lota.
Motion: Dawson; Second: Stedman; Vote: Passed
RECOMMENDATION:
That this map be returned to the engineer for:
1. Labelling of rights-of-way.
2. Location of existing buildings.
3. Names of adjacent owners.
4. Statue of all five lots at time of incorporation.
5. All road widths at Ravensbury.
16. William Noll (65-57) Engineer: McKay & Somps
13 lots
The meeting adjourned to a Study Session.
A letter from the Health Department states that
Lots 1,3,4,9,12,13 are considered unsatisfactory due to
surface and sub -surface water movement. It may be
possible to alter or to combine these sites to the
degree necessary to develop a satisfactory site.
It was the recommendation of this committee that
the engineer certify all contours, and to put in a
road 30' wide on the south boundary to serve lots 8,9,13.
This road should be dedicated and remove the private
entrance strip to lot S. Access should be removed from
Magdalena and make all access from the minor streets.
Projection of the proposed road also needs to be known.
