Chairman Mueller called the meetina of the Environmental Planning Commission to
order in the Council Chambers of the Town Hall, at 7:50 P.M.
ROLL CALL
Present: Commissioners CARICO, LACHENBRUCH, i'FlRUDER,pHILLIPS, SPENCER,
PERKINS, YOUMr, MELLER.
Absent: Commissioners NOTE.
STAFF
City ilanager Lawson, City Engineer Russell, Planning Consultant Mader,
Assistant Planning Consultant Vlasic, Secretary Schilpo.
MINUTES
Commissioner Perkins stated on Page 2, under the Open Space Committee, it
was he, not Commissioner Phillips, vft was apnointed to work on the guide-
lines for the Open Space Committee. Also, under the Los Altos Hills Rac-
quet Club, the minutes should show that flr. Bellucci did not request the
[ adjourned meeting, but did concur with the Commission's decision to do so.
Commissioner Lachenbruch stated on Pane 1, under the Land Use In Santa
Clara County Report, paragraph 2, should have been added between the words
"an attack" the words "in effect".
Commissioner Perkins stated on Page 3, first paragraph, it was he, not Com-
missioner Phillips who stated the words "with sign", also paragraph six
should be changed from Commissioner Phillips to Commissioner Perkins. On
Page 1, last paragraph, under the Land Use in Santa Clara County Report,
at the end of the sentence "completely different", the %cords "in concept"
should be added. The following sentence should be channed to read, "He
requested the staff determine how the concepts are reconcilled in both the
1969 and 1973 transportation reports".
Motion was made by Commissioner SPENCER, seconded by Commissioner CARICO,
the Minutes of the February 27, 1974, Meeting he approved as corrected.
Notion was carried with Commissioner Mueller abstaining.
Commissioner Spencer stated on the 'larch 7, 1974, finutes, on Pape 2,
second paragraph, "parking can be a safety problem also", should be added.
Chairman Mueller stated that paragraph 5, on Page 2 should have added,
after "Chairman Mueller stated", the words, "it was his opinion".
Commissioner Young stated on Page 1, under Los Altos Hills Racquet Club,
paragraph three should show it was his opinion the City Attorney should
law submit his opinions in writinq.

CONTINUED REVIEW OF PROPOSED CAPITAL IgLI E'.EIIT, PP.OGRAM
City Tanager Lawson ntro uce an rev ewe. r efiy the Preliminary Proposed
Planning Budget for Fiscal Year 1974-75, and stated this would be the first
item under "Discussion Items" for the Commission at the P1eeting of "larch 27.
City 11 Engineer R . usseTT reviewed the Santa Clara County Transportation reports
of 1970 and 1973, concerning transportation concepts for Santa Clara County
in the future, stating the 1973 document is working on how to solve problems
of mass transportation for the populace of the County.
Discussion followed between the Cnmmissioners and staff. The consensus of
the Commission was to object to this report.
Commissioner Magruder spoke on his reasons for objecting to the report and
the type of environmental damage it would do to the Los Altos Hills area if
implemented.
Chairman !iueller directed the Secretary to send a copy of Commissioner
ilagruder's statement to the "iayor to be relayed to the County at their next
transportation meeting.
RECESS
Chairman dueller declared a short recess at 8:53 P.M., and reconvened the
meeting at 9:05 P.M.

ane For The Lands Of Green And Stratton

had discovered an error in surveying and parcel description that occur-
red,.at the time the two parcels were created, and were requesting a lot
line change to correct the error. The staff is recommending the Com-
mission approve the lot line chance, as per staff memorandum of March
6, 1974.
Motion was made by Commissioner SPENCER, seconded by Commissioner
PERKINS, the Commission approve the lot line change, and that the
Commission find the land to be categorically exempt from an EIR Report.

Lands of Spector was approved by the Planning Commission on August A,
1973, subject to certain conditions, including an agreement for a recip-
rocal easement and access road construction between Pir. Spector and Mr.
Koo, property owner to the east of �lr. Spector. As an agreement has no,
been reached, ilr. Spector has requested this condition be removed from
the "Check List" of conditions. The staff, in their memorandum of
March 8, 1974, recommended the Commission approve the modification of
the list of conditions imposed upon Hr. Spector.
` Mr. Stutz, representing the Pathway Committee, spoke from the audience
on this matter.

access road he approved, subject to the conditions listed in the staff

Continued Public Hr_arin On The Lands Of rlarcus Stedman

for the Lands of Harcus Stedman, consisting of 15 lots on 25.19 acres,
on Page hill Road near Alexis Drive, stating the Commission has been
reviewing mainly four proposed conditions on which the staff and the
applicant do not agree: public versus private status of Country Hay;
an emergency access easement; a conservation easement and the trail
and pathway recommendations from the Pathway Committee. At a previous
meeting, the Commission voted to make Country Hay a public road.
Commissioner Perkins reviewed the reasons why he felt Country Hay
should remain private.
Discussion followed between the Commission and the staff on the emer-
gency access easement.
Plotion was made by Commissioner SPENCER, seconded by Commissioner PER-
KINS, the recommended 20 -foot roadway access easement between Lots 2
and 3 to the school property be approved. Motion failed, by the fol-
lowing roll call vote:
AYES: Commissioners LACHERBRUCH, f1AGRUDER, PERKINS, 'iUF.LLER.
HOES: Commissioners YOUNG, CARICO, Mr RUDER, PHILLIPS
ABSEIT: Commissioner 110:4E.
Commissioner Carico stated she voted no because of the safety and fire
hazard factor involved.
Donald ;ahl, representing the applicant, spoke against the Fire Depart-
ment's recommendation for an emergency fire access road.
Upon, being polled, the Commission agreed there should be an emergency
fire access road near the end of the cul-de-sac.
Discussion followed among the staff; -Commission and Mr. Bahl, concern-
ing where the access road should be and what kind it should be.
Faith the concurrence of the applicant, motion was made by Commissioner
tAGRUDER, seconded by Commissioner CARICO, the public hearing on the
Lands of Stedman be continued to the next meeting. :lotion was unani-
mously approved.
A roved Conditional Use Permit For Altamont Knolls Ranch

plied for a conditional use permit, actually a transfer of the present
permit, to continue operation of tie existing boarding stables known
as Altanont Knolls, which he is purchasinn. The staff is recommending
approval of the conditional use permit, subject to the conditions
listed in the memorandun of March 6, 1974. The Health Department has
stated use of the Eshner-liller-Tykeson water system is approved.

City iianager Lawson revie!ued some of the past drainage and other probes
lens on the property, and read a letter received from !irs. Edith
Sperzal, objecting to granting of the use permit because of several
problems.
Vr. Phillip Zahl, applicant, spoke on his plans for the stables, and
requested the Commission approve the conditional use permit.
Prs. Edith Sperzel spoke about some of the problems of the stables,
that had not been corrected to date.
Discussion followed among the staff, Commission, "r.. 7ahl and the audi-
ence.
Commissioner Spencer stated the application should be approved, subject
to the inclusion of tiie Pathway Cnimnittee recorriendations, after re-
view by the Commission.
City ianager La^son suggested the condition he added "that manure shall
be removed three times per week".
Commission Perkins suggested "and who is charged with the resnonsibil-
ity of insuring that the conditions of this use permit are being com-
plied with at all times", be added to Condition 15, and "The maximum
number shall be subject to annual revieor to ensure that 27 hoofed ani-
mals provide for reasonable use of the site", be added to Condition
16, and the condition be added that, "no shows be permited for one -

rty 'anager Lawson stated that beginninc April 5, 1874, the name of the
Board of Planning Administration jvould be changed to "Permit ami Variance
Commission", and the name of the Environmental Planning Commission would be
changed to "Planning Cotaaission". These name changes are in accordance
with Ordinance rJo. 217. Also, in 'Say, two of the Planning Commissioners'
terms will expire. At that time the membership of the Commission will be
reduced from eight to seven.
Chairman ;iueller appointed CoINIssioners Carico, ilagruder and Younq to a
three-month term on the 'Perri and Variance Commission".
