MINUTES —li-iairman Spencer stated the Minutes of September 11, 1974, would stand ap- proved as submitted. REIIEIJE0 REPORT ON REVISIONS TO THE TOWN'S SUBDIVISION ORDINANCE ss stant P ann ng onsu tint as c str ute t e ra t of Section II of the Subdivision Study and reviewed the recommended time schedule, stat- ing a complete review of Section II would be done at the Commission Meeting of October 23. He reviewed the draft of Section I briefly, and showed slides pointing out the various points brought out in the Section I draft, including subdivision design, lot size, density, road improvements and land- scaping. RECESS Chairman Spencer declared a short recess at 8:05 P.M., and reconvened the meeting at 8:10 P.M. During discussion, Commissioner Young stated the term "rural living" needed to be defined. Open space in the Town was also briefly discussed. Discussion followed on the October 19 field trip scheduled for the Commis- sionand it was the consensus of the Commission to meet and discuss items cove,red in Section I of the Draft on the Subdivision, instead of going on a field trip, as mast of the Commissioners had previously seen most of the areas that would be discussed. Crowell, President of Inwood Corporation, dated August 27, 1974, he requested this subdivision be exempted from the moratorium on subdivision, as he did not feel this subdivision raised any of the Sig.iflcant items mentioned in the moratorium on subdivision resolution. Assistant Planning Consultant Vlasic reviewed the tentative subdivision map briefly, stating the staff, in the memo dated September 19, 1974, recommended this subdivision be exempted from the moratorium. Motion was made by Commissioner PERKINS, seconded by Commissioner YOUNG, the Commission recommend to the City Council the request for exemption from the subdivision moratoiuum by the Lands of Jesus Christ of Latter -Day Saints, Stonebrook #2 Subdivision, be approved. Motion was carried by the following roll call vote: AYES: Commissioners YOUNG, CARICO, LACHENBRUCH, PERKINS, SPENCER. NOES: Commissioner NONE. ABSENT: Commissioners SCHICK, PHILLIPS. APPROVED TENTATIVE SUBDIVISION FOR THE LANDS OF STEDMAN, PAGE MILL ROAD, LOS ALTOS HILLS Chairman Spencer stated that if any Commissioner had a quest:.;n on any of the items mentioned in the "Check List", it should be brought up, but the "Check List" would not be reviewed item by item, as all items had been dis- cussed in length at other meetings. A brief discussion was h,:ld on Item 17, concerning street width at the fire hydrants and Item 4, concerning lot size and right-of-way requirements. Commissioner Young stated Item #5 should have the following sentence added to it, "If and when the Purissima Hills Water District installs a water tank, bordering on this subdivision, the Planning Commission will review the requirement for the emergency access road, with the possibility of this subdivision using the road installed by the Water Company, instead of the presently required emergency access road." Following discussion on the type of paths to require, it was the Comnission's consensus that Item #26 should be added, "Pathway standards are to be re- viewed at the improvement plan stage, and modified as appropriate." Motion was made by Commissioner YOUNG, seconded by Commissioner PERKINS, the Lands of Stedman Tentative t1ap be approved, subject to the conditions listed in the revisad "Check List", dated September 16, 1974, and the conditions added by the Planning Commission. Following discussion, motion was made by Commissioner CARICO, seconded by Chairman SPENCER, the Planning Commission accept the recommendation of the staff, ind recor,mend to the CCUncil the resolution imposing a moratorium on subdivisions in Los Altos Hills, be extended. Motion was unanimously ap- proved. Chairman Spencer stated this matter would be continued to the meeting of October 23, 1974. rnuun aaarannN;mFNT OF A PORTION OF ELENA ROAD TO BE IN CONFORMANCE 14ITH GENERAL ruvu Chairman Spencer reviewed briefly the letter received from the City Attorney concerning the findings the Commission must make prior to the Town abandon- ing a portion of Elena Road. Following discussion, motion was made by Commissioner YOUNG, seconded by Commissioner PERKINS, the Commission find the abandonment of a portion of Elena Road is in conformance with the Town's General Plan. Motion was unan- imously approved. CONT GEffE&ED PUBLIC HEARING ON THE SCENIC HIGHWAYS ELEMENT OF THE LOS ALTOS HILLS ;lotion was made by Commissioner LACHENBRUCH, seconded by Commissioner CARICO, this item be continued to the meeting of October 23, 1974. Motion was unani- mously approved. ;ONTINUED TO OCTOBER 23, 1974, RECOMMENDING NN1E FOR MOODY COURT-TUYUN FLAU ngrw City Manager Crowe stated this item had been referred to the PlanningCommis- sion from the City Council. The road, known as Moody Court and/or Toyon Place had never been officially named by the Town. The Council had requested the Planning Commission make a recommendation for the name of this road, tak- ing into consideration the name the residences on the road are currently using. He reviewed briefly the memo which had been sent to the Planning Com- mission, giving the background on this matter. Following discussion, motion was made by Commissioner PERKINS, seconded by Commissioner LACHENBRUCH, this item be continued to the meeting of October 23, 1974, so that a map could be forwarded to the Commissioners showing the entire area under consideration, including all roads, etc. Motion was unani- mously approved. Chairman Spencer stated that in the future, the Secretary should check with the Commissioners on the Monday prior to the Commission Meeting, instead of Wednesday, for who will or will not be at the Wednesday meeting. Chairman Spencer stated attendance at the Site Development Committee meeting was good. However, he would like to have all Commissioners serve on this Committee. Discussion followed on how long a Commissioner s)ould serve on this Commit- tee. oTrM1 •„CAAf ft7TIMI rnAlrrDmipr me oanoncFn WATER TANK BY PURISSIMA HILLS ul Jl nlll Commissioner Perkins inquired about the proposed water tank by Purissima Hills Water District, and the questions the Commission had raised concern- ing the draft Environmental Impact Report. He requested the staff check into this and report back to the Planning Commission. HELD DISCUSSION ON THE OPEN SPACE COMMITTEE Commissioner oung stafeu rle was the Mairman of this Committee, however the Committee has never met. He feels the Town should not acquire any more open space land until it can maintain the present open space land it has. Commissioner Perkins requested this matter be placed on the agenda for the meeting of October 23, 1974, for further discussion.
