ROLL CALL: PRESENT: Chairman Dawson, Bullis, Mellquist, Sherlock, Stedment.Spain, Tantau, Williams ABSENT:, None MINUTES: October ls, ACTION: Adopt minutes of Study Session of October 19, 1957 as presented. October 10, ACTION: Adopt minutes of Study Session of October 10, 1957 as presented. October Correction: Page #2, Item #4, Para. #3, Line #2: Delete the words "City of Los Altos", and insert "ad- joining communities". ACTION: Adopt minutes of October 3, 1957 with corrections. CORRESPONDENCE: 1. State f C fo - Letter of inquiry regarding Study of Real aL ta$e�uc�d Research Needs in California. Letter requested studies published by the Town, or completed for Town and the names of persons or oganisations preparing studies for the Town relating to real estate. A reply will be sent stating that the Town of Los Altos Hills does not have information requested; a request will be made that the Town receive any such information that is available regard- ing the subject. 2. E. C. Cooley - Request for Variance. Will be dicussed under New Business. -2- 3. Cit? of Los Altos-'Botico of meeting. Announcement of meeting held on October 17, 1957 4. The proposed annexations are: Chaparro #4 to the City of Sunny- vale, and San Antonio #8 to the City of Mountain View. The correspondence will go filed. 6. Mr. Proctor Mell iigt - Grading and cutting being done in aban- Wone quarryonII Monte Avenue. Referred to New Business. 8. Og i ner'Riohard Bullis- Resignation from the Planning Oas on. Commissioner Bullis announced that he will have to resign from the Planning Commission as he will be moving away from the com- munity. Chairman Dawson expressed the regret of the Commission, and hope that Commissioner Bullis would serve as long as possible. The Commission asked Commissioner Bullis to write a farewell letter evaluating the work of the Planning Commission. 9. Study Session - To review the proposed zoning ordinance. The meeting is net for Tuesday, 7:30 P M., October 29, 1957 in- stead of Wednesday, October 30, 1957. 10. Los Altos Hills Association - Proposed Grading ordinance. Referred to New Business. 11. Santa Clara County Planning Department - Regarding the Hugh Mona- �prop'erCy. Referred to New Bueineae. %W -3 - NEW BUSINESS: 1. E. 0. d ole Request for Variance. Mr. Cooley requests a variance waiving all provisions in accord" ante with Subdivision Ordinance #19 as amended by Ordinance #25, Sect. II, Para. 2:20, with respect to 6+ acre parcel located north of Elena Avenue. Mr. Cooley was present to further explain his map. Attorney Bullis' letter, regarding new legislation concerning Records of Survey, was read to clarify certain aspects. RECOMMENDATION: That Mr. Cooley's•6+ acre parcel be referred to the City At- torney for his opinion whether or not such an improved parcel, with no building permit needed, can proceed with Record of Survey procedure having no review by the Planning Commission. MOTION: ' Mellquist; SECOND: Sherlock; VOTE: Passed Unanimously 2. Planning Committee - Re -organisation. Commissioner Mellquiet resiggnaeed as Chairman of the Planning Com- mittee, and asked that the Coamittee be re -organized. L Commissioner Sherlock was appointed as new Chairman. The other i/ members of the Committee are Commissioners Mellquiet, Dawson, and Tantau. 3. Specifications fo£ Planting - New Divisions of Land. Referred to the next meeting. 4. Gradipg and Exeav - Correspondence from Mr. P. Mellquist and Loss Alcoas Hills Association. Mr. Mellquist's letter was regarding grading and cutting on the %ertz property which adjoins the Mellquiet property. Mr. Salfen showed maps which were submitted by Mr. Sertz showing proposed division for three (3) building sites. Discussion of proposed zoning ordinance followed the reading of Chairman Dawson's letter to the City Council, and the letter from Los Altos Association. RECOMMENDATION: That because of the unusal conditions existing on the site, the Planning Commission disapprove the present map, and re- quest that Mr. Eertz submit a topographical map of the prop- erty, also label the source of water, and have the City En - *4W ginser explain the statue of San Antonio Road. McCandless was received. RECOMMENDATION: That the Record of Survey of Richard A. Borello (88-57) 3 lots be referred back to the City Council, as the drainage situation has been taken care of by Engineer George Somps and City Eng- ineer Charles McCandless. MOTION: Bullis; SECOND: Spain; VOTE: Passed Unanimously 7. Subdivlsioas. a) Fremont Rills Unit` (91-57) 54 lots - Eagr. L. G. Brian. Reid rom mmwe4e ing of October 3, 1957. Mr.,John Riley represented Fremont Rills. The following report was submitted by the Map Commutes: The planning and0suggestsnthejects the followingtentative Map of Fremont revisions* 1. La Cresta should be an unmistakably through road. Redesign intersection with Street C. La Cresta should more closely follow contours. 2. Engineer should restudy lot design and access on steep hillside wkich in Block A, is bracketed by lots 4, 16, 10, and 19. First consideration is to reduce cutting of the natural contours. Driveway lines should more closely follow contours. Engineer should study access,, based on single pub- lic road below La Crests, instead of proposed short cul-de-sac and two lengthy driveways. One possibility is to place La Cresta at a high eleVation- 6. Will engineer clarify tank site boundaries (solid and dashed lines on map) and explain finger of land on South- west border of tank site? 7. Will engineer indicate on map proposed pathway loc- ations and means whereby pathways can follow contours and take short cuts between lots rather than strictly following road rights of wqy, and also how pathways will hook up with pathways on adjacent units? After a study of the re -drawn map, presented by Mr. Riley, the Map Committee chairman stated that the Committee would like to study the map further and will submit a report at the next meeting. b) Mon M (59-56) 8 lots - PAU, Nolte. Mr. Monahan and Mr. Floyd appeared. far Letter concerning the Colvin property, %t4ch adjoins Monahan's property was received from the County Planning Department$ and a letter from the Fire District approving the access road and the improved water situation. The Commission requested that a letter of approval of the eight (8) lot subdivision be secured from the County Health Department. RECOMMENDATION: That the Planning Commission approve the subdivision map of Hugh Mon ahea (59-56) 8 lots for planning purposes, sub- ject to approval of County Health Department. MOTION: Stedman; SECOND: Williams VOTE: ARES: Chairman Dawson, Spain, Stedman, Williams NOES: Sherlock ABSENT: Tantau, Bullis, Mellquist c) Martha Werle (92-57) 7 lots - Engr. McKay & Somps. '`I Mr. Ray Hoefler and Mr. George Somps appeared. _6 - RECOMMENDATION: That the Planning Commission approve the eight (8) lot subdivision of Martha Werie (92-57) for planning purposes, subject to all agency approvals. MOTION: Stedman; SECORD: Spain; VOTE: Phased Unanimously Chairman Deaeon announced that there will be a diAcussion of "Permits for Constructing Driveways Connecting to City Streets" at the next Council meeting.
