MINUTES OF A REGULAR MEETING
MAY 99 1959
The meeting of the Planning Commission of the Town of Los Altos Hills
was called to order by Chairman Proctor Mellquist Thursday, May ?, 1959
at 7:38 P. M. at the Town Hall, 26379 West Fremont, Los Altos Hills.
ROLL CALL: PRESENT: Commissioners Case, Dawson, Hayes (arrived 8 PM),

ABSENT: Commissioners $endall, Tantau
MINUTES; APRIL 18, 1959.
Corrections: Page 4: Item #1, Para. 2, 3rd line: Insert
the words 'Planning Commission's' between the
words 'the' and 'idea'.
ACTION:
Adopt minutes of April 18th, 1959 as corrected.
MOTION: Spain; SECOND: 'filliams; VOTE: Passed unanimously

OLD BUSINESS:
1. Codon Beth Am (V-25-58) - Referred from Council Meeting of
Dlay� "���
Chairman Mellquist stated that he had attended the Council Meeting,
at which Mrs. Paul B. Hunter presented a copy of a letter submitted
to the Planning Commission a year ago, dated April 18, 1958. The
letter outlined certain conditions which Mr. and Mrs. Hunter re-
quested be considered prior to approval of the site development
and landscape plan. 11r, Mellquist stated that, at the Council
meeting, he had explained to the City Council that the letter had
not been reviewed at the time the Planning Commission recommended
approval of the development plane on April 2, 1959, and that he had
requested the Council to refer the matter back to the Planning Com-
mission.
Chairman Mellquist suggested that as many of the Commissioners as
possible make an on site inspection with respect to the Hunter's
letter, and that it be discussed at the Map Committee Meeting on
May 11th.
2. Public Hearing - General Ilan.
Chairman Mellquist announced that the first of two Public Hearings
`,, on the General Plan had been held May 2, 1959.
Although Mr. Nestor Barrett, Planning Consultant, will not be pre-
sent, the second Public Hearing will be held May 21, 1959 at 8 P.M.

The suggestion was made that the Council be asked to consider hold-
ing its Public Hearing on Thursday, June 4, 1959.

46, Following discussion, relative to access to Lots #3 and #41 Mr.
Geer was asked to submit a coal, showing legal access following the
property lines and hav7r6 a fi.ft foot (50') turnaround.
The Map will be considered on the Agenda of May 162.
NEW BUSINESS•
1. Town Standards - Consideration for Adoption.
ACTION:
That recommendation for adoption of the Town Standards be de-
ferred until the Planning Consultant can be present.
MOTION: Spain; SECOND: Dawson; VOTE: Passed unanimously
2. Zoning Ordinance - Recommendation for Adoption.
RECOMMENDATION:
That the Council adopt the Zoning Ordinance.
MOTION: Spain; SECOND: Dawson; VOTE: Passed unanimously
3. Lands Along Creeks - P'ra. John Fowls.
Mrs. Fowls stated that the Town has been offered a gift of land
by Mr. Frank Duveneek, with a restriction that the land remain un-
developed. She further stated that Mr. Duveneck had suggested that
perhaps other such land may be acquired to help maintain a rural
area.
Following the discussion of the possibility of gaining, as easements
or donations, lands along creeks in order that these areas be left
in their natural state, Mrs. Fowls, Commissioner Hibner, and Chair-
man Mellquist, excffcio, volunteered to work as a Committee to
investigate the possibilities of acquiring such land.
IRELIMINARY DISCUSSION:
1. Cathcart. Channing - 14 lots.
Mr. Cathcart, Dr. Polford, Co-owner, and Mr. Reed were present.
Following considerable discussion relative to access, the following
suggestions were made:
1. The "New Street" will have to be a public road.
2. The "New Street" must have sixty foot (60') right-of-way.
3. There can be no access to Conception Avenue for Lots 13 and
14.

In order that traffic may be drained internally, the suggestion was
nude that 'a circular, one-way drive, with adequate room for pass-
ing," be considered.
Chairman Mellquist suggested that Mr. Cathcart confer with the City
Engineer regarding the one-way type of road, stating that, at the
present, there is nothing in the Town Standards pertaining to one-
way streets.
2. Paulin. S. - 3 iota. Engr. B. Flehn.
Map, showing three lots with access from Areatradero 'load, was
discussed.
The suggestion was made that the map be redrawn showing non -access
from Arastradero Road for Lot ;11; that a twenty-four foot (241)
easement along the property line serve the three lots.
MEETING ADJOURNED: 9:30 F. M.
NEXT REGULAR MEETING: Saturday, May 16th, 1959 at 8:30 A. M. at the
Town Hall.
