The Regular Meeting of the Flemming Corrission of the Town of Los
Altos Hills was called to order by Chairman Mrs. Hall Williams Thurs-
day, December 3, 1959 at 7:44 P. M. at the Town Hall, 26379 W. Fremont
Ave., Los Altos Hills.
ROLL CALL: PRESENT: Commissioners Alter, Case, Dawson, Stevens
Mellquist (Arrived 7:49 F. M.), Chairman Williams
ABSENT: Commissioners Hibner, Tantau
MINUTES: November 282, 1959.
ACTION:
Adopt Minutes of Nov. 282, 1959 as submitted.
None.

USE PERMITS:
1. St. Nicholas Church Request for Use Fermit to Build
School, Church, .1u<itorium, and Rectory.
The following report was submitted by Commissioner Dawson, Chair-
man of the Planning Committee:
"On Saturday, Novenber 282, the Planning Committee reviewed the
application. In view of the size, nature, and location of the
proposed development, the following matters must be clarified in
writing before the Commission will be qualified to grant the re-
quest permit:
General Use and Development of the .Site
The plan map of the site shows at lease six proposed buildings,
To explain the extent and nature of this rroject, the developers
46, must present a written document to describe and define the nature
and use of each building, describing such natters as follows:

The physical size of structures
The number of parsons in per -;anent residence
The number of persons in attendance in church
The Pays of attendance and use
The facilities for cooking and. serving
The School
The developers should supply a written description of the school,
describing the following ratters:
physical description of buildings --number and size of class-
rooms
The number of students and grades to be served
Hours of school sessions
:attention is directed to the building code of the Town, es-
tablishing standards for school construction
Traffic on E1 Monte
Traffic on E1 Monte will be greatly increased by the construction
of the Foothills Junior College. Currently, engineers are making
a study on El Monte. The developers of St. Nicholas should part-
icipate in this study, to relate their traffic problems to those
of 71 Monte as a whole.
it. Nicholas should be required to participate in the widening
and development of E1 Monte in the vicinity of the Church site.
St. Nicholas Church will be asked to rake adequate dedication
(45 feet from the centerline) and participate in the improvement
of 71 Monte (venue.
Leese and In -tract Circulation
Current proposals are nct adequate. The access and circulation
plan should be redesigned to show the following improvements:
Two adequate access rads to 71 Monte
The rain entry to be wider
L possible location of a stop -sign, and storage lanes for
cars entering or crossing E1 Monte
pedestrian walkway for the site should be shown
P,rehitectural Flans
Final approval of a use perr:.it must be subject to a review of the
architect's plans for the buildings."

Father Richard S:. Monde wore present.
Following questions and torments, relative to traffic circulation,
the following recornendation was rade:

RECOMM'2iD4.TION:
That the aprlication of St. Nicholas Church (V-53-59) be
returned to the ftevelo.,cr for action as indicated on thean
memorandum from the Plning Connittee.
MOTION: Dawson; SECOYD: Alter; VOTE: Passed unanimously
The suggestion was made that the tine schedule of the construct-
ion of buildings to be erected over the period of years be sub-
nitted.
