Approve the request for a Site Development Permit for the exterior lighting and <br /> landscape screening plan for the north side of the home, subject to the attached conditions <br /> of approval in Attachment 1 <br /> BACKGROUND <br /> The City Council approved the applicant's landscape plan on appeal subject to certain conditions. <br /> One condition of approval requires that the applicant submit a landscape screening plan for the <br /> north side of the residence (west of the bay tree). This was after residents on Old Snakey Road <br /> testified at the Council meeting that there was inadequate landscaping proposed along the north <br /> side of the residence. The plan is subject to review and approval by the Planning Commission. <br /> The Planning Commission also directed the applicant to return with an exterior lighting plan that <br /> significantly minimized lighting visible from offsite. <br /> DISCUSSION <br /> Landscape Screening <br /> The major screening components of the landscape screening plan for the north side of the home <br /> consists of the following: <br /> Quantity Size Species Reference#shown on plan <br /> 24"rootball <br /> 3 10'-12' high Quercus Agrifolia 19 <br /> 6'-7' wide <br /> 7 15 gal. Toyon 2A <br /> Small shrubs including Oregon Grape and Sticky Monkey Flower are also proposed. <br /> Outdoor Lighting <br /> For the upper level of the home facing north and northeast, the applicant is proposing to replace <br /> the wall mounted lantern style fixtures with step lights installed approximately 12 inches above <br />
