4 February 21, 1959
The meeting of the planning Commission of the Town of Los Altos Hills
was called to order by Chairman Troctor PFellquist Saturday, February
21st, 1959 at 8:55 A. M. at the Town Hall, 26379 Jest Fremont °venue,
Los Altos Hills.
ROLL CALL: FRESENT: Commissioners Case, Hayes, Kendall, Spain,
Tantau, Tilliams, Chairman Mellquist
LBSENT: Commissioners Dawson, Holm
lINUTES: February 50, 1959.
ACTION:
,.dopt minutes of lebruary 50, 1959 as submitted.
COMMUNICATIONS:
1. Oscar B. Holm - Letter, dated 7ebruary 160, 1959, announcing re-
signation from the Planning Commission.
The Chairman announced that the Council had not taken action and
that Mr. Holm is still a member of the Tanning Commission.
2. Faci41c Gas & F,lectric Com an - letter, dated February 20, 1959
rom :r. math, reeuesting a hearing on Section 6:70 in the
Zoning Ordinance (proposed draft) relative to power pole install-
ations.
To be an Item on March 50 Agenda.
ANNOUNC',P2MTS:
1.Master Flan has been completed by Nestor 7"3arrett, Tlanning Consul-
tant and is ready to be presented to the Planning Commission.

March 280, 1959.
3. Town Standards - Chairman suggested that the Town Standards be
reappr—' a� prior to acceptance of the General Flan. Copies will.
be mailed to all Commissioners.

Commissioner Williams, Acting Chairman of the Map Committee,
reported that the Hap Committee recommended conditional ap-
proval.

That the tentative map of I. J. & Ruth 1'erideth (134-59)
2 lots.be approved, subject to the following conditions:
paths along the full length of Marian Avenue:and access
limited to one access between lots #1 end #2.
MOTION: Tantau; SFC^IND: Hayes; VOTE: Passed unanimously
b) Minetor, Mary (133-59) 2 lots. Engr. J. Riley.
Mrs. Minetor was present.
The Map Committee recommended approval although both lots are
substandard both in dimension and area, subject to a single
access for two lots on the north of property over Lot ,r`1.
Commissioner 'Jilliams stated that the Map Committee recommend-
ed approval of this division also with the thought that if the
Town could gain dedication of the road, that this section of
Furissima could be improved, but could never be done otherwise.
RECOMI"ENDATION:
That the recommendation of the Map Committee be accepted
approving the tentative map of nary M. Minetor, noting that
the lots are substandard in acreage and dimensions and with
the condition that there be a common driveway for the two
lots on the north side of the property.

1. Variances:
a)Sark, C. R. (V-39-59) - 'Zeouest for driveway over non -access
strip.
Commissioner Williams reported that the Map Committee recom-
mended that the variance not be granted, stating that is is the
Town's policy not allow access onto Concepcion Avenue; further
that if it were allowed, Concepcion ..venue would have to be
widened.
Mr. !William lowell, Realtor, stated that he had made an in-
spection of the site and that access from Concepcion Avenue
would be much safer than from Camino Medio, due to the contour
of the land. The driveway would have to be constructed at a
450 angle, the rise being 40' from Camino Medio.

The suggestion was made that I'r. lark apply for variance for
ibs garage closer to the street, but I.r, lark stated that he has
already constructed the garage. is requested that other mem-
bers of the Flanning Commission make en on site inspection.
The recommendation was deferred until March 52, 1959.
b) Luke, Richard C. V-40-59) - Request for reduction of front
setback to 501.
The Map Committee recomrended approval.
That the variance of Richard C. Luke (V-40-59) be approved
for reduction of front setback to 50'.

etters of approval were signed by all except one adjoining
property owners except Mr. Sabella.
Relative to the location of garage, which was built on the ex-
isting property line, the Deputy Clerk presented plot plan
which was submitted at the time building permit was issued.
The plan showed sufficient setback for side yard.
i'r. Riley stated that the discovery of the error in the loca-
tion of boundary lines was made during an investigation bythe
County. He further stated that Er. Claitor would be willing
to enter into an agreement giving a 48' setback for Lot 1,4.
REDOMMENDATION:
That the matter of the Claitor vari 2.nce (V-41-59) for re-
duction of side yard setback be tabled until such time as
a proposition is submitted by Mr. Riley.

The Map Committee recommended approval with the following
conditions: 'treats A e- B must connect; net acreage of all
lots *gust be shown; paths must be constructed along streets

The Chairman stated that the map should be redesigned showing
a through street between "slena and Furissima ^venues. He

ie suggested that this be done, if possible, before the Freeway
Agreement is adopted, due to the f?ct that the present plans for
the ?reeway does not show such a road, and that it would be diffi-
cult to get the road after £ae A-reement is signed.

and Purissima :_venue.

PRELIMINARY DISCUSSION:
1. ;haw, 3dward S. - 3 lots.
1'r. Don Carr, Realtor, represented P'r. Shaw. He stated that S^r.
Shaw would like to subdivide the twenty acres which is served by
a private road (owned by ten families living within the 75 acre
perimeter). He would prefer using existing forty foot right-of-
way from 7lizabeth avenue rather than use the long rrivate road.
I"r. Carr requested information as to what the Town would require
relative to road improvements.
The suggestion was made that the plan be checked by the Planning
Consultant and the Man Committee for determination of traffic eir-
cule.tion anticipated on Moody Road and 3lizabeth ?_venue.
Mr. Paul Myers, Jr. commented that as an interested party, he would
prefer access from the right-of-way from 'llizabeth ;venue.

1. Schmidt & Short (135_59) 5 lots. Tngr. Riley.
Mr. Faul Myers, Jr., Attorney, representing -,chmidt & Short and
Mr. Colin Peters, Attorney, representing Mr. 'Jilliam Geer, were
present.
Mr. Myersexplained that an agreement between the two parties had
been reached which will provide access for Mr. Geer by way of a
thirty-two (32) foot easement from the cul-de-sac, on the Schmidt
& Short property to the Geer property. Mr. Myers explained the
details of the agreement.
The Chairman stated that the details of the agreement would not be
a concern of the Town.
R,0011 NDATION:
•� That the tentative map of Schmidt R-. Short (135-59) 5 lots be
approved subject to the satisfactory completion of an agree-
ment between the two parties which will provide a thirty-two
foot (32') right-of-way between the cul-de-sac and the 'Jilliam
D. Geer property.

Following discussion of the possibilities of granting approval
subject to the srecific details of the agreement, the question
4, was called for.
