Discussion followed between the Council "7ombers and the Plannina Commission- ers. Commissioner Perkins stated he believed thn duties of the EPC included the General Plan, the Open Space Problems, Orainage Problems, revi,wi of Ordin- ances, as per state requirement,r . Conditional uses, Road Problems, Pat'asv Problems, review of Subdivisions, Tentative Maos, Housing, LAFCO and Urban Service Areas. !lays of solving problems and reviewing those requiring review could be accomplished by (1) hirinc more professional help, (2) the EPC taking on all these matters, and (1) individual Planninq Comm.issioncrs being assigned to special problems for their review and suggestions. City Attorney Gillio stated the State Law requires that BPA nembars 4c nart of the EPC. Planning Consultant Tiader stated the reneral P1en suggests a review of the open spaces and the open space policy of the Town. Discussion followed between the Council !iembers and the Planning Commission- ers. Mayor Helggesson suggested Commissioners 'lueller and Young and Planning Con- sultant Hader get together and decide on whether an open Space Committee is desirable. Commissioner Phillips stated it was the Council's prerogative to request the Planning Commission look into the desirability and objectivies of an Open Space Committea. 'City Attorney Gillio state the Town should decide what kind of imnrovements they want to require for off -tract drainage, and that the Town's author- ity on the matter comes from the Subdivision Tian Act and the Town's 'luni- cipal Code. Discussion followed bebgeen the Council flembers and the Planning Commission- ers. 1HLJ NRissioner Perkins requested information from the City Attorney concerning the Financial Disclosure Form, required by tho State, to be comnleted by all City Council Members, Planning Commissioners and the City Manager, stating that Los Altos Hills was in a unique position, as no members worked within the Town's limits. City Attorney Gillio discussed the interpretation of the form, prepared by the Secretary of State. It is a uniform form, used state-wide, and even though one does not work in Los Attos Hills, it does not excuse ono from completing the form. Each official must complete the form, but it is up to that official to decide on how the form will be carol -t.'. Commissioner Young suggested the Council pass a resolution objecting to the Financial Disclosure Form, and requesting that it be anoealed.
