BOLL CALL: PRESENT* chairman Sullis, Commissioners Mellquist, Sherlock, Dawson, Williams, Powell, Tantau ABSENT: Commissioner Stedman granted leave of absence. Notions Sherloc4 Second: Tantau; Vote: Passed Unanimously Move that the minutes of the above-mentioned meetings be approved as corrected. CORRESPONDENCEt 1. Chairman Bullis has received Individual letters from Council members on Subdivision Ordinance #19 as to their individual suggestions and revisions. one Commissioner will take each Councilman's suggestions and study them care- fully; these will be presented at a Study Session, 8:00 P.M., Thursday, March 28, 1957, to combine all ideas. Commissioner Sherlock has received Councilman Fowle's, Commissioner Bullis, Councilman's Bledsoe's, and Commissioner Powell has received Mayor Treat's. The suggestions from the Councilmen Hoefler and Rothwell have not yet been received. . 2. A letter was received from City Engineer, Charles %W McCandless dated March 19, 1957. The Department of Public Works of the State of California sent a letter dated February 20, 1957, concerning preparation of a report of Town street deficiencies and estimated cost for development by 1971. The City Engineer estimates the cost for preparing this report to be no less than $500-00 3- A letter dated March 18i.1957, was received from the City Engineer, Char a McCandless, stating that his office is in the process of making standard drawings for the Town showing all Town standards, and the written standards now in force will be revised to conform with the approved drawings after adoption by the Planning Commission, City council, and the Road Commission. Also, the City Engineer brought up the subject of the drainage study needed. The Council has authorized the City Engineer, to investigate the costs of making such a study and to investigate the problem of how to raise funds to pay for it. Accordingly, various Federal and State grants and loans to cities which can be used for this purpose are under investigation. 4W 4. Another letter from the City Engineer was received, dated December 24, 1956, stating the County's Policy for obtaining funds for flood control construction. This policy re uires a deposit in cash of $675.00 per acre or $lro.00 per resident, whichever is greater, in order that funds will eventually become available to alleviate undesirable drainage conditions. This letter has also been referred to the City Council for study. 5. A letter was received from Mr. E.O. Huttlingers Realtor, which referred to a Use Permit that is pending for a Home for the Aged which abutts on the Town's lines, and is therefore a doWn-grading of zoning. This letter has also been before the Council and a letter was written to the County to request that all information be forwarded to the Town of loos Altos Hills in reference to this Use Permit on the Braden property. Commissioner William Powell will follow this matter with the County Planning Commission. 6. A letter was received from City Engineer, Charles McCandless referring to the policy followed in San Mateo County for hillside developments and enclosed a chart designating lot dimensions and hillside standards. The Engineer felt this information would be useful for file and reference. This letter was given to Commissioner Mellquist, chairman of the planning Committee. -3- tw OLD BUSINESS: 1. R9801vt'On: After the first sentence - #A Subdivision is as defined in Se^ -tion 2:10 of the Subdivision Ordinance'. b. Strike second sentence beginning with 'Mention...' and add the following: 'That the Town Standards that aPP1YtO the Subdivision in question will be noted and exceptions will be stated'. 2. Commissioner Tantau attended three sessions of the American Society of planning Officials conference 4W held in San Francisco from March 17, 1957 to March 20, 195?. He will submit copies of proceedings of the various seminars and lectures as soon as they are completed. NEW BUSINESS: 1. planning Commission Procedures'. Motion: Dawson; Second: Williams; Vote: Passed Unanimously RECOMMENDATION: That the Town Clerk be requested to review all past approvals of Record Of Survey and Subdivision maps for dedications and bring them up to date with the prior recommendations ' and in the future, not approve any Record of Survey or Subdivision until such dedications are in the proper legal form and received by the Town of Los Altos Hills - 2. Additional 'EjIRRIAE Commission Procedures: a.) Mrs, Williams, Secretary to the Planning Commission, will keep a book of.officially adopted procedures of the Commission for reference and general information. This material will be obtained from a study of past minutes and other pertinent sources. b.) The planning Commission will in the future, carefully follow 8 obeck-list prepared by the City -3— -4 - Engineer in handling all maps presented to the Commission for recommendation. e.) Htneeforth, all paper work of the Planning Commission will be standardized on letter -sized paper. 3. Note was taken that the Town Standards have been officially approved by the City Council - 4. The Planning Commission noted that all improvements required in the past should be carefully checked by the Building Inspector. There is a possibility of violations in a few cases. 5. Commissioner Tom Sherlock reported that the Zoning Ordinance is ready to be re -typed after certain recommendations from the City Council may be added. 6. Commissioner Mellquist Was appointed by Chairman Bullis as Chairman of the Planning Committee, replacing Tom Sherlock who has been appointed as Map Committee Chairman. 7. The Planning Commission respectfully suggests that the Building Inspector be given the authority to enforce the Sign Ordinance, under the City Council's direction. 8. The preparation of Planting Specifications was delegated to the Planning Committee. VARIANCES-. 1. Arthur §. Alter - Variance - (V-3-57) Mr. Alter wants to reduce his sideyard to 201 on Elise Court. There are letters from adjoining property owners stating they do not object to this Variance. The Building Inspector has recommended approval and the fee has been paid. Motion: Sherlock; Second: Dawson; Vote; Pa sed Un:eizously RECOMMENDATION. That this Variance be approved. The lot was approved under County Standards and would not meet present building site standards. RECORD OF SURVEY; 1. Oscar 017141m -57) Record of Survey dated 7 7.(69 Februar >y , Engineer: McMillen & McMillen. 2 building sites. .5 - The Town Engineer stated that this property as originally recorded in the County and as shown on the subject map, were created prior to incorporation. Motiont Mellquist; Second: Dawson; Vote: Passed Unanimously RECOMMENDATION. That this record of survey be referred to Commissioner Sherlock's map committee to make an on-site inspection to check whether the sub -standard land division could be improved and whether the sub -standard access to the lot could be improved. Note was taken that the tentative map fails to meet the Planning Commission's requirements, and the Town Clerk and the Building Inspector were urged not to accept mapa.unless in the proper form. The subject engineeTs are to be requested to bring this map up to required form before resubmission. 2. C.D. McDonald (64-57) Record of survey tentative map dated December, 1956. Located at Toyanita Rd. at Ravensbury. Bngineer: Reinoehl. 3 lots. Motion: Sherlock; Second: Powell; Vote: Passed Unanimously RECOMMENDATION: That this Record of Survey map be approved and consider it merely as a changing of interior lot lines in an attempt to meet lot design standards. No additional dedication is required, since this is not a new division of land. There are no letters of approval from the various agencies and approval is subject to same. No improvements are recuired. Lot design is proper. No easements required or mentioned. No planting required. 3. Oliver Noll (5? -56) Engineer: Reinashl. Tentative map 3-are-rF=eruary 15, 1957; 2.3 acres, 2 lots. There is a letter dated Febru=7 21, 1957, from the Health Department approving this map. However, there are no letters of approval from the Town Engineer or the Flood Control District. Motiont Sherlock; Second: Mellquist; Votel Passed Unanimously RECOMMENDATION: Move that this record of survey map be approved subject to agency clearances and approval by the Town Engineer and the Flood Control District. Water supply was mentioned in the Health Department letter of approval. Adjacent roads will be brought to Town Standards and dedications obtained. No paths required. Lot design is adequate. Don 21ak (54-56) Tentative Map dated June, 1956- Wineer: Masy & Somps. 4 building sites. to A letter was read from the Cit ser, Charles McCandless, referring to the i = ion requested by the Planning Commission at its meeting on March 13, 1957. Motion& MellqUist; Second: Dawson; Vote: Passed with commissioner Powell abstaining. 46 RECOMMENDATION: That the developer be asked to put up cash or a bond not to exceed $13,125, as estimated by the Town Engineer for the development Of 10' on Teaffe and the elimination of two curves on Elena, and % the cOnstruc- tion of a now roadway at these points. This sum to be used at the discretion of the Road CommiSsiOD to improve the general traffic conditions adjacent to the subdivision. The Health Department and City Engineer have approved this map. Approval is also subject to increasing the storage of water for better fire protection and a letter from the Firs Chief stating same is adequate. This subdivision was considered in three categories: a. intersection at conception and West Fremom: Commissioner Sherlock reported on the subcommittee analysis of the new intersection Plan for West Fremont and Conception - Motion: Dawson; Second: Powell; Vote: Passed Unanimously RECOMiENDATION- That this intersection plan be approved. Mr. powle is to post bond or cash into the Road Fund for this intersection improvement - b. Map of Five Building Sites' Notion: Tantau; Second: Powell; Vote: Passed le Unanimously -6- 4W "MMMMATION. That this tentative map for five building sites be approved. Conception is to, be improved to Town Standards within the Fowle property lines and within the limits of the existing tress. REPORT FROM FIRE CHIEF BASSETT: lo Mr. Bassett reported that all areas in the Town of Los Altos Hills are critical for fire protection as to water supply except that land served by Purissima Hills Water District. He will submit a map of his informal appraisal of the water supply situation in the Town. 2. Full plans will be submitted to the City Council when further divisions of land are contemplated and taken into consideration by the Planning Commission in approval of a subdivision or record of survey.
