Chairman Spencer called the meeting of the Planning Commission to order in the
Board Room of Foothill College, 12345 E1 Monte Road, Los Altos Hills, at 7:50 PM.

MINUTES
Commissioner Young stated on Page 4 of Via October 9, 1974,Minutes, under
"Open Space Cormittee" the beginning of the second sentence should be chang-
ed from "He feels", to "It is his personal opinion".
Motion was made by Commissioner LACHENBRUCH, seconded by Commissioner CARICU.
the Minutes of October 9, 1974, be approved as corrected. Motion was unani-
mously approved.

It was the consensus of the Planning Commission that since several members
of the Commission were not present at the meeting, and t` -are are strong
feelings concerning private roads in Los Altos Hills, this item should be
continued to the Planning Commission Meeting of November 13, 1974.

Assistant Planning nsu tant Vlasic stated a proposed orw!inance, entitled,
"Architectual Landscaping and Site Plan Consideration" ha,! been prepared by
the City Attorney, and referred to the Planning Commsssion by the City Coun-
cil for review and consideration. He reviewed the proposed ordinance brief-
ly, stating he felt it gra.' both too comprehensive and too general and i1
not provide enough guidelines for proper application by the Planning Co^mis-
sion and staff.
During discussion, each of the Commissioners stated objectives to the pro-
posed ordinance, which included
Commissioner Lachenbruch - (1) an ordinance that gives architectual
control to the Town is a big step in contro"liniindividual rights:
(2) :his ordinance would put an enormance burden on the Town in
trying to implement it; (3) the ordinance does not establish a
body of experts qualified to pass on architectual matters; (4)
the ordinance does not establish criteria for governing this body;
(5) the ordinance does not establish any objectives or projects
for this body to achieve.

Commissioner Carico - (1) this ordinance would place too much of a
burden on the Planning Commission; (2) she is against trying to
tell anyone, who conforms to the Town's ordinances and regulations,
the style of structure he can build on his property.
Commissioner Young - the wording in this ordinance is very similar to
the conditions containi;rg restrictions for building in tracts
throughout the County, and which apply only to structures that
are in existance. The changes reauiraa are for changing structures
so they will conform with the remainder of the tract. This type
of thing is impossible to attain in this Town. The ordinance is
too subjective. Instead of this ordinance, he would suggest that
ar�hitectual control in this Town should be confined to (1) the
least amount of disturbance to the soil and (2) the maximum cover-
age of the finished structure, with landscaping, within a reason-
able length of time. Structures should blend with the natural
landscape of the land.
Chairman Spencer stated that from the comments made by the Commissioners,
it was the consensus of the Commission t is particular ordinance not �e rec-
commended to the City Council for adoption.
CONTINUED REVIEW OF REPORTS ON REVISIONS TO THE TOWN'S SUBDIVISION ORDINANCE
,Assistant Planning Consultant Vlasic distributed the draft of Sections III,
IV and Revised Appendix A, and briefly reviewed the contents of the draft.
He also briefly reviewed previously distributed Section II, stating all
sections would be reviewed by the Commission at the special study session
meetings sc`aduled for Saturday, October 26 and Wednesday, October 30.
A brief discussion was held between the staff and the Cormission concerning
these sections.
RECESS
Chairman Spencer declared a short recess at 8:20 P.M., and reconvened the
meeting at 8:26 P.M.
Assistant Planning Consultant Vlasic stated a letter had been received from
Mr. Morgan, requesting this matter be continued to the next meeting as not
all required information had been received from the Santa Clara Vp1lev "
'later District Office.
Motion was made by Commissioner CARICO, seconded by Chairman SPENCER, this
matter be continued to the meeting of November 13, 1974. :lotion was unani-

Highways Element of the Los Altos Hills General Plan, dated February 9, 1974,
stating the comments made by the Environmental Design Committee had been in-
corporated into the element, as noted in the memo dated September 5, 1974.
Discussion followed among the Commissioners and the staff concerning the
element as written and revised, and the comments concerning the element made

by the Traffic and Public Safety Committee, the Commissioners were concerned
about the handling of this matter. It was felt that the difficulty stemmed
from the failure to property communicate �qith the Committee and lack of
initial staff backup to the Committee to provide the necessary background,
so that the need for the element and its objectivies could be properly eval-
uated.
Motion was made by Commissioner YOUNG, seconded by Commissioner CARICO, the
Planning Commission approve the proposed Scenic Highways Element of the
General Plan as presented with the memo dated February 9, 1974, and revised
with the memo dated September 5, 1974, and the Commission urge the City
Council to adopt this element as approved by the Commission. notion was
carried by the following roll call vote:

Motiin was made by Commissioner YOUNG, that "Moody Court" be teminated at
the angle bend and the two other roads be designated as un -named private
driveways. Commissioner Young withdrew his motion.
Motion was made by Commissioner YOUNG, seconded by Commissioner LACHENBRUCH,
the name "koody Court" be applied to the existing "Moody Court" and "Cen-
tral Drive" as shown on the map presented to the Commission, up to the
boundary line of the Tovm of Los Altos Hills property, and that "Toyon Place"
be designated as an un -named private driveway. notion was carried by the
following roll call vote:

City Engineer Russell stated the final improvement plans for the ^foody
Heights Subdivision had been submitted to the Planning Commission for their
approval, as sti,':'.ated in the "Check List" when the tentative subdivision
map was approved. He pointed out the sewer line -in Moody Springs Court and
Moody Road and the possible problems with the angle of slope, and suggested
there be a flow in the line of not less ".,.., 1-1/2 second feet. He also
stated the requested pathways should be two types of paths, a T,,,re A and a
f..,-- 2B, and suggested there be a in -lieu fee for the Type 2B pathway, as
this pathway will not go anyi,here a': the present ;'.m.=.
Assistant Planning Consultant Vlasic reviewed the pathway along Moody Road,
and the type of pathway that is needed in that area.
Discussion followed on the pathway needs in the subdivision.
Paul Nowack, engineer for the applicant, spoke on the pathway requirements
for the subdivision, and the sewer lines and manholes, stating theywould
give a 10-f,ot slope easement on Lot 5 for the future pathway along the edge
of the property.
During discussion, City Engineer Russell suggested that a new map be pre-
pared, shoving the changes discussed by the Commission, and if it reflects
all the requested changes, the Chairman of the Commission sign the corrected
map.
Assistant Planning Consultant Vlasic reviewed the grading for the drive..•iay
for lots 2, 3 and 5, stating there should be a note on the improvement
plans that this will be da,e at the time the road improvements are made to
Hoody Springs Court. The landscaping and cuts and fills should be con-
toured so as to blend as much as possible to the land, should also be noted
on the improvement plans, along with the stop sign and ston bar on Ploody
Springs Court, and the uncontrolled fill on lot 3 should he removed and
re -compacted.
!lotion was made by Commissioner LACHENBRUCH, seconded by Commissioner CARICO,
the Planning Commission approve the improvement nlans for the 'foody Heights
Subdivision, Tract No. 5597, subject to the changes made by the Commission
and staff, and that a corrected map be submitted to the Chairman of the Com-

Chairman Spencer stated the Town has open space lands within the Town and
has approved an Open Space Element of the General Plan. The question has
been raised on how the Town plans to develop these lands.
Commissioner Carico stated the Planning Commission has previously stated to
the Council the Commission will appoint a committee to study the question
of open space in the Tarn.
During discussion, the question was r„ised, "What is open space?” and the
meaning given in the General Plan.
During further discussion, Commissioner Young reviewed some of the problems
concerning acquisition and maintenance of open space.
It was the consen ;e: of the Commission the staff check the approved budget
for any funds which may have been approved for open space studies and prob-
lems.
ENVIRONMENTAL I (PACT REPORT BY
Chairman S enter stated the final-nvironmental Impact Report 1y the Puris-
sima Hills County Hater District Company did not answer all the questions
pos d by the Planning Commission.
Following discussion, Chairman Spencer stated he would request the City
City Council to obtain a complete copy of the final report for review by
the Town and Planning Commissioners.
REVIEWED PATHWAY EASUlEPiT ALOHG MOODY ROAD
Commissioner Lachenbruch stated most of the pathway easements along Moody
Road have been obtained by the Town, and a master design should be drawn
up.
Following discussion, Chairman Spencer stated he i^+ould sneak to the Chair-
man of the Committee concerning this matter.
