Chairman Spencer stated the Minutes of November 25, 1974, �aould stand
approved as corrected.
Chairman Spencer annointed Cormissioner Phillips to replace Commissioner
Young, and Chairman Spencer to reolace Commissioner Lachenbruch, on the
Variance and Permit Commission, effective at the next neetinq.

fir' Following discussion, it was the Com.ission's consensus a list of prior-
ities and how much money to spend on each should be worked out between
the City Manager and the Planning Consultant.

TO
Planning Consultant Mader stated more time had been spent on the study for
subdivision ordinance revisions than the contract for the study called
for, and he suggested the Commission tonight review the most pressina
suggested changes, and at the next meeting review all chengcs that had
been approved. A public hearing could then be set for the following
meeting, on the changes. All items not approved eitrar tonight or at
the next meeting could either be deferred to another study, or if the
Council approved a modification to the nresent contract (at their next
meeting, December 18) the study could continue on those items not yet
resolved.
City Manager Crowe stated the proposed modification to the contract, and
the additional fee requested by the Consultants for coa`;�w:ac tko Stu y,
would be presented to the City Council at their next aeeting, December 18.
Commission Carico stated she would like the minutes to show, "that s„._
appreciated very much Mr. Mader's "tine is money". ,aaever, if h" sit-
uation is going to come to this, and if the Council might not all—ate
the additional money, she would like to have been notified a long time
ago that the Commission was not going to be able to complete the entire
study at this time. She really thinks that as Planning Commissioners,
they will be doing a great dis-service to the people who are waitinn for
the moratorium to be finished".
Planning Consultant Mader reviewed the November 29, 1974 memo to the Com-
mission, which outlined proposed changes to the subdivision ordinance,
concerning grading, building area and tuilding facade height. Under the
proposed grading revisions, the height of fills would be limited to not
more than 10 -feet, and the maximum cut would be limitad to 8 -feet, except
these limitations may be exceeded for the purpose of rounding a cut and
fill surface.
Following a lengthy discussion, motion was made by Commissioner PHILLIPS
seconded by Commissioner PERKINS, the proposed changes is Section 9-3.404
on page five of the November 29, 1974 memo be approved. 'lotion was unan-
imously approved.
Planning Consultant Mader ' reviewed proposed changes for slopes of cuts
and fills, which would add Section 9-3.404.1 to the Municipal Code. This
section would define the maximum amount of slope of any cut or 'ill not
to exceed two horizontal to one vertical, except; where the soil and geol-
e.iy provides acceptn'1_ stability and ability to sustain vegetation and
ease of maintenance is not lessene "

Following discussion, motion was made by Conmissioner CARCO, the sug-
gested modifications to Section 9-4.602(c) he noroved. notion died for
lack of second.
Follm4ing further discussion, motion was made Ly Cormissio,iur PHILLIPS,
modifications to section 9-4.602(c) be &pnroved, with 'e:e follooing chan-
ges (a) be changed from 8,000 square feet to 6,0Cn sgc6re feet and (c) be
eliminated. Commissioner Phillips withdrew his motion.
After further discussion, motion was mad-, by Commissioner SCEIIIX, seconded
by Chairman SPENCER, the suggested rin-M fi cations to Section 9-4.60L(C)
be approved, with the following changes (a) be changed from 8,000 souare
feet to 6,000 square feet and (f) be changed to 3,5nn square feet of the
6,000 square feet within the 160 -foot dial—ter circl: Motion failed on
a show of hands.
Following further discussion, motion was made by Commissioner PERKINS,
seconded by Commissioner YOUNr, the suggested modifications 'o Scction
9-4.602(c) be deferred for action until all other items have been decided
upon. notion was approved.
Planning Consultant Mader reviewed the Proposed changes for building
facade height which would add subsection (1) to subsection (a) of Section
9-5.503 of the Municipal Code, limiting any building face to not to exceed
24 -feet, excepting when offsets are more than a -feet kn,iet. merr *dao

Following discussion, motion was made by Commissioner PHILLIPS, seconded
by Commissioner SCHICK, the building facade height proposed change to
subsection (1) of subsection (a) of Section 9-5.503, be approved. Commis-
sioner Phillips withdrew his motion..
Following additional discussion, motion was made by Commissioner PERKINS,
seconded by Commissioner CARICO, the proposed changes to subsection (1)
of subsection (a) of Section 9-5.503 be deferred until further work is
done on it. Motion was unanimously approved.
Planning Consultant Mader reviercd Proposed changes for Section 9-3.404
of the Municipal Code concerning road grading. The proposed coange state's
that the combined height of cut and fill at any road cross-section shall
L � not exceed 32 -feet, and the maximum height of cut shall not exceed 2n -feet.
Y During discussion, Chairman Spencer directed the staff to revier: the cross
sections of roads in some past subdivisions, checking the percentage of

of slope of the roads and the height of t, -I- cc',s and fills, and report
the findings to the Comrassion at their n,. 'I- meeting.
Planning Consultant Hader reviewed pro,xsed changes for the road pavement
width section of the December 2, 1974 memo; pane 1. The proposed changes
would standarize road as follows: arterial roads - 24 -feet; col-
lector roads - 22 feet; local roads - 20 -feet; cul-de-sac roads - 16 -IP
feet, with the City Engineer determining when the 16 -foot width may be
used.
During discussion, Commissioner Perkins recommended the astrlldc naragraph
at the end of this section, relating to cul-de-sac and rr,vate roads may
be 16 -feet wide at the determination of the Civ Engineer, Le deletc.i,
Follaiing further discussion, motion was made by Comriissioner PHILLIPS,
seconded by Commissioner SCHICK, the asterickpa'ragra3h be removed from

Planning Consultant Plader reviewed proposed changes fr.r the road curbs
section of the December 2, 1974, neuro, page 2. Prop -'sed changes inclu•'e

study on subdivision revisions to the Town's subdivision ordinance. 'lo-
