MINUTES OF A R].?GULAR MEETING
Yovember 21, 1959
The Regular Meeting of the Planning Commission of the Town of Los
Altos Hills was called to order by Chairman Mrs. Hal Williams, Sat-
urday, November 21, 1959 at 8:40 A. M. at the Town Hall, 26379 West
Fremont Avenue, Los Altos Hills.
ROLL CALL: PRESENT: Commissioners Alter, Case, Dawson, Hibner,
Mellquist, Tantau, Chairman Williams
ABSENT: Commissioner Stevens

COMMUNICATIONS:

COMMITTEE REPORTS:
1. Planning Committee - Report by Commissioner Dawson.
Commissioner Dawson reported that, at the meeting held November
10tb, the Planning Consultant, Nestor Barrett, presented the Gen-
eral Flan and a Resolution to be adopted by the Planning Commission
which recommends that the Council adopt the General Plan. Commis-

Resolution No. 2-59 of the Planning Commission of the Town of Los
Altos Hills, recommending that the City Council adopt the General
Flan, wrs re—.
Chairman Williams stated that the Council is required, by law, to
hold two public hearings.
ACTION:
`,, That the Flanning Commission adopt Resolution No. 2-59, and
that said Resolution be forwarded to the City Council.

were commended for their work on the General Plan.

VARI0TCES:
1. Janklow Alvin A. (V-52-59) - Request for Reduction in Setback Re-
quirements.
Commissioner Ribner, Chairman of the Map Committee, reported that
an on site inspection had been made, and that the Committee re-
commended granting the variance. He pointed out that the site
will be very difficult to build upon, and that there is no way in
which the owner can comply with the roquirerent of 800 square feet
for off-street perking.
RECOPM' TATION:

The suggestion was made that the Planning Commission give some
study to difficult sites, relative to off-street parking require-
ments.
USE FERMITS:
1. St. Nicholas Church V- -5 ) - Request for Use Fermit to Uuild
a choo , u it^riun, hurt , and Rectory.
Mr. Henry V. 7Y..oslow, .'.rchitect, explained the site plan.
In answer to tiro questions asked Mr. Cheslow, the following state-
ments were rade:
Of the 18+ acres, 9 acres will be used for parking (for about
`r. 470 cars) or playground area.
The first building to be constructed will be a school, and later
the parish hall, the church, the convent, and the rectory will
be constructed. "he school will have eight grades, but will

begin with the first three and will add grades later. The School
will have about 16 classrooms (40 to 50 students per classroom),
V and the maximum capacity will be for approximately 800 students.
The main entrance to the site will be from a private road to be
developed on the northwest side of the property. Students will
be transported by bus or auto, and some will use bicyles.
The traffic problem, relative to the Foothill College and the
Junipero Serra Freeway, was discussed.
Mr. Cheslow stated that the perimeter of the site will remained
landscaped, and the other portions of the site will be landscaped.
Relative to changes that have been made, Mr. Gene Mastin, Engineer,
stated that one residence has been painted, one old structure is
being demolished, and a temporary road has been built.
Father Mead was introduced, and commented on the need for this
parish, and stated that between 300 or 400 students are expected
when the school opens; that the church will have a capacity for
1000 persons; and the convent will house about ton Sisters.
^uestions relative to the need for the parish, were answered as
follows: The need originated in the Church in Los Altos; the
decision was by the '.rchbishop of San 7rancisco. St. Ficholas
has had the site since the first of the year.
Relative to expansion, Mr. Choslow stated that the church would
probably be divided rather than expanded.
Commissioner Dawson expressed opposition to any use other thin
residential in I:os '.ltcs Hills.
Mrs. Vandervecr Voorhees, a rosident on So. El Monte Wonue, com-
mented on the futuro plans for -.o. E1 Monte :Lvenue, and questioned
whether or not the location of the Foothill College and the poss-
ibility of a parochial school in the area would effect any change
in the zoning.
It was the cinsensus of the Commission that the Town has no in-
tention of changing its residential zoning, and churches and schools
are oernitted in residential areas.
The Chairman suggested that a rore detailed plan pe subnitted to sho-
how traffic is to be handled, and more specific information re-
lative to developr:ont of the site.
The suggestion was made that the plans be discussed with the Plan-
ning Consultant and the County relative to the future development

RECOMM TD -TION :
That the application for a Use Permit by St. Nicholas Church
(V-53-59) be referred to the Planning Committee for study in
in conjunction with Nestor Barrett and the Map Committee.

Commissioner Hibner reported that the Map Committee had made an
on-site inspection. He read conditions on the Check List which
the Map Committee would include in a reconrende.tion, and stated
that the Map Committee would not recomrend approval of the nap
in its present form..
Following discussion of the circulation of traffic, the following
recora:.endation was rade:
RECOMM ,'DATION:
In the light of the Map Cormittee's Report, that the Map be
returned to the subdivider with the principal comment that
traffic drainage in the subdivision scheme is inadequate and
unsafe.
MOTION: Mellquist; SECOY..D: Dawson; VOTE: Passed unanimously

:annexation Committee - Commissioner Mellquist, Chairman.
Commissioner Mellquist reported for the Committee, appointed by
the Mayor to study the possibility of annexing certain unincorpor-
ated lands to the Town. Other members of the Cornittee are:
Councilman Henley, Francis Duveneck, and Gardner Bullis.
Commissioner Mellquist stated. that the Committee had explored
several forms of annexation procedure in an effort to round out
the boundaries of the Town.
Commissioner Mellquist stated that it was the opinion of Mr. Darrett
that the Town should go ahead aggressively and immediately to an-
nex certain lands to the Town; that the Committee has made a re-
commendation to the Council to proceed with the inhabited land
L annexation procedure which would call for an election; that the
fir' Council ?.et on this recornendation at its next Council meeting,
and that a line for this annexation be formed.
Annexation cont'd.
The Committee, at the suggestion of Nestor Barrett, urged the Plan-
ning Corsr.ission to recormend the annexation by means of a resolution
that the Council can 2.ct on =�t the meeting of Novenber 23rd. Com-
missioner Mellquist proposed a resolution concerning the annexation.
Resolution No. 3-59 was read.
ACTION:
That Resolution No. 3-59 be adopted.
