Discussion followed nn whether the word should be "consensus" as not all Commissioners agreed. Chairman Spencer, after the discussion, stated tae word "majority", would be more appropriate than the word "consensus". Chairman Spencer stated the following should be added to the Minutes, "The Planning Consultant was asked to prepare a report on the costs in- volved to do the type of studies Cie Commission desire to do, which would include revisions to the I'min's standards and subdivision ordin- ances". Commissioner Carico stated Page 5, Paragraph 4, should have added at the end of the paragraph that she requested someone from the Budget Committee meet with the Commission if the Committee was going to advise on deletions from the proposed budget. Chairman Spencer stated the iinutes of May 20, 1974, would stand approved as corrected. City Engineer Russell stated that it takes considerable time to trars- c,.^-. e the Minutes, and he would like to have the Commission consider some way the Minutes could be condensed. It takes too much of the secretary's tine writing such long minutes. Chairman Spencer stated he would bring this subject up for i^clssio`ei' session on Commission procedures. stated '�'iPl'S C0II0ITTEE ORGANIZATIONS Pl�nn�ry-Consultant Bader the ccnnission had raised tite question of the Town's organizations, including the Town's committees and how they are related to the Planning Commission. The question was also raised that naybr comparisons should not be made on how Los Altos Hills operates, but how other agencies operate in the area of committees and commissions. Some of the problems are coordination, who do the committees report to, and what - 2 - PLAR13ING COMMISSION - June 12, 1974 are the committees' charges. In all committees and commissions, there are three important items, (1) how are appointments made, (2) what are the charges or duties of the committees and commissions and (3) the relationships of the committees and commissions to each other and the City Council of the Town. He explained each of these three areas in greater detail, and used Portola, Valley's Architectual and Site Control Commission, as an example of how these three items apply. He read the policy statement of this Commission, and its duties, which included assisting and rdvising the Portola Valley Planning Commission. He listed the special duties of the Commission and explained each of then in detail. The Portola Valley's Planning Commission can request the Architectual and Site Control Commission to do special studies for the Planning Commission. All the special duties and responsibilities of the Architecuual rnd Site Control Commission are set forth in an ordinance. Chairman Spencer asked that the Planning Conmssion he supplied with copies of Portola Valley's Architectual and Site Control Commission's duties and responsibilities. Planning Consultant Mader stated he would forward copies to the Commision. He reviewed, in detail, the Conservation Committee of Portola Valley, includ- ing the establishment if it, its responsibilities and its duties. This Com- mittee works essentially through the Planning Commission, but can be directed to do special studies by the City Council. He reviewed some of the other committees and commissions of Portola Valley, whose duties are quite different. HPstatedan annual meeting is held in Portola Valley, wh8re the Town reviews the status of all committees and commissions. The chairman of each committee or commission gives a report on the duties and activities of his committee or commission for the year. This year, a binder was given to each of the committees and commissions, which lists each of the committees and commissions in the Town. It also includes a list of the responsibilities, duties, ob- jectives, etc. of each, including_the inter -relationships between all com- mittees and commissions and the City Coucnil. All information in the binders was gathered by a volunteer citizen of the community, who did all the back- ground work, including extracting information from resolutions and ordinances, and checking with the various committees and commissions on what they believed their duties, etc. were. He feels it is best if the duties, etc. of all committees and commission are stated in ordinances or resolutinns, which can be referred back to when membership on the various committees and commissions changes. He reviewed five items that -re important to the success of any committee and commission, and elaborated on each item. They include (1) the commiteee should have specific work to do, (2) the committee must have leader- ship, (3) as all committees consist of volunteers, each committee needs suf- ficient time for naking reports, (4) the committee' needs to be listened to, and (5) the committee needs some staff support. Commissioner Carcio asked if each of the committees or commissions in Portola Valley had communication with each other and a sense of direction, mrd knew what their purpose was and who they reported to. Planning Consultnat Hader stated yr;s, there was communication among the committees. All committees and commissions report either to the Planning Commission, the City Council or both. There maybe some problem in communica- tion with committees that meet independently and make written reports only 44r and do not meet with the group they are advisihn. In this case, the committee tries to have a representative from the City Council or Planning Commission at their meetings, or a representative from the committee at the City Council - 3 - PLANNING Cc4IJISSIOM - June 12, 1974 or Planning Commission meetings. Chairman Spencer asked tkhat the general size of the committees in Portoia Valley were. Planning Consultant Mader stated most committees vary from five to seven members. Chairman Spencer asked if the charges, responsibilities, etc. of the commit- tes and commissions of Los Altos Hills and Portola Valley were comparable, and if the charges, responsibilities, etc. of Los Altos Hills were adequately stated. Planning Consultnat Nader stated he could not say, as he has not seen a list of the charges, responsibilities, etc. written out, but they should be. Commissioner Schick asked if Resolution No.696 spelled out in broad terms t'oe various charges, Etc., of the Town's committees. Planning Consultant Mader stated the Resolution may, but he has not looked at it recently. Commissioner Schick stated this Resolution deals only with the Town's com- mittees, not with the Planning Commission. Planning Consultant Mader stated he did not have a copy of the Resolution, bu it should be looked at to see how well the relationships between the committer are spelled out. Commissioner Perkins stated the committee structure is the life blood of an organization. In this Town, there is a very large faction of people who are involved in committees at various levels, both in government and pri- vate industry. rhe lessons that are so obvious on how these committees function have not been carried over to the Town's committees. Two of the five points spelled out by Mr. Mader should be emphasized. Committees are essential to making the wheels turn, and willingtalentIs essential. There is a lot of wiIIIng talent in this Town. Willing talent by itself is I not sufficient. Many of the Town's committees are demoralized for two rea- sons. First, unless a committee has resources, it will spin its wheels. He gave federal committees as an example of committees with plenty of resourceG Committees in this Town must have the support they need to carry out their functions. This support includes staffing and funds.. Secondly, a com- mittee with charges, but without an audience and without someone to address, is a committee that is floundering. there are too many examples of this in this Town. There are people who have worked very hard and diligently on committees, and who have come up with ideas and reports, only to find that no one is interested. This is very demoralizing. In his opinion, this is a disservice to the people who work on the committees. In part, this can be resolved by the proper organization. Unless the table of or- ganization is correct in the beginning, the committee is doomed to fail- ure. The Planning Commsssion has before it, a table of organization, dated February, 1974, that, in his opinion, is totally inadequate. He believes 'V that as a positive step, some action should be taken to put these groups in a position so they are more responsible for their committee's functions and undertakings. Two issues should be resolved: (1) to have the necessar, resources available to the Committee and (2) good organization. He used - 4- PLANNING CO'NISSION - June 12, 1974 the Pathway Committee as an example of a committee that did not have the necessary resources available, and listed some of the resources that were 1W needed, such as maps, staff assistance, etc. The Pathway Committee should be responsible to the Planning Commission. He does not know the Pathway Committee is doing. Every time a subdivision comes in, and the Pathway Committee requests paths, they should supply the following infor- mation (1) what is the overall plan, (2) what kind of pathway is needed, (3) what is the total design for the Town, (4) where are all the casements the Town has obtained. There is no map to show these pathways and ease- ments or how they fit into the general plan of the Town. Although he only used the Pathway Committee as an example, he feels these types of problems plaque the other committees also. Chairman Spencer stated that as he has served on one committee and has been the Planning Committee representative to another, he fees that the five points ra�ntioned by Mr. Mader are very well taken. He believes the main problem is lack of definition of who does what and how. He would like to suggest to the City Council they appoint a subcommittee from both the Planning Commission and Council, to review the structure of the Town's committees and clearly define all the charges, duties, functions, etc. He thinks if someone knows he is in charge of something, it will be done. But if people do not know who is in charge, nothing gets done. Councilwoman Miller stated the City Council did this type of study 18 months ago. She thinks there should be further work on this, and feels the biggest problem is the lack of funds and other resources for the committees. Chairman Spencer stated that since this affected both the Council and the Planning Commisison, he would like to know how good are the recommendations th Planning Commission makes, if the Commission does not have the proper input from other committees. Also, do other committees realize their responsibility to the Planning Commission. As an example, some committees report to the Council, and may be this is wrong. Councilwoman Hiller stated the Environmental Design Committee should report to the Planning Commision. Chairman Spencer stats: the Commission does not know which committees they can give requests to. Discussion folloe!ed on this problem between the Commission and Councilwoman 'dill a r. Commissioner Schick asked what happened to the map in the Town Hall which shoi!ed all oaths, right-of-ways, easements. etc. She stated the Pathway Committee could not locate the map. Commissioner Perkins stated he thinks a joint committee could do a lot of work, in one or two meetings. It should be emphasized that if a committee is given a charge, it must have someone to listen to it. At the very least, once a year, all committees should have to make a report. This would set a goal for the commitz,.!ss. This is an important point, and he would urge that L if a joint committee is formed, Nr. Commissioner Young asked if the information storage and retrieval system of Los Altos Hills was better or worse than that of Portola Valley. Planning Consultant 'fader stated that the Portola Valey Committee on Trails and Paths (for example) when the information on easements, trails, oaths and plans have been properly prepared, is maintained at the TM,n Hall. Hhen there is secretarial assistance, a good deal of the material is properly kept. However, this is not true for all committees. Some committees operate by themselves, and materials are passed from member to member, in which case, the sane kinds of problems arise that are being experienced by Los Altos Hills. ��aterials have been lest and files are incomplete. Commissioner Young stated that most Town problems are caused by the failure to keep information and have it available when necessary. He is sure that everything that has been said tonight has been said many times before .nd will be repeated indefinitely. Commissioner Schick asked Planning Consutlant ;ader if he knew where the big map was, that she had been inauiring about. Commissioner Carico stated that when t:ie Pathway Committee felt the ,ork on the map was not being done properly, the Committee cut up the man and dis- tributed it to the various members of the Pathway Committee for additional work. Butler's address, and stated that as he lives on LaReha, which is a block off O'Keefe, he would not know about the traffic `r problem on O'Keefe. "Ir. Butler stated he has passed the stable at least twice a day for years, and the stable d&.s notcause a traffic problem, but the motorcycles in the area cause problems. Faith Vanguard spoke against the increase in the number of horses. Commissioner Perkins asked Mrs. '.'anguard if she objected to the number of horses now permitted at the stable,. Mrs. Vanguard stated she did not object to 14 hors's . and thought this was a very generous number. Janet Dowd spoke in favor on increasing the hu Lt; r of horses. She stated she uses O'Keefe Lane every day, and has never seen a horse trailer on O'Keefe. The stable!.is.. well run, and increasing the number of horses would not in- crease the traffic or fly problems. Jim ;unsie, representing the Los Altos Hills Horsemen's Association, stated he had checked the stable out, and it was one of the best run stables in the Town. The Association would like to see the number of horses increased. Commissioner Young asked Mr. Munsie how many horses can be grazed on an acre. fir. tlunsie stated for this area, it would take three acres per horse for grazing, but this was not r>1-.v,nt to a stable situation. Commissioner Young inouired how many horses did Mr. Munsie think the stable could handle. Mr. Fiunsie stated if the stable had proper facilities, more than 18. Carol Gotlee spoke in favor of increasing the number of horses. She also stated there was very little traffic on O'Keefe from the stable. The motor- cycleswere the problem. sir. Butler stated he felt it would be a conflict of interest if Commissioner Carico voted on this matter, as she was a resident in the area, and had personal feelings on the matter. Commissioner Carico stated she had check with the Chairman of the Commission concerning this, and was told that as a member of the Commission she could speak both as a citizen and as a member of the Commission. Commissioner Carico left the Commission table and sat in the audience. She spoke on the traffic problem on O'Keefe and the horse density of the :stable,, 4 and she was v:iinst increasing the number of horses. wi► Faith Vanouard reiterated the traffic problems on O'Keefe and Carado Lane. PLANNING COMMIssIM - June 12, 1974 C�;mcilman ilcReynolds stated the Council wanted to know the reasons for chang- ing the number of horses from 14 to 18. The Council wanted specifics,not %W generalities. Several years ago, this stable represented a threat to the Town as a whole for keeping horses, as the stable was not kept up and there was a bad traffic problem. At that time, the number of horses was reduced to 14. irs. Carico stated the reason the number of horses was reduced from "7 to 14 was not because the stable was not being kept up. The neighbors did not have any complaints about the stables. Commissioner Schick stated her reasons For voting no before included that people had protested against this stable before, and it takes courage to protest against a neighbor. 'Aso, O'Keefa Lane has not been fixed since this came up last time, wh+n the Plarning Commission decided the number of horses mould be 14, Just because the price on everything has gone up, the number of horses shou99not be increased. There is nothing to guarantee that Nr. Lbie will not ask for another increase in the number of horses next year. When h1r. Ugi;t boo:, ht the stable, it was with the understanding there would only be 14 horses. He should run the stable so he can make ends meet with 14 horses only. She is still against the increase. Commissioner Young stated that Mr. Ugie has the right to ask for an increase in the number of horses. He does not thin4: the four horses requested ^:ill have any efeect on the traffic on O'Keefe Lane. Everyone has stated that Mr. Ugie's stable is one of the best in Town. He has looked at it and the traffic problem on O'Keefe. The Tam owns some property on O'Keefe Lane p `, that is in worse shape than the stable. Further up on O'Keefe Lane, there is another stable that is really an eye sore. On the question of 14 versus 18 horses, no one at this me°ting is corpetent to decide this. Mr. Ugie has the right to increase the number of horses if be has had extra expenses. He is in favor of increasing the number of horses from 14 to M. Commissioner Perkins stated as he understands the Council's directive, they are concerned with the amount of traffic. He does not think the increese in the number cfhorses is an important factor. In the past, the general feeling of the Commission was that if proper care is given and if there are proper facilities, the stable can accommodate an increase in horses. It can not be determined at this time if the increase will createany problems. If there are problems, the processes are available to the Town to remedy the problems, and he is in favor of increasing to 18 horses. Commissioner Schick asked if the Commission would be setting a precedence if the number of horses .,..,s increased because of economic conditions. Commissioner Perkins stated he does not think this would set any precedences. Each case must be looked at on its own merits. Chairman Spencer stated the increase costs of runing a stable should not be considered. Nhat shouTl be considered is, is this good for the Town. There is no ordinance that states how many horses a stable may have. The only thing that seems to determine how a stable will be run is the quality of manage- ment. Shalome Acres seems to have good management, and if this aood manage- ment continues, the increase in horses should be approved. If the manage- ment deteriorates, the number of horses should be reduced. - 9 - PLANNING COMfiISSION - June 12, 1974 Commissioner Young gnv:t his background on horses and the keeping of them. He stated the criteria that should be used in judging stables in Town are (1) management and (2) facilities. A general discussion followed on this. Planning Consultant Mader reviewed the findings the Commision had to make in granting a use permit. The -.1estion that needed to be defined cjas not why Mr. Ugie wanted four more horses, but were four more horses acceptable under the criteria fiat had to be met frr granting a use permit. notion was made by Commissioner PERKIIIS, seconded by Commissioner YOUNG, this matter be referred back to the Council, with the Cornission reaffirming the position taken previously for the following rersons, (1) when the initial use permit was issued for 14 horses, the facilities were adequate for only 14 horses, at the present time the increase in horses to 18 is conditional to the increase in facilities to adequately handle 18 horses, (2) up to the present time, the management of the stables has been demonstrated to he more than satisfactory, and it is presumed this will continue, and (3) in the event of failure of the management or failure of the facilities to be ade- quate, there are adequate review processes available to the Town a-1 remedial action will be taken. Carico left the audience and-resumed'herpla^e at the Planning Commission' table. RECESS Chairman Spencer declared a short recess at 10:94 P.M., and reconvened the meeting at 10:12 PJ1. Chaff man Spencer stated the Commission would receive and review the subcom- mittee's report on the Adobe Creek Property, but the Commission eaould take no action on the requested amendment by "sr. Bellucci. Also, 'Ir. Bellucci had requested this matter be continued. Planning Consultant Hader reviewed the past actions on this conditional use permit, stating Mr. Bellucci was issued a conditional use permit for the Adobe Creek Lodge, which included a long list of conditions. Before Or. Bellucci had complied with all the conditions, and put the use permit into effect, he requested the use permit be amended. The amendment application was filed on January 8, 1974, and included changing the tennis courts and removing a parcel of land that had been used for picnic purposes, from the use permit. In 'larch, the Cormission appointed a subcormitte to check into the possible uses of this land. The suhcommittee will make its report to the Planning Commission tonight. This matter was continued indefinitely by the Planning Commission when the subcommittee was appointed. At Mr. B21lucci's request, this matter has been placed on the Commission's agenda, and re -noticed. The meeting tonight is a public hearing. Discussion followed on what kind of action the Commission could take on this matter. 10 PLANNING CoMmISSION - June 12, 1974 Commissioner Perkins stated the subcommittee consisted of Commissioners Carico, Lachenbruch and himself. The subcommittee met twice. Once was �. by itself and once withwith staff members. The memo, dated June 7, 1974, is in error where it names "ir. Eellucci as part of the subcommittee. The re- port has not been reviewed by the subcommittee, and is only a preliminary report. He reviewed the purposes of the subcommittee, the background work done and the questions raised by the subcommittee, the recommendations and findings made, and the recommendations made by the General Plan, concerning uses of this land. The subcommittee is recommending the amendment to the use permit be denied without prejudice for the following reasons, (1) ommis- sion of a portion of the property from the use permit, (2) the amendment consists of a major change from the original proposal submitted and on which the use permit was approved, (3) henceforth, a detailed professionally proposed proposal must be submitted with the application for a conditional use permit, and without limitations: the proposal should show specific uses for each part of the property, for each improvement, the number of families, the nature of the organizaion, the type of management, hours of operation and a clear statement whether any expansions will be planned or requested. The Town must be reasonably certain the proposed use is financially sound and not be forced at a later date to consider further expansions because of econ- omic hardships. He reviewed the work the subcommittee under took and the type of factors that should be cons i dered wher lroki.ng, at possible uses for a particular piece of land. He reviewed each section of the report in great detail. Commissioner Schick asked where in the revised General Plan it stated this t land is designated for private recreational use. Planning Consultant Mader stated this is shown on the map (%lan Diagram) and pointed it out on the map. Commissioner Young state the subcommittee should be commended for the amount of work they did and the short'tirr.. they did it in. Chairman Spencer asked what the Commission should do next, based on the re- port. Commissioner Perkins stated the report recommends the amendment to the con- ditional use permit be denied without prejudice. If the Commission cprroves the concept of having a proposal submitted, along with an application, in the future, then the Commission should state this. The Commission should also give the subcommittee guidelines on what the subcommittee should do next, i.e., should the subcommittee be enlarged? - 11- PLANNING COMISSION - June 12, 1974 Chairman Spencer asked if the subcommittee recommendation to deny without prejudice, would be the sane if the subcommittee had knorm that Hr. Bellucci was requesting this be continued. Commissioner Perkins stated it is up to dlr. Bellucti, if he wants to continue the matter. Or. Jack Robinson, attorney for Mr. Bellucci, stated they had planned to for a continuance, and suggested the matter be continued sino-day, until either the applicant or the Commission requests' it be placed on the agenda again. Also, the subcommittee should continue its work until it has finished a final report. He stated he would be fir. Bellucci's only contact with both the Town and the Commission and he will attend any maetings he is invited to. He would like to work with the subcomi*.tee on the report, so he can be sure he understands the report. Chairman Spencer stated the matter could be continued to an indefinite date and the subcommitee should finalize its report. If the subcommittee feels it needs additional help, it can request other people be appointed to work on the subcommittee.. When the final report is made, there should be some public discussion on it. Commissioner Carico asked if the Chairman was requesting the Commission continue this matter and the subcommittee itswork. Chairman Spencer stated the Commission could continue 1r. Bellucci's appli- cation to an indefinite date. The subcommittee would then have time to finish its report. Commissioner Perkins asked if the Commissioners had any comments on the report. If so, he would like then to submit the torments to him in writing so they can be incorporated in the report. Commissioner Carico stated she did not think the application before the Commission could be considered because the City Attorney had ruled that the one parcel that had been requested for removal from the conditional use permit must be included. Disuussion follouied on this point. Motion was made by Commissioner CARICO, seconded by Commissioner SCHICK, this amendment to the conditional use permit for Adobe Creek Lodge, File Ho. During discussion on this matter, it was decided the meetings would be held at 4:70 P.a., and , they would only be notified if a meeting was cancelled. City Engineer Russell gave some background on the Site Development Committee. Chairman Spencer stated he was preraring some materia or the Commissioners, listing possiblewr,ys of improving effenciency in their meetings, and he would get this material to each of the Commissioners as soon as possible. Discussion followed on this matter. Commissioner Young asked what was happening with the suggestion made by the Commission that the subdivision ordinance be changed to include despriptions of surrounding properties,Ws subdivision maps are prepared.
