Present: Canussioners Cariro, Perkins, Rydell, Absent: Comidssicner Young Also oresent: Town Engineer Alexander Russell, Secretary Ethel Hopkins 7151 : b , ,w 1. 1977-78 Inputs to the Budget: Stewart, Schick and Hahn Town Planner/lhgineer John Markl, Chairman Hahn addressed the Camdssion concerning the City Manager's memorandum to the Planning Camuission dated January 21, 1977 with a copy attached of. Cmdssicner Cameo's memorandum of May 11, 1976 concerning* a $5,000 request for the purpose of purchasing planning naps. He noted that the $5,000 for naps would not need to be re -submitted for the 1977-78 Budget, but would stay in the budget until the expenditures were actually made for the maps. Mr. Hahn wished added to the list of work programs to be considered the seismic plan and other input from Mr. Cotton and the pathway map the Pathway Cmmttee was to have prepared. cmeussioner Caries clarified that the nap the Patt*my Camdttse is working on is not the master pathway map that the Ommssion had requested in the $5,000 expendita,xe item for maps for the Crnmissian. She stated that she had clearly specified to the City Manager and the Council that what her proposal had called for was professional maps. M7FICN SECCNDED AND CARRIED: It was moved by Cmmissioner Carim and seconded by Ca nissionner Penicins that a reminder be sent to the Council and Mr. Crowe that the $5,000 that the Planning Ommissian had requested for the six maps had been granted and had been included in the previous year's budget, but the Camuission had not seen anything of the maps. The statement was added that even if the cost of the raps has qone up, the Planning Comuissim still warts the maps. The iroticn passed by unanimous vote. Commissioner CarieD noted that several other matters were pertinent in this discussion on the Seismic Safety Plan for the Town and were contained in a memo from the City Clerk dated "%a16�' February 17. They were the motions passed directing the Planning Commission to produce a plan to racy out the six residential areas in the General Plan,, and to permit professional. help to be hired to bring zoning ordinances into 3/-31j7 ootformance with the General Plan.' Mr. Russell, however, promised to call Mr. Cotton, the Tosco Geologist, to find out the status of a colored map and a study of the overall fault zones in the Town after Mrs. Schick questioned him about where this information was that had been paid for by the Tuan. 'there was further discussion on the location of fault zones and the interpretation of geological information as it applied to approving subdivisions. Commissioner Cari.co stated that without a direct statement in the ordinance to the effect that subdivisions with faults in them would not be considered, properties such as the Wild Barley Hill Subdivision with faults running through than must be dealt with in compliance with the ordinances available. Discussion returned to the best way to gain professional help to obtain a good map of current and future pathways. MMCN SECCND D AND CARRIID: It was moved by Commissioner Schick and seconded by Commissioner Perkins that a request for a professional Master Path Plan for the City of the Tuan of Los Altos Hills be placed in the planning budget, and to that end it was requested of the Town Manager to provide an estimate of the cost of the plan and to present it at the next Planning Commission Meeting. Motion passed unanimously. Commissioner Carico asked thereafter that the minutes of the previous year be checked to see if a professional pathway plan had been requested in the past. Commissioner Schick stated that what had been requested was that someone take the existing legal paths the Tuan has and to take proposed paths and put therm also on the map in conformance with the General Plan. Discussion followed thereafter an the matter of the motion made by Councilman McReynolds at the February 16 Council meeting to the effect that professional help was requested to bring zonina ordinances into conformance with the General Plan. IMICN SECONDED AND CARRIED: It was moved by Commissioner Perkins and seconded by Cmmissio ner Hahn to ask the Tuan Manager to provide the Cmudssicn with an estimated lost of some professional help that is qualified with respect to the commahity's problems to bring the Tuan Ordinances up to date and to assist in general planning. The motion passed by unanimous roll call vote. Discussion rn Parking of Motor Hares re City Manager's Letter of January 20, 1 to Mrs. Elsa Pring: Chairman Hahn reviewed Sections 9-5.220 (P.284) and 9-5.703(c)(p. 297) of the Town's Municipal Cade as they related to house trailers and to the letter from Mfrs. Pering which had been sent to the Planning Commission for their recc mendations. Discussion followed concerning what setbacks and screening would apply to a house trailer parked on a concrete pad and used as a possible secondary dwelling. It was the question of the Planning Commissioners whether a new ordinance was needed and if it was the intent of the City Council to ask them for a definition of a motor vehicle use. Cmvdssioner Carico wanted to know why the City Manager was not present to enlighten them further. AYES: Commissioners Carico, Rydell, Stewart, Schick sod Hahn MAFS: Commissioner Perkins ABSTAIN: None Thereafter, it was requested by the Commissioners that the matter of Motor Vehicle and Motor Hares and Boats be agendeed for the meeting of February 23. 3. Memorandums for Tentative Map Acceptance for riling and Ordinance 232 Compliance Review: Mr. Hahn noted that Mr. Perkins' memorandum of February 4, 1977 and the inputs they had received fran Mr. Markl, Tuan Planner/Engineer were for the purpose of mekina sure that the Planning Commissioners have all the information they need on tentative reps. Commissioner Perkins stated that it was imperative that slope density calculations be carefully checked. 4. Ymnorandum from the City Manager on Pathway Committee Reports: In response to the City Manager's proposal that the Pathway Committee be allowed to speak during the time when the Staff is reviewing information on the subject land transaction, the Commission passed the following motion: It was moved by Commissioner Perkins, secorrnded by Commissioner Schick, and passed by unanimous roll call vote that henceforth the Pathway Committee's recommendations on subdivisions and other maps shall be integrated in the staff report. Planning Cmmissicn Fdrutes: Chairman Icahn stated that Commissioner Rydell had raised the issue of letting the City Coumcil have the unapproved Planning Commission minutes so that they would have the Planning Ctnmissicn input and information on tentative maps sent to thein. It was decided thereafter, that Mr. Creme should be consulted on this, and the consensus feeling of the Comnissioners that the minutes should go to the City Council with the tentative maps recamended for approval. Commissioner Carico noted that at the joint City Council and Pl meeting of January 4, it was proposed that a table ok organizaticr{I�`a�°vsed ("'- that would show the responsibilities of the Council, Ctmnission, and Committees. She wanted to know what action had been taken on this, and when the minutes of the meeting would be available. OID BLUIN SS: Camdssioner Schick stated that she had been asking for some time for information on when all conditional use permits in the Town would be reviewed and brought ip to Town standards. NEW BUSINESS: Chairman Rahn noted that at the City Council meeting of February 16, a motion had been passed requesting the Planning Commission to have hearings to bring the site of the Tann Administrative Offices, Meeting Hall, and Water District Offices into conformance with the General Plan requirements, and to make the necessary zoning changes to accomodate these facilities within the Tawe. Town Engineer Fussell noted that it would take two separate actions to Inform with the City Council's directive. There was no decision made on the matter. Comiissiouer Carico stated that she wanted the City Attorney present for a discussion on the matter.
