Assistant Planning Consultant Vlasic requested clarification of the City
Attorney's comments on the Board of Planning Administration membership,
discussed during the Joint ;1eetine with the City Council, on January 3n.
Commissioner Spencer stated the 'Minutes of January 31), under discussion of
the Open Space Committee, did not sho¢r that many former members of the ccm-
nittee were willing to serve on such a committee again.
City Ilanacer Lawson stated minutes are not usually taken at study sessions,
but minimum minutes had been taken hecause of the discussinn on the Planning
Commission, and as noted at the meeting, this item will be scheduled for
further discussion at a future Planning Commission Meeting.
.ssistant Planning Consultant Vlasic stated he was nakinq a hrief presenta-
tion of the "Scenic Hi rhMrays Element" of the General Plan, as the Govern-
ment Code, Section CS302 H stipulates such an element must be included in
a general Plan.
It was the consensus of the Cortmission this element be referred to the
Environmental Design Committee for their study an; recommendation.

Discussion followed between the Planning Commission and the staff. Suggest-
ions made included the establishment of a long-term "fiscal Plan", toano, the stiff

retort submitted by the developer, and to date no further information
had been received.
Mr. Murphy, representing the developer, spoke requestidg they be permitte,
to submit a more come to report, prior to filing for final man appoval.
After discussion, the consensus of the Commission was the information
requested by the staff should be supplied at this time, and the staff
was to iiet with lir. Murphy and his geologist prior to the next Com-
mission meeting.

Approved Tentative Subdivision Ma for Lands Of Ha i4rd

would participate from the audience, as he had an interest in this
matter.
Assistant Planning Consultant Vlasic stated the staff is recommending
approval of this subdivision, tinder the conditions set,,?Orth in the
staff mcmcs of Januaey 3 and February 7, 1974, and reviewed the condi-
tions.

dr. Roy Alley, attorney for firs. Hayward, spoke to the Commission
relative to the drainage problems on ¢"anuella, and gave suggestions on
how the problems might be solved.
Ar. Paul Nowack, Engineer for the development, spoke on the drainage
problems.
Hr. Hilliam Perkins, spoke, stating he and his'neighbors had met with
flr. Alley and Mr. Nowack, and were in agreement with the causes of'.the
drainage problems. He also felt the work the Town was planning to do
this year could improve the conditions.
City Manager Lawson stated the Town plans to spend $52,000 this year to
improve the drainage along Altadina Road, :which would help alleviate
the problems with drainage.
?lotion was made by Commissioner SPENCER, seconded by Commissioner
YOUNG, the Tentative Subdivision Map for the Lands of Hayward be ap-
proved, subject to the conditions set forth: in the staff memos of
January 3 and February 7, 1974. Plotion was unanimously approved.
Continued Public Hearing on the Lands of "largsd Stedman

tation after all information requested by the staff had heen received,
and the staff was recommending approval of this subdivision, subject
to the conditions in the staff memo of January 15, 1974.
iir. Dahl, developer, spoke concerning the road,•!ays.
Discussion followed concerning private versus public road status of
Country Way.
Mrs,flatalie Gieseler and Or. Reiser spoke from the audience regarding
roads and usual size of emergency roads.
Chairman Mueller polled the Commissioners on their feelings on whether
Country !lay should remain a private road. Commissioners approving
Country ''clay_as a private road ,ere: Commissioner Perkins. Commissioner
approving Country !day as a public road were: Commissioners Spencer,
Young, Mueller.
Discussion followed on tie length of the cul-de-sac and the emergency
right-of-way, between the Commissioners and the staff.
City Hanauer Lawson stated he did not believe the Town had the authority
to recind any requirements imposed by the Fire District.
It was the consensus of the Commission this matter be continued until
the meeting of February 27, IP74.
