Chairman 'lueller called the meeting of the Environmental Planning Commission to
order in the Council Chambers of the Town Hall, at 7:50 P.M.
ROLL CALL
Present: Commissioners MAGRUDER, CARICO, YOUNG, PHILLIPS, SPEICER, MUELLER.

Commissioner Spencer stated on Page 1 of the March 13, Minutes, under "Min-
utes", first paragraph, it was he, not Commissioner Perkins who was appointed
to the Open Space Committee. On the Minutes of February 27, it wets Comm.is-
sioner Perkins, not Commissioner Phillips, who gave the background on the
Town Committees, and under "Minutes" it was he, not Commissioner Phillips
who stated the road bewween the Stedman property and the Palo Alto,School
property should be an emengency access road only.
Assistant Planning Consultant Vlasic stated In the Minutes of Aarch 13,
under "linutes", second paragraph, the words "in effect" should be before
the words "an attack". On P age 5, under "Altamont Knolls", last paragraph,
it should show this was a request for a new Use Permit, not a transfer of
the permit. On Page 6, under "Altamont Knolls", paragraph six, the sentence
should be added, "and the condition the residence be returned to a single
family residence".
Chairman �',ueller stated in the Minutes of Tlarch 13, under the 'Santa Clara
County Transportation Report", second paragraph, the second sentence should
be changed to read, "All Commissioners stated their reasons for objecting
to this report".
Commissioner Magruder stated in the Minutes of Plarch 13, under the "Lands
of Marcus Stedman", the vote should show he voted "no", and Commissioner
Spencer voted "yes".
Commissioner Phillips asked if the Chair should be voting on motions.
Commissioner Spencer stated this haq been the custom in the Town.
City Manager Lawson stated he would have the City Attorney check on this
and report to the Commission.
4W riotion was made by Commissioner SPENCER, seconded by Commissioner CARICO,

mously approved.

for the Town Mont be, and asked the Commissioners for comments, as the
budget was reviewed.

City Hanager Lawson stated this year a percentage of the Secretary's
time was being charged to Planning, in proportion to the time spent
actually doing Planning vjork�. Also shown is the salary for the part-
time geologist, for the second year of the geology study.
Commissioner Spencer stated he thouqht it would be helpfuT If the bud-
get also showed what the salary page would look like if it !lad been
prepared the same way lntst.yenr's hurl�et was preoared this year.
Supplies
My Hanager Lawson reviewed each of the four accounts in the Supplies
Section of the Planning Budget.
Commissioner Snencer asked what the geologist napping and casework
categories covnred.
City Manager Lawson explained the types of areas to be covered by the
geologist, stating it is the Planning Comission's decision to deter-
mine if these types of studies are what the Town wants.
#4V Discussion followed on the geologist's section of the budget. The
Town Geologist explained some of the studies that would be undertaken
and how they relate. to both the Town's needs and State requirements,
stating the areas mapped would include bed rock, soils, hazards and
interpretation thereof.
Commissioner Spencer asked if these studies would be included in the
Seisnic and Safety Element of the Town's General Plan. To�:n Geoloqist
Cotton replied yes.
Commissioner ;4aqruder stated it should be noted in the budCet that the
cost for all casework done by the Planning Consultant and the Tot -in
Geologist on applications for Variances, Building Site Approvals,
Subdivision,, etc., is paid for by the applicant, from deposits with
the Town. Also it should be noted some of the geologic studies to be
done, such as theseis-micand safety study, are required by State law.
Planning Consultant Mader reviewed the type of services and information
the Town Geologist will supply, which will not only help the Town Staff
but also the Town's people.
Discussion followed on what the geoloaist costs will be, and how they
can be financed.
City Nanager Lawson stated the feescharged by the Town could be in -
tar creased to help cover the costs of the studies the Town Geologist t, -till
be doing.

Planning Consultant �Iader stated there could be a graduated cost scale
�W of charges, and charges could be made for copies o� the geologic maps.
Commissioner Phillips stated he believed the geologic maps should be
made as they would be of great asset to the Town.
Commissioner Young stated he was In favor of having geologic maps made
and inquired how this information would be used.
Planning Consultant Mader stated the geologic information would be of
use to builders, not only of residences, but also for swimming pools
and additions to present dwellings.
It was the consensus of the Commission the geologic budget should be
approved as it is important to the Town to have this infornation.

vided by the Planning Consultants.
Chairman Mueller stated these planning services and special studies
will implement the programs mentioned In the General Plan.
City Manager Lawson stated that before presenting the budget to the
Council, he will include some of the comments made by the Commissioners,

coming and future years. The Commission concurred with the plan, and
approved it as being in conformance with the Town's adopted General
Plan.
Section 2106 - Gas Tax Funds
City Engineer Russc-Tl—reviewed what projects are planned under Section
2106 of the Gas Tax Fund, stating the money can only be spent on the
Select System of Streets.
Section 2107 - Gas Tax Funds
City Engineer Russ-eTT—reviewed the projects planned under Section
2107 of the Gas Tax Fund, stating these monies can be used for main-
tenance and construction on any street within the Town.
Section 2107.5 - Gas Tax Funds
City Engineer Russ_eTT —reviewed the projects planned under Section
2107.5 of the Gas Tax Fund, stating the monies can only be used for
engineering and administrative expenses.

4W Commissioner Magruder asked if an inflationary factor had been built into
the estimated costs for the Five -Year Program.

City �Ianager Lalison stated it had not, as the plan will Probably
change in priorities from year to year, as will the amount of money
available for the projects. This ycar approximately $M,100 will be
spent on public works' projects.
Commissioner 'laqruder inquired as to plans for the repair of Alta
Tierra, wanting to know if the Toi,in was liable for any accidents which
might occur due to the bad condition of the road.
Discussion followed on the condition of Alta Tierra.
City lanager Lawson stated the Public Works Committee will decide on
the priority in which streets are to be repaired.
Following discussion, the Commission felt the budget as a whole is realistic,
and recommended the Council approve and pass the budget as submitted.

Chairman �;ueller stated the City Council haU —over Fuled the Plannino Commis-
sion on the Deer Park Subdivision, denying it without prejudice. The Coun-
cil stated the developer was getting information to the Council durine the
meeting and was not providing the Townwi0 all the requested information.
The Council voted to return the Dawn Ridge Subdivision to the Planning Com. -
mission for furt�er study and recommendation.
RECEIVED REPnPT M THE OPEP SPACE CIMITTEE
Commissioner Y6ungstated the C6mmittee is gathering together some of hhe
material used by the previous committee, and as soon as possible, will meet
for discussions on the open space problem.
RECEIVED PEPORT ON THE ADOBE CREEK PROPERTY COMITTEE
Commissioner Carico stated the Committee had met on March 21, and plans to
met with the staff and the City Attorney to review past history and up-
date traffic and noise reports.

applicant, had submitted a letter requesting a continuance, as he had not
been anle to contact 1r. Doyle.
Following discussion, motion was made by Commissioner SPEACER, seconded by
Commissioner 'IAGRUDEP, thid, tentative subdivision for the Lands of Doyle be
denied without prejudice. !lotion was unanimously approved.
RECESS
Chai man 'lueller declared a short recess at q:47 P.1., and reconvened the
meeting at 10:03 P.17.

access rcad could be placed. Routes A, B, and E, would use lots 6 and 7,
while Routes C and D would use lots 9 and 10. and indicated the impact the

the emergency road would have on the surroundinq areas, and the subdivision.
Plan B would be the best plan, as it would be between lots 6 and 7, and
would end up at the end of the emergency access road on the Koo, property.
Mr. Don Bahl, represonting the applicant stated of all the plans, Plan 8 was
the least objectionable.
Following discussion, it was the consensus of Oe Commission that Plan ' be
approved for the emergency access road.
Assistant Planning Consultant Vlasic showed slides where the suggested con-
servation easement would be, on lots:1 and lots 7 thru 15.
i1r. Bahl stated he o!,jected to the size of the requested conservation ease-
ment, as it covered almost one-third of the subdivision, and is ttyice the
size of any other conservation easement, and he would prefer there be no
conservation easement requirement.
Following discussion, it was the Commission's decision that a conservation
easement should be dedicated.
Assistant Planning Consultant Vlasic suggested the Commission, staff and
the applicant, hold an on-site review of the nroperty, to opt a better
understan,fln� of the recommended conservation easement.
Following discussion, Clairman Mueller set the date of April 6, 1974, at
4W 9:00 A.H. for the Commission to meet at the Stedman Prnperty for review of
the conservation easenent.
