M. at the Town Hall, 26379 Nest Fremont Avenue, Los Altos Hills. ROLL CALL: PRESENT: Commissioners Hibner, Kendall, Williams, Spain, Vembom (a$fived 9.08 A. M.), Chairman Mellquist ABSENT: Commissioners Case, Hayes, Tantau Commissioner Don T. Hibner was welcomed to the Planning Commission. 1. R_L. ft—ape-Reams - Letter, dated April 21, 1959, requested action on variianc. Deferred to New Business. 2. Neary Rock Quarry - Letter, dated May 1, 1959, and signed by Mr. ee orgeNeeary, protested any attempted annexation or inclusion of any or all of the Neary property into the Town of Los Altos Hills. Filed. 3. Hart niH. Tptag - Letter, dated April 28, 1959, informed the Plan - ng Co�mmissioon that Mr. Tantau would not be present at the May 2nd meeting. NEW BUSINESS: General Plan of the Town of Los Altos Hills - Public Hearing. Chairman Mellquist announced that this is the first of two Public Hear- to be held by the Planning Commission, and that the City Council will hold one Public Hearing. The General or Master Plan, prepared by Mr. Nestor Barrett, Planning Consultant for the Town of Los Altos Hills, was presented by Mr. Barrett. In his opening remarks, Mr. Barrett explained the difference between a Zoning Plan and a Master Plan, stating that the General Plan sets up a kind of physical policy relative to the development of the Town. He further explained that the General Plan, as set up, is in accordance with the requirements of the Government Code of the State of California. The Plan includes maps, statement describing it and a statement cover - 4W ing objectives, principles used to develop it. It contains a policy of land use which will designate the proposed general distribution and general location and extent of the uses of the land relative to public and private uses of land such as houses, businessr industry, recreation, -2.- General Plan cont'd. education, public buildings and grounds. i'r. Barrett mentioned that the policy of the Town of Los Altos 11ills is that all land be used for residential building and agriculture. Mr. Barrett pointed out that prior to adoption of the General clan, it should be determined whether or not the Town wishes to maintain these standards which do not include comuercial areas, business, or office buildings. lie further pointed out that the Zoning Ordinance cannot be adopted permitting any of these without first changing the General Plan. The General Plan will include a Circulation Plan, a statement of stand- ards of population density and building intensity recommended for var- ious districts, and estimates of population growth in territory cover- ed in the Plan. Included in the General Plan are supporting maps, diagrams, charts, descriptive materials and reports. Mr. Barrett commented more in detail on land use, relative to the per- centage of land to be used for public use, such as school sites, streets (public and private), and other non-residential uses. The general circulation routes in the Town were commented on including the proposed Fremont Expressway and the Junipero Serra Freeway. Questions and comments, relative to land use, schools, the proposed __ freeway and expressway, and the possibility of sewers in the Town, were answered by Mr. Barrett and members of the Planning Commission. The possibility of permitting a commercial area in the Town was discuss- ed, both pro and con, at some length. The development of lands along creeks was mentioned. The following persons made comments or asked questions: Mr. N. Bergrun, T?r. Bill George, Mr. A. H. Cochran, Mr. Walter A. Benson, Mr. Gardner Bullis, TIr. W. W. Roscoe, Mr. H. Seward, Mr. Malcom Smith, Mr. Frank Duveneck, Mr. G. Cowie, Mr. Hinton, Mr. M. Ashner, Mrs. J. M. Fowls, Councilman Bledsoe, and Mayor Fowls. Chairman Meliquist suggested that the Los Altos Hills Association dis- cuss the General Flan at its neighborhood meetings before the next Public Hearing is held. Additional copies of the General Plan will be available at the Town Hall on or after May 65. ACTION: That the Public Hearing on the General Plan of Los Altos Hills `► be terminated. MOTION: Dawson; SECOiTD: Williams; VOTE: Passed unanimously -3 - General Plan cont'd. ACTION: That the second Public Hearing on the proposed General Plan be held on Thursday, May 21st, 1959 at 8:00 P. M. at the Town Rall. MOTION: Spain; 3=10: Dawson; VOTE: Passed unanimously Commissioner Kendall was excused. VARIANCES: 1. Pauuas. R. L. CV -42-59) - Request for Reduction in Setback Require- ments for ouse to a ocated on Corner Lot to 551. Mr. Pappas and Mr. Bergrun, owner of adjacent lot and the only neighbor who objected to the granting of this variance, were pre- sent. RECOMMENDATION: That Mr. R. L. Pappas be granted a variance from the Town Standards as follows: 1. The building setback line to be sixty-five feet (65') from the centerline of St. Francis Drive. 2. The building setback line to be-sixtywftve feet (65') from the centerline of Alejandro Avenue. 3. Driveway access to this site shall be only from Alejandro. No access shall be permitted from St. Francis Drive. MOTION: Dawson; SECOND: Spain; VOTE: AYES: Mellouist, Spain, Dawson, Ribner NOES: Williams ABSENT: Case, Hayes, Kendall, Tantau MEETING ADJOURNED: 11:30 A. 11.
