MINUTES OF A REGULAR MEETING
March 21, 1959
The meeting of the Planning Commission of the Town of Los Altos Hills
'%w was called to order by Chairman Proctor Mellquist Saturday, March 21,
1959 at 8:40 A. M. at the Town Hall, 26379 West Fremont, Los Altos HilX�,
ROLL CALL: PRESENT: Commissioners Dawson, Spain, Tantau, Williams,
Chairman Mellquist
ABSENT: Commissioners Case, Hayes, Kendall
MINUTES: March 5th, 1959.
ACTION:
I
Adopt minutes of March 52, 1959 as submitted.
COMIUNICATIONS:
1. City Clerk - Memorandum, dated March 202, 1959, requested the Com-
missionTs consideration of the following two subdivisions: Pink
3,)rse Ranch Unit #2 and Camino Del Homes.
Deferred to the end of the Agenda.
2. City Clerk - Memorandum, dated March 200, 1959, stated that the
terms of vommissioners Hart H. Tantau and George T. Hayes expired
March 142, 1959, and requested W4tiappropriate action be taken.
ACTION:
That Commissioners Wantau and Hayes be re -appointed for a term
of four (4) years.
MOTION: Spain; SECOND: Dawson; VOTE: Passed unanimously
3. Ba:7 &4a Council - Notice of a meeting to be held in San Francisco
on Aprii 5ra regarding Regional Planning. Pamphlets were distri-
buted.
The Chairman urged Commissioners to attend this meeting.
OLD BUSINESS:
1. Pink Horse Ranch Unit #2 (25-56) 7 lota. E%gr. Nolte.
Chairman Mellquist stated that the map had been referred from the
Council Meeting of March 16M for Planning Commission's recommenda-
tions relative to items on the Check List. He further stated that
the Planning Commission had recommended arproval in 1956, subject
to conditions of the County, and at this time the Councils desires
a recommendation, taking into consideration the re -alignment of
Moody Road in relation to this subdivision.
The Planning Consultant suggested that some revisions be made
taking into consideration the impending Plans for Moody Road.

Following discussion of conditions on the Check List and the sug-
gested revisions, Chairman Mellquiet offered to indicate the re-
visions on a map, incorporating the recommendations of the Plan-
ning Consultant and the Map Committee with notes to explain, to be
submitted along with the Check List.
RECOMMMTDATION:
That the Chairman's proposal be accepted by the Planning Com-
mission, and that the recommendation relative to Pink Horse
Ranch Unit #2 be submitted to the Council as a possible course
of action.
MOTION: Dawson; SECOND: Spain; VOTE: Passed unanimously
2. Fremont Hills Unit ro (132-59� 41 lots. Rngr. Brian.
Commissioner Williams reported for the Map Committee, submitting
recommendation for approval conditional to the Check List.
RECOMMENDATION:
That the tentative map of Fremont Hills Unit #6 (132-59) 41
lots be approved, subject to agency approvals and conditions
on the Check List.
NOTION: Dawson; SECOND. Tantau-, VOTE: Passed unanimously
NEW BUSINESS:
1. Variances:

Request for variance is made for front setback for house to be built
on corner lot. Approval of adjacent property 'owners has been re-
ceived, and the Map Committee recommends approval of the variance.
RECOMMENDATION:
That the variance of L. A. Helgesson (V-42-59) for reduction
of front yard setback to sixty feet (60') be approved.
MOTION: Spain; SECOND: Dawson; VOTE: Passed unanimously
2. Divisions of Land:
Blue Hills Estates (13?-��19 lots. Engr. Rei�ochl.
The Map Committee Cheirman reported thet the map had been studied,
but due to questions reJatve to the long cul-de-sac and the possi-
JW bility of connecting to T�Uc::a Avenue, recommendatirns had not been
stated on the Check List. At tLe meet' -ng held, the Planning Con-
sultant suggested that a lccp street be created rather than the
long cul-de-sac as shown on the Map.

Blue Hills Estates cont'd.
Mr. Reizoebl stated that there is a sixty foot (60' reservation
now in existence between the lots of R. 11. Hallam and Allen W.
Woodson to the lot of Pappas ranogiota.
Due to the lack of indication of this easement on the map, the fol-
lowing recommendation was made;
RECOMMENDATION:
That the tentative map of Blue Hills Estates (137-59) 19 lots
be referred to the Map Committee for completion of Check List
with the suggestion that an on site inspection be made of the
property; that the map be referred to the City Engineer and
the City Attorney for clarification of easements.
MOTION: Spain; SECOND: Tantau; VOTE: Passed unanimously
PRELIMINARY DISCUSSION:
1. Divisions of Land;
a) Cockrag. A. W. -', lots. Engr. Jones, Thenn, & Associates.
Mr. Cochran and Mr. Calvin Jones, Engineer, were present.
The Chairman commented that there were essentially no changes
on the map since it,,previous presentation other than the re-
versal of Parcel "A and Parcel "B" relative to identification.
It was pointed out that the three lots in Parcel "A" which are
substandard in dimension could not be approved and the suggest -
was made that Parcel "A" be a 2 -lot subdivision.
Relative to access, the suggestion was made that the road de-
signated as Garth Lane would have to be improved to Town Stand-
ards as a sixty foot public road before it could serve addi-
tional lots, Alternate means of access was suggested --that a
thirty foot (309 dedicated private road (15' of paving) be
constructed along the south side of the property, to Town Stand-
ards, until such time as the property to the south is subdivided
at which time it would become a sixty foot (GO') public road.
b) McDonald, Charles - 2 lots.
Mr. McDonald was present.
Letter, dated February l6kb was read which requested a variance
for Lot #15, Block #2 of his subdivision, establishing two
building sites. Lot #15 is 1,98 acres.
The property was subdivided prior to incorporation of the Town.
Im The suggestion was made that Mr. McDonald present a map indi-
cating changes in lot lines.

The Chairman referred to the Coi-ncil Minutes of March 16tb, stat—
ing that Mr. Crump had requested that approval be given to the
tentative map of nine (9) lots, due to the uncertainty of the
precise lacation of the proposed freeway.
That the tentative map of Camino Del Homes (120- , 58) 9 lots be
approved, subject to conditions on the Check List, and approval
of all agencies.
NOTION: Dawson; SECOND: Tantau;
VOTE: AYES: Dawson, Tantau, Williams, Chairman Mellquist
NOES: Spain
ABSENT: Case, Hayes, Kendall
ANNOUNCEMENTS:
1. Preliminary General Plan.
The Chairman commented on the procedure to be followed in the pre-
sentation of the Plan to the Town. He suggested that a Study Ses-
sion be held by the Planning Commission with the Planning Consult-
ant at which questions may be answered, and any revisions may be
made for the final printing.
The suggestion was made that a new sheet be added to show bridle
paths, and how they can be connected.
Study Session on the Preliminary General Plan will be held Wednes-
day, March 25t, 1959 at 7:30 P. M. at the Town Hall.
Public Hearing on the General Plan will be held Thursday, April 16,
1959 at 7:30 P. M. at the Town Hall.
