Commissioner Young called the meeting of the Variance and Permit Commission to
order in the Board Room of Foothill College, 12345 E1 Monte Road, Los Altos Hills,
at 6:43 P.H.

Assistant Planning Consultant Vlasic stated Mr. Happ has requested building
site approval for Lot 7, Tract 1583, located at the intersection of Taaffe
Road and Vista Del Valle Court, consisting of 1.nO2 acres of land. The staff
in a memo of September 5, 1974, recormends approval, subject to the condition -
listed in the memo, and that this site be found categorically exempt under
the provisions of the California Environmental Quality Act.
Paul Naaack, engineer for the applicant, reviewed the map and pointed ,out re
errors in drainage notations, stating the drainage flans "
+ofard 'A' to Del Valle Court.
After discussion on the drainage problems, Commissioner Young suggested this Ir.
ter 'e continued to later in the meeting, as not all persons concerned with
this property were present.

S1an anm ng Consultant Vlasic stated Mr. Bell has requested building
site approval for a portion of resubdivision of Lots 2F, 30, 31, 32 and 33,
Blanco Ranch Subdivision, Assessor's Parcel Number 182-30-001, located at the
end of Toyon Place, off Moody Road, consisting of 1.14 acres of land. The
staff in the memoof September 6, 1974, recommends approval, subject to the con-
ditions listed in the memo and that this site be found categorically exempt
t under the provisions of the California Environmental Quality Act.
Mr. Stephen McReynolds spoke on the drainage problems in the area and questior
the name "Toyon Place" as the correct name for the road.

Discussion followed on the name of the road, and Mr. Bell's access right to
use the road.
City Engineer Russell requested Mr. McReynolds furnish the Town with a copy of
the Superior Court judgement concerning the name of the road and who has access
rights to use the road.
Also speaking on the name of the road were Mr. David d?s30n,speaking in favor
of the name "Toyon Place", and Mrs. Florence Favor, speaking in favor of the
name "Moody Court".
Upon Commissioner Perkins' inquiry concerning Condition 1, road improvement,
City Engineer Russell stated the details for the road improvement still had to
be worked out, as the road is a private road.
Mr. Bell stated the neighbors in the area have a fund for improving Moody
Court, which would only leave Toyon Place for him to improve.
Discussion continued concerning the road improvements and the pathway require-
ments.
Motion was made by Commissioner PERKINS, seconded by Cormissioner LACHENBRUCH,
this building site approval request be approved, subject to the conditions
listed in the staff memo of September 6, 1974, and that this site be found
categorically exempt from the California Environmental Quality Act. 'lotion

Assistant Planning Consultant Vlasic reviewed the staff memo of September 5,
1974, recommending approval of the buiding site request by sir. Happ, and the
drainage problems.

City Engineer Russell reviewed briefly some of the drainage problems at the
intersection of Taaffe Road, and recommended a berm be installed around the
southeast corner of the property and a drain be placed underneath the drive-
way to direct the flow of water.
Mr. Happ stated the drainage is all down hill from his property. He expressed
concern about Condition 1, requiring in lieu fees or road improvements on
Taaffe Road an: Vista Del Valle. He also inquired about which road he could
use for access.
During discussion, it was clarified that either street could be used for ac-
cess from the property, and that either in lieu fees or road improvements
would only be necessary for Taaffe Road.
Hoticn was made by Commissioner PERKINS, seconded by Commissioner Lt,CI'EJ RUCs ,
the building site approval request for the Lands of Happ be approved, subject
to the conditions listed in the staff memo of September 5, 1974, and that this
site be found categorically exempt from the California Environmental Quality
Act. Notion was unanimously approved.

site approval for Lot 1 and Lot 2, Tract 2517, Arastradero Road and Thendara
Way, consisting of .894 acres of land for Lot l.and 1.000 acres of land for
Lot 2. The staff in the memo of September 5, 1974, recommends approval of eaci
lot, subject to the conditions listed in. the memo, and that each lot be found
categorically exempt under the provisions of the California Environmental
Quality Act.
Mr. Rogers inquired about Condition 1, Lot 1, concerning the in lieu fees or
road improvements to Arastradero Road.
City Engineer Russell stated as Arastradero Road, along Mr. Rogers' property,
is entirely within the city limits of Palo Alto and that city does not have
any road improvement requirements similar to Los Altos Hills, no in lieu fees
or road improvements will be required for the length of the property.
During discussion on the fill and drainage of Lot 1, Commissioner Perkins re-
viewed some of the drainage problems and the lot size.
Motion was made by Commissioner LACHENBRUCH, seconded by Commissioner PERKINS
the building site approval request for Lot 1, Lands of Rogers, be approved,
subject to the conditions listed in the staff memo of September 5, and that
this site bi found categorically exempt from the California Environmental
Quality Ac':. Motion was unanimously approved.
Motion was made by Commissioner PERKINS. seconded by Commissioner LACHENBRUCH..

subject to the conditions listed in the staff memo of September 5, and that

Quality Act. Motion was unanimously approved.
Commissioner Perkins stated he voted approval of the 4uilding site with re-
luctance and requested careful review at the Site Development stage.
ADJOURNMENT
Motion was made by Commissioner PERKINS, seconded by Commissioner LACHENBRUCH,
the meeting be adjourned. The meeting was adjourned at 7:50 P.M.
