RE: SITE DEVELOPMENT PERMIT FOR AN EXTERIOR LIGHTING PLAN AND
LANDSCAPE SCREENING PLAN(NORTH SIDE);LANDS OF KERNS;FILE#225-03-

RECOMMENDATION That the Planning Commission:
1. Approve the request for a Site Development Permit for the exterior lighting and
landscape screening plan for the north side of the home, subject to the attached conditions
of approval in Attachment 1
BACKGROUND
The City Council approved the applicant's landscape plan on appeal subject to certain conditions.
One condition of approval requires that the applicant submit a landscape screening plan for the
north side of the residence (west of the bay tree). This was after residents on Old Snakey Road
testified at the Council meeting that there was inadequate landscaping proposed along the north
side of the residence. The plan is subject to review and approval by the Planning Commission.
The Planning Commission also directed the applicant to return with an exterior lighting plan that
significantly minimized lighting visible from offsite.
DISCUSSION
Landscape Screening
The major screening components of the landscape screening plan for the north side of the home
consists of the following:

Small shrubs including Oregon Grape and Sticky Monkey Flower are also proposed.
Outdoor Lighting
For the upper level of the home facing north and northeast, the applicant is proposing to replace
the wall mounted lantern style fixtures with step lights installed approximately 12 inches above

the deck floor. Only one wall mounted incandescent fixture is proposed for the upper level near
the main entry. At the garage level, the applicant is proposing the installation of two partially
shielded lantern fixtures, two carport ceiling lights and two security flood lights on motion
sensors. A condition of the lighting plan approval, requires the lights to be permanently shielded
or shrouded.

RECOMMENDED CONDITIONS FOR SITE DEVELOPMENT PERMIT FOR A
LANDSCAPE SCREENING PLAN (NORTH SIDE ONLY) AND EXTERIOR LIGHTING
PLAN

A. PLANNING DEPARTMENT:
1. The applicant shall be responsible for installing all plantings required for screening, as
identified on the landscape plan date stamped by the Town for March 8, 2004, not later
than May 1, 2004. The 24" rootball oak trees shall not be less than 10' high and 6'
wide.
2. The code compliance deposit required per the City Council shall be returned to the
applicant at such time as the Planning Director determines that all outdoor lighting
fixtures, hardscape improvements, structures and those landscape plantings required for
screening or erosion control on the property have been installed in accordance with the
approved landscape and lighting plans, specifications and conditions of approval to the
satisfaction of the Planning Director and City Engineer.
3. No modifications or alterations to the approved lighting and landscaping plans are
allowed except: (a) as otherwise first reviewed and approved by the Planning Director
or Planning Commission (depending on the scope of the changes) or, (b) the City
Engineer may require additional groundcover plantings to mitigate soil disturbance and
prevent erosion including areas within pathway easements.
4. The applicant shall install the exterior lighting in accordance with the lighting
plan date stamped March 8, 2004. All light fixtures on the north and east sides of the
residence shall be low wattage, permanently shielded or shrouded and not visible from
offsite. The applicant shall work with the Planning Department to ensure that installed
security flood lighting is angled downward and shrouded and not visible from offsite.
5. The approval of the exterior lighting and north landscape plan are subject to any other
applicable conditions required per the City Council approval of the Site Development
Permit 225-03.
