HINUTES OF REGULAR MEETING
April 4, 1957
The meeting was called to order by Chairman Richard Bullis
at 7:45 P.M., Thursday , April 4, 1957, Town Hall, 26379
West Fremont, Town of Los Altos Hills.
ROLL CALL: PRESENT: Commissioners Tantau, Sherlocks
Williams, Powell, Mellquist, Chairman
Bullis.
ABSENT: Richard Dawson, Commissioner Stedman

CORRESPQNDENCE:
1. A memorandum was received from Councilman
Hoefler in reference to additions and
revisions to the Subdivision Ordinance.
2. Meeting, April 10, 1957, 7:30P.M. - 10:30P.M.,
Supervisors Chambers, Civic Center, First &
Rosa Streets, San JoSe. Joint 'Workshop, City
060 & County Planning Commissions to discuss
problem of City -County co rdinated planning
in Santa Clara Valley. All Commissioners
are urged to attend as this was set up at our
request.
OLD BUSINESS:
4W 1. Lutheran Rome for —the Aged:
After a brief summary by Chairman Bullis
regarding the status of this Use Permit, a
report was given by Commissioner William
c. Mr. Hoefler - Hillview off Magdalena, Los
Altos Hills, believed this Use Permit should
be considered on the basis that it did not
conform with the Zoning or Subdivision Ordin-
ance of the Town. Also ' lie ouestioned whether
a deed restriction could control the number
of guests at the Home.
#AV "Lt was the concensus of the Commission that ph7sieal
features such as fire protection, sewage, roads,
etc., could be worked out satisfactorily. The main
objection was that the proposal did not conform
with the Zoning regulations of the Town of Los Altos
Hills, and due to the overwhelming opposition to
the granting of this Use Permit by residents, took
the following action:
Motion; Sherlock; Second: Mellquist; Vote' Passed

has been prepared stating his reasons in full).

Powell concerning the proposed Use Permit for a
Rest Home on the Town border but outside Town
limits in the County end City of Los Altos.
Commissions- Powell read the following letters
from intere;ted parties: Bruce Wiggins, county
Fire Marshall; Los Altos Hills Association;
Residents on Hillview Drive (signed by Mrs. John
Peter Daley; Henry G. I'aulman, City Clerk; City
of Los Altos to Council and Commission (signed by
Aaron Corenman, Los Altos Planning Commission).
Commissioner Powell read a report which he prepared
at the requnt of the Planning Commission, Los Altos
Hills. Chairman Bullis thanked Mr. Powell for an
excellent and thorough report.
Discussion from citizens in attendance:
1. There was no comment in favor of granting this
Use Permit.
2. Those in opposition:
a. Mr, Daley - Hillviev Drive, Los Altos Hills,
expressed the opinion that if one permit is
granted for an institution, there will be many
more. Mr. Daley presented a map showing
surrounding neighbors who oppose the Rest Rome.

b. Glenn Hitchcock - 1344 West Fremont, Los Altos
Hills, brought up the problem of roads and
felt the portion of the road to be improved
would entail road dedication from surrounding
property owhers. Also I staff and visitors
would mean additional traffic on inadequate
roads.

RECOMMENDATION:
That a letter be se:�t to the County of Santa Clara
Planning Commisp4on and Ycs Altos Planning Commission
stating that the planning Commission of the Town of
Los Altos Hills is oppossed to the granting Of &
Use Permit for a Rest Rome adjoining our residential
area as it is zoned one acre.
Chairman Bullis thanked the citizens in attendance
for their concern and interest for the welfare of
the Town.
NEW BUSINESS:
1. Planning Commission Procedures:
a. Committees appointed U Chairman Bullis:
1. Commissioners Williams and Tantau: take list
of approved Planning Commission maps and study
the Record of Surveys only. Check on deeds
which have been received and transmit to the
Town Attorney. Note the Record of Survey maps
where no deeds have been transmitted, and
recommend steps to olotain same. A report
was requested at the first meeting in May, 1957.
%W 2. Paul W. Salfen, Building Inspector, was
appointed as a committee of one to study the
Subdivisions approved and report at the May
meeting as to the compliance of the stipulations
for approval given by the Planning Commission.
b. El Monte Road:
motion: Fellauist; Second: Tantau; Vote: Passed
Unanimously
RECOMMENDATION:
That the Chairman direct a request to the Road
Commission aad t1je Tc,,m Engineer as to their
views regardirg -�he future development and
abandonment of that portion of El Monte above
6W the Pink Horse Ranch, and any alternate ideas
for delivering traffic from the Prospect area
to the Koody area.
0. Sign Ordinance Revision:
This problem was assigned to the planning Committee
headed by Cormissioner Mellquist.

The Chairman requested that each member of the

for forwarding to the Town Council.

Setback Required for SwimmiM P0016:
The Commission clarified policy that swimming Pools
are listed in the Zoning Ordinance as unoccupied
accessory buildings and have a side setback of 201.�

This problem was referred to the Planning Committee
for study, as the Council has requested a written
memorandum from the Commission as to procedure.,

Meliquist:
1. Consideration of a General Plan - what it could
consist of:
a. Traffic study: the Town has appro3dmately 29)6

Should have this mapped as well as study traffic

need to know purpose of this non -conforming use.

11. Public Areas; futu::,e school sites; County park
proposed on-Duveneck Ranch; any recreational
areas; private clubs _ these all influence
character of Town.
Commissioner Mellquist pointed out that many of
these items are already a matter of record and simply
need a sequence of maps and reports. There will be
a planning Committee meeting, Saturday, April 6, 1957,
9:30 a ' m., Town Hall; members appointed - CommissionerA
Dawson, Willisam, and acting Chairman Mellquist.

VARIANCES:
1. Becky Tattle (V-3-57)
Application for a Use Permit to operate a day nursery
LF from 9-12 A.M. for 10-12 children.
a. A letter supporting this Use Permit was read from
Mrs. Keith Bretlinger, Hilltop Way, Los Altos Hills.
b. The following neighbors spoke in opposition:
1. Mr. Hulden, 12415 Hilltop, Los Altos Hills,
felt this property is residential and should
remain such. He presented a petition signed
by 17 residents adjacent to the proposed
nursery who are oppossed.
2. Kathleen Sievers, 12310 Hilltop Drive, Los
Altos Hills, believed the number of children
would grow and not be limited to 10 or 12. She
also believed over -use of a septic tank would
create a health hazard, and that it was a bad
location for such a nursery.
3. Mrs. Randall, Summerhill Drive, Los Altos Rills,
believed a nursery school is not residential
in nature and a detriment to the Town.
4. Mr. Hoeflert Hillview, Los Altos Hills, stated
fir that he had received phone calls from Mrs.
Spinks and Mrs. Tempee who are also Immediate
property owners, In opposition to the proposed
use.
The concensus of the Planning Commission Was that a
nursery school of this nature may be approved as a
permitted use under the Zoning Ordinance. Due to
the great majority opinion in opposition to the Use
Permit by immediate neighbors, the Commission took
the following action:
Motion: Williams; Second: Tantau; Vote; Passed Unanimously
RECOMIRMATIONt
#6F That the Use Permit for the Tuttle Variance be denied.
2. Harold _04. &Z!J (v-5-57)
Represented by Mr. Colin Peters, attorney.
Mr. Boyd wishes a variance to reduce sideyard setback
to 201 on Edgecliff Drive.
A letter was read from Mr. & Mrs. Price$ 12215
40, Edgeeliff, stating opposition to this Variance and
signed by five property owners on Edgecliff Drive.

Letters were also read from the Town Attorney, Town
Engineer, and Building 1ps-loctor stating there was
no reason why this Variance could rot be granted.
Speaking in Opposition:
1. William Bangs 1 12200 Edgecliff, Los Alto, stated
this is a poor lot and the plan does not fit the lot.
2. John Price, 12215 Edgecliff, Los Altos Hills,
stated he was amenable to a split-level house on
this lot.
3. Jean McMAnnu , requested the Commission make an
on-site insp:etion to understand opposition from
surrounding property owners.
Motion: Sherlock; Secondi Powell; Vote: Passed Unanimously
PYCOM14MATION:
That this Variance be denied. A study will be made
with Mr. Boyd to reach a more favorable solution and
he may re -apply if necessary.
RECORD OF SURVEY MAPS:
1. Oscar Clarholm (69-57) Record of Survey map dated
Mr—uary, 195-1. Engineer: McMillen & McMillen. 2
building sites.
Motion. Tantau; Second: Williams; Vote: Passed Unanimously
RECOMMENDATION:
That the Commission accept the recommendation of the
Chairman of the Map Committee and approve this Record
of Survey Map dated February, 1957, for Oscar Clarholm.
Ho improvements or dedications.
SUBDIVISIONS2
1. B�2"gr igates (73-57) Tentative map dated January
4 ineer: Rheinoehl. 23 lots.
Letters were read from the Fire Chief, Building Inspector,
and Town Attorney. It was the opinion of the Town
Attorney that a permit can be relueed until adequate
egress and ingress in insured.
Motion: Tantau; Second. Sherlock; Vote: Passed Unanimouly
RECOMMMATION:
4aw That the tentative map for Broadmoor Estates be disapproved

1. Inadequate access over O'Keefe Lane which is
101 wide to the development from the bridge.
2. Inadequate drainage to the creek.
pRELIMINARY DISCUSSION:
1, Jack A. Hall
Wants to abandon portion of a private driveway located
at Robleda Ave. and Alta Tierra. This matter was
referred to the Map Study Committee.
2. Marston Girard
Mr. Girard wants to proceed with a formal division
of 2 acres out of a possible 6 acres, and wants to
know what is the most feasible. Referred to Map
study Committee.
3. J.I. Sanders.
Located on Magdalena. Wants to change one boundary
line on a 2 acre site. The Commission suggested
that another Record of Survey be submitted. The
County Health Department did not approve the original
map because of bad drainage.
4. Fremont Hills #4.
Located between Purissims. Avenue and Unite #2 on
the east. 57 lots, approximately 60 acres. Bligineer:
Brians. Suggestions were made regarding road
improvement.
MEETING ADJOURNED: 11:15 P.M.
NEXT MEETING: April 20, 1957, Saturday, 8:30 A.M., Town
Hall, 26379 West Fremont, Los Altos Hills.
