MINUTES OF A REGULAR MEETING
April 2, 1959
The meeting of the Planning Commission of the Town of Loa Altos Hills
was called to order by Chairman Proctor Mellquist ThursdayI. April 2,
1959 at 7:37 P. M. at the Town Hall, 26379 West Fremont, Los Altos
Hills.
ROLL CALL: PRESENT: Commissioners Case, Kendall, Spain, Tantau (ar-
rived 7:45 P. M.), Williams, Chairman Mellquist
ABSENT: Commissioners Dawson, Hayes
MINUTES: March 21, 1959.
ACTION:
Adopt minutes of March 21, 1959 as submitted.
COMMUNICATIONS:
1. D ao l� d Farrand - Letter, dated April 1, 1959, requested that the
Planning Commission consider, under preliminary Discussion, a plan
for proposed development of Community center type recreational
facility.
The Chairman stated that the matter would be discussed at the end
of New Business, with approval of the majority of the members pre-
sent.
2. Fred S. Farr. StateSenat- Letter, dated March 256, and a draft
or propose eg s a or on establishing the Office of State Planning
and Conservation.
Referred to Commissioner Spain to discuss with the Council.
3. Zonin dinance - Ilia Hearing will be held Saturday, April 4,
a Oroff J(. M. at vne Town Hall.

Deferred to the end of the meeting upon approval of the majority
of Commissioners presen',
OLD BUSINESS:
1. Conareaation Beth Am (y-25-59) - Consideration of approval of Site
iw IIeveIopment Plan.
Mr. Goodwin B. Steinberg, Architect, and Rabbi Irving A. Mandel
were present.
Following comments by the Map Committee Chairman, Mrs. William,

Chairman Mellquist referred to the action taken by the Council on
June 271, 1958, aproving the use of land for religious purposes
Ur and in which the stipulation was made that a general policy of such
development be established prior to consideration of development
plans. He stated that no policy has been established, and the sug-
gestion was made that a letter be directed to the Council relative
to such a policy.
Mr. Steinberg presented the Site Plan and stated that the Congre-
gation would like to break ground in about four months. At the
present time, the plan is go ahead with building the classrooms,
the youth and social halls, and that the development of the sanct-
uary will be later.
The general development plan was discussed relative to off-street
parking areas, landscaping, the percentage of impervious areas,
roof coverages, and setback requirements. It was the general op-
inion that the plan meets the requirements relative to zoning and
esthetics.
RECOMMENDATION:
That the Site Development Plan of the Congregation Beth Am
(V-25-58) be approved subject to the following condit one:
1. Additional screening along Arastradero Road.
2. Checking Ordinance #35 to comply with percentages of im-
pervious areas and roof coverages.
MOTION: Williams; SECOND: Tantau;
The question of drainage facilities was discussed. Mr. Steinberg
stated that the use of underground pipe is planned, and that an
easement across the adjoining property is being sought. The City
Engineer stated that he would like to check the drainage plan. -
VOTE: Passed unanimously
Blue Hills Estates (137-59) 20 lots. Engr. Reinoehl.
Chairman of the Map Committee reported, stating that the Planning
Consultant and the Fire Chief had both agreed with the Committee the
Foothill Lane should be a public road and should be constructed to
a point where it would eventually joint to make a loop street, con-
necting Vinedo Lane.
Disecussion followed whether or not the turnaround should be
constructed to join the easement or whether it should be constructed
as shown on the tentative map. Mr. Reineohl commented that it `
would be impractical to construct the turnaround at the point where
it would join the easement due to the topography.
1W The question was discussed relative to to who would pay for the
construction of the extension of the road from the proposed turn-
around to the easement, in the event that the road and the ease-
ment are connected.

[ The suggestion was made that the City Engineer and Mr. Reinoehl
`r confer relative to construction of turnaround.
RECOMMENDATION:
That the tentative map of Blue Hills Estates (137-59) 20 lots
be approved, subject to agency approvals; conditions stated
on the Check List; the construction of a public street, con-
necting easement provided on lands of Hallam and Woodsell,
and authorizing the readjustment of Lots 8 and 9 so that these
lots will conform to minimum allowable lot sizes.
MOTION: Spain; SECOND: Tanteu; VOTE: Passed unanimously
PRELIMINARY DISCUSSION:
1. Donald Farrand - Deferred from Communications.
Mr. Farrand requested a statement relative to whether a community
center type recreational facility would be a permitted use under
the zoning regulations.
He was informed that this type of land use would be permitted, pro-
vided it is a non-profit organization.
2. Cooley, E. C. - 22 lots. Engr. Engr. M. Wolff.
Mr. Wolff was present and explained that, at this time, Mr. Cooley
wishes to subdivide three lots, one of 154 acres, containing a res-
idence.
The Chairman mentioned that the proposed General Plan specifies
lot sizes of more than one acre in this area. The map conforms to
this type zoning.
The following suggestions were made: That access to the proposed
three lot subdivision be improved; that a cap of'tbe"ehtive sub+
division showing a more adequate road pattern should be drawn.
