The meeting of the Planning Commission of the Town of Los Altos Hills
was called to order by Chairman Oscar 3. Holm 'Thursday, January 9,
1959 at 7:40 F. M. at the Town Hall, 26379 '.West Fremont Avenue, Los
Altos Hills.
ROLL CALL: FRESENT: Commissioners Case, Dawson, Hayes, Mellquist,
Williams, Chairman Holm
ABSESTT: Commissioners Kendall, Spain, Tantau

ACTION:
Adopt minutes o' December 202, 1958 as corrected.
COMMUNICATIONS:
1. CC�ityy Cl�erk - Copy of S'emorandum, dated January 52, 1959, sent to
l-annin ommissioners and City Council announcing a meeting to be
held Saturday, January 102, 1959 at 8:30 M. at the Town Hall to
discuss the traffic circulation in Town in regard to the Freeway.
Due to the business to be transacted at this meeting, it was de-
cided that this meeting of the Ilanning Commission would adjourn
to Saturday, January 102, 1959.
2. Tri -Count Plan in - Council - Announcement of 'Winter Dinner Meeting
To e het rid&y, anuary 23, 1959 at Lou's Village, 1465 West
San Carlos, San Jose. (Reservations requested by January 202)
The Planning Commission will be represented.
3. John Riley - Letter, dated January 5, 1959, requested the Planning
ommC ission to consider map of James and Marguerite Abraham, show-
ing proposed lot line revision, waiving provisions of Ordinance 35.

OLD BUSINESS:
1. Fitzpatrick, Harry (V-3'7-58) - 'Request for approval of grading of

16, Reference was made to the recommendation made at the meeting of
December 202, 1958, relative to report to be submitted by the City
Engineer.

The Deputy City Clerk explained that the application had been with-
drawn and that a building pernit has been issued, but was unable
4 to answer questions regarding the violation of Ordinance >,,"49 as was
stated by the City Clerk at the meeting of December 20d.
RECOMMENDATION':
That the matter of the Harry Fitzpatrick variance (V-37-58)
be Item rl of Old Business at the Planning Commission meeting
of January 10b, 1959, and that the City Clerk be requested to
appear and report on the situation.

NEMJ BUSINESS:
1. Divisions of Land:
a) Brian & Clegg (130-58) 10 lots. Engr. 1. G. Brian.
Mr. Brian and Yr. Clegg were present.
Following discussion of traffic circulation on South Elena, the
following recommendation was made:
RECOI'1" E`TnATION:
That the Tentative Map of Brian & Clegg (130-58) 10 lots,
be referred to the Map Committee, with the request for an
on site inspection, and an opinion from Nestor Barrett,
Planning Consultant, relative to the traffic future of
South Mena.
MOTION: Mellquist; SECOND: Hayes; VOTE: Passed unanimouk
b) Case Arthur F. (129-58) 2 lots. Lngr. '. Iolff.
Commissioner Case was excused from the Commission.
Mr. Wolff was present.
There was discussion of access, relative to what should be re-
quired when a private easement becomes a driveway serving two
or more parcels with regard to construction of road, fire
safety, and safe traffic circulation.
Mr. Case's property is accessible from Yuba kvenue by an ease-
ment serving two other parcels. The property has frontage on
lena but no access.
Following several suggestions made relative to contacting ad -
4W joining property owners to construct a road, the following
recommendation was made:

RECOMMENDATION:
' That the recommendation or, the tentative map of Arthur F.
Case (12-)-58) 2 lots be 3e£erred to the next meeting with
the request t'iat the City 'attorney give an opinion, in
consultation with a representative of the Map Committee, re-
lative to the most appropriate means of access when two or
more parcels are served by an easement.
MOTION: Mellquist; SECOND: Hayes; VOTE: Sassed unanimously
Commissioner Case resumed his seat with the Planning Commission.
2. Planning Commission Chairman - Increasing Length of Term.
RECOMMENDATION:
That the term of the Chairman be extended to six (6) m.:nths;
that Chairman be elected; that a Vice -Chairman and a Secretary
be elected, the elections to occur at the next adjourned meeting,
January 24U, 1959.
MOTION: Williams; .SECOND: Dawson; VOTE: Passed unanimously
Commissioner Mellouist was excused.
The Planning Commission recessed for ten minutes for and Adjdurned
Meeting of the Council, 9:00 F. M.
3. Variances:
a) West. HarrY L. -38- ). Request for reduction of sideyard
setback to twelvVe l feet for a tool house.
RECOMMFNjDATION:
That the variance of Harry L. 'lest (V-38-59) for sideyard
setback to twelve (12) feet to build a tool house be approv-
ed.
MOTION: Dawson; SICOND: Case; VOTE: Passed unanimously
4. Annexation - Property including the Oak Hill Tract.
Mr. Richard A. _rank and Dr. Stanley J. Lourdeaux, property owners,
in the area, were present.
Mr. Frank answered questions relative to the area.
RECOMMEND ;TION:
# That the Planning Commission has no objections from a standpoint
of planning to the annexation of the territory.described in the
map presented by Mr. Frank.
MOTION: 'Williams; SECOND: Dawson; VOTE: Passed unanimously

4. Abrahams. James & P"arguerite - Request for adjustment of lot lines,
`` creating no additional building sites.
Y Mr. Riley was present and explined that the request was made to
increase the size of the lot with existing residence to two acres,
and to decrease the size of the other lot to one acre. To new
building site is to be created.
RECOIT77TDATION:
That the revision in the lot lines of the James and Marguerite
Abraham property, located on Hillview ')rive, be permitted.
MOTION: Williams; SECOND: 7awson; VOTE: lassed unanimously
MEETING ADJOURNED: 10:15 P. M. to;
