ROLL CALL: PRESENT: Commissioners Sherlock, Williams, Fowell, Dawson, Chairman Bullis ABSENT: Commissioners Mellquist, Tantau; Stedman on leave of absence. MINUTES: A2ril 24y1957 Motion: Chairman Bullis; Second: Powell; Vote: Passed Unanimously L . RECOMMENDATION: R On the advice of the Town Attorney all eye votes should be listed in the minutes except when unanimous. Therefore, the minutes of the meeting of April 24, 1957, are amended as follows: Page 2, #1 Noble Sprunger - Aye: Tantau, Sherlocda, Williams, Mellquist, Dawson, Bullis, Page 3, #1 Colin Peters - Aye: Tantau, Sherlock, Mellquist, Dawson, Bullis. Page 3, #2 Fremont Bills - Aye: Tantau, Sherlock, Williams, Mellquist, Dawson, Bullis. 4 Page 3, #3 Elena Hills - Aye: Tantau, Sherlock, Williams, Mellquist, Dawson, Bullis. Motion to further amend minutes of April 24, 1957; Powell; Second: Sherlock; Vote: Passed Unanimously. Fage I - Colin Peters; addition: Under recommendation, add after 'access road E1 Monte', "from north boundary of Peter's property to west boundary of his access easement". r -2- Motion to further amend minutes of April 24, 1957; Bullis; Second: Williams; Vote: Passed Ayes: Bullis, Dewson, Sherlock; Wil" _lans. Noes: Powell Page 3 - Elena Hills - Addition: Under recommendation, add the word "additional" before 'non -access to Elena for lot #7.' Motion to amend minutes of April 24, 1957; Sherlock; Second: Powell; Vote: Passed Unanimously. Page 4 - Broadmoor Estates - addition: Under recommendation, delete "to County Standardc as per proposal submitted", and add after O'Keefe Lane, "to the standards as outlined by the Count, of Santa Clara and delineated in the sketch sub- mitted at the meeting." Commissioner Powell moved that reasons be inserted for 'no' votes. Motion failed for lack of a second. Moved: Sherlock, second: Bullis; R<volution Passed: That elaboration of votes, aye or noe, would complicate minutes and serve no useful purpose and henceforth would not be included. Motion: Dawson; Second: Sherlock; Vote: Passed Ayes: Chairman Bullis, Commissioners Dawson, Sherlock, Williams Noes: Commissioner Powell RECOMMENDATION: That the minutes be accepted as amended. CORRESPONDENCE: 1. Charles_ McCandless, April 30, 1957, reference to Yolanii G=lbert. �i is letter stated that Mr. Gilbert recorded a Record of Survey a year ago without ottaining Health Department approval as building sites. The Town Engineer certified the map as not showing approved building sites before it was recorded, The City Engineer recommends that this map be resubmitted to the Commission and Council for approval of these sites for building purposes. At that time, the Building Inspector can issue a building permit. (Cross reference to New Business, Item #1.) -2- -3- 2. Charles McCandlessy 1,7,ril 30, 1.95?, reference to inspection and control of cozustruction within the Town of Los Altos Hills. T'.is letter recommended that the Town engage Testing and Controls, Inc. of Palo Alto, an engineering Company, to inspect and test the adequacy of public improvements in the Town. The City Engineer outlined a proposal to engage this company on a trial basis and also a possible financing plan. 3. Karl Balser, Director of Planning, Santa Clara �ty�il 24, 1957. This letter was addressed to Gardner Bullis, thanking him for agreeing to participate in the Joint Workshop on "Metropolitan Planning Coordination for the Santa Clara Valley". This will be held Tuesday, May 21, 1957, at 7:30 P.M., in the Hearing Room of the Santa Clara County Office Building, First and Rosa Streets, San Jose. It will be ascertained whether Mr. Balser made a mistake in asking the Town Attorney to participate on this panel rather than the Chairman of the Planning Commission, Richard S. Bullis. 4. H.G. Paulman, City Clerk, submitted Rules for Use of the Town Hall, which will be observed by all parties using the Hall for meetings. 5. Tri Count Plannin Council, Executive Committee Mee.eting, wi 1 be held Fiat'7, M7,:00-PM., oC until Chambers, City Hall, Redwood City. Agenda attached to memorandum. 6. Charles McCandless, April 23, 1957, reference to question ns concerning study undertaken by Special Road Committee appointed by City Council, Town of Los Altos Bills. This letter will be attached in total to the Road Committee report which will be completed this week and mailed to all Commissioners. to COMMITTEE REPORTS: 1. Planning Committee - no report. 2. Map Committee - Chairman Bullis requested that all Commission members check with the Building Inspector on maps to be on future agendas. Commissioners Powell and Williams appointed to the Map Committee. -3- -4- M1 ` 3. Deeds on Past Record of Surveg Maps - Mrs. Williams gave a report, stating th:t t�aere aare 12 deeds in the office out of 23 dedicatior_s that have been made since the Town's incorro:ation. The Planning Commission urges action to bri.ag this phase of town business up to date and prevent maps being given final approval in the future without submission of acceptable deeds to dedicated parcels as called for by ordinance. OLD BUSINESS: None. NE14 BUSINESS: 1. (Cross reference to Item #1, page 2, Correspondence.) Roland Gilbert property. Mrs. Hagen, representing Powell Realtors, spoke as agent for Mr. Inness who now owns one lot of the Gilbert property. Since this lot was never approved as a building site, Mr. Inness must resubmit a 4 Record of Survey and obtain all necessary approvals. 2. Heine Schmidt Complaint. This complaint, dated April 27, 1957, was in reference to the industrial -yard being used by Mr. Martin Taaffe. It is Mr. Schmidt's contention that the cut and fill operation has been increased and he therefore requests an inspection of this non -conforming use and demands no further expansion under Town Law. Motion: Williams; Second: Sherlock; Vote. Passed Unanimously RECOMMENDATION: That the Building Inspector make an inspection on the property of Mr. Taaffe and make a written report of what has transpired on that property. This report together with Mr. Schmidt's letter to be forwarded to the Town Attorney for action as indicated. VARIANCES: 1. Noble R. S r.inr.inEer (V-6-57) Preliminary plot plan dated May 1, 1557. Edgecliff Drive. The new map submitted exactly meets County Standards which were in effect at the time of purchase. Mr. and Mrs. Price, Edgecliff Place, spoke in opposi- tion to the granting of this variance. -4- -5 - Motion; Dawson; Second: Sl:erl.ock; Vote: Passed Ayes: Bullis, Sherlock, Dawson, Williams. Noes; Powell RECOMMENDATION: That this request for a Variance by Mr. Sprunger on the map as presented, dated May 1, 1957, be denied. RECORD OF SURVEY MAPS: 1. Cecil Loon son (76-57) Tentative map dated March, 1T5 4 lots between Conception and Purissima. Engineer: Longson. Motion: Sherlock; Second: Powell; Vote: Passed Unanima;'�'- RECOMMENDATION: That the Commission approves this map of Mr. Cecil Longson changing a 40' right-of-way on a private (16roadto a 50' right-of-way with a cul-de-sac for a public road, and changing the acreage of lots one and two to meet Town Standards of one acre. 2. Evelyn Hyman (77-57) Tentative Map dated March, 1957 lots. Engineer: Randlett Motion: Sherlock; Second: Powell; Vote: Passed Unanimously RECOMMENDATION: That the Tentative Map as submitted by Charles Randlett, engineer, be approved with the condition that the right-of-way be public and 50' and the property lines adjusted accordingly to satisfy the acreage requirements. 40 SUBDIVISION: 1. Alan Cranston (61-57) Tentative map dated 12/11/57; revised / 7. 6 lots. Engineer: George Nolte. This map of 4/4/57 showed a revision of lots 3/4/5/6. (a) Motion: Dawson; Second: Sherlock; Vote: Passed Ayes: Bullis, Dawson, Sherlock, Williams Nees: None. Abstain:Powell -6 - RECOMMENDATION: That this record of survey dated 4/4/57 for Alan Cranston be denied approval until the areas of the lots are calculated 30' from the center -line of the street. (In this map, the net acreage was calculated 20' from the center -line of the street, and the lots were less than a full acre.) (b) Motion: Powell; Second: Williams; Vote: Passed Unanimously RECOMMENDATION: Approve 5 lots in the general shape of the presently submitted map showing 6 lots. PRELIMINARY DISCUSSION: 1. Don Clark - wants to subdivide 8 lots. Tentative map dated 4/1/57• Located on Taaffe and Elena Avenue. Engineer: McKay & Somps. Mr. Clark requested that this map be considered as a Tentative Map submission, and paid the necessary E fees to the Buil in s e 4W L t Motion: Powell; S cond: Sherlock; Vote: Passed Unanimously RECOMMENDATION: That the tentative map dated 4/1/57 for Don Clark be accepted as submitted. 2. William A. Edson - proposed division of 2.51 acres located at 1,00 E1 Monte. The map was given the general approval of the Commission. MEETING ADJOURNED TO STUDY SESSION: 1. Discussion of slate for additional members to the Planning Commission. 2. Discussion on Procedure for _Filing Maps in the Town of Los Altos Hills, (revised April 23, 11j7T.— The revisedprocedure as submitted by Mr. Salfen, Building Inspector, was approved by the Commission and is henceforth in effect.
