Chairman Hahn called the adjourned meeting of the Planning Commission to order at 7:08 P.M. in the Council Chadbers of the Town Hall. TOLL CALL AND PLEDC£ OF ALLErIANCF.: Present: Coanissioners Stewart, Yonc, Schick and Hahn. Ommissioner Perkins arrived at 7:12 P.M.. Absent: Commissioner Carico Also Present: Town Engineer Alexander Russell, 'Town Planner/F!ngineer John Markl, Secretary Ethel Hopkins If 1 1WIkNm".COA 1. Zoning for Town Hall - water Office Site. Chairman halm began the discussion by enumerating the following pieces of informa- Ction that the Planning Camnissioners should halm had at their disposal: 1. Council Subcrnmitee Report dated January 26, 1977 prepared by Council- men McReynolds and Brown; 2. City Clerk's letter dated February 17, 1977 on the Actions of the City Council which requested that the Planning Commission initiate hearings on the subject of Zoning for Town Hall - Water Office Site; 3. letter to the Planning Commission from the City Engineer dated March 18, 1977, subject, "Zoning for Town Hall - Water Office Site"; and 4. Letter dated May 2, 1977 to the Staff and Planning Camdssion from Camissioner Pedcins. He noted that Councilmen McReynolds and Brown's report had stated that the Town was in violation of its own ordinances by the use of Town -awned property for administrative and equipment storage purposes and ernmerated the possible solutions be the problem. They were: 1) to expand the two zone areas in the Town to include the items mentioned above; 2) establish a new, zone; and 3) addina a new section to Section 9-5.703 of the.I,os Altos Hills Y"daipal Code. Camissioner Perkins noted that the Purissima Hills County Water District is an autcaWous group within the Town, and stated that the Town Attorney's opinion should be sought if there were am question on hog this use should be dealt with. Various alternatives such as amending the tyro zone, residential- agricultural ening, in the Tuan; spelling out exactly by map the facilities on Town Hall property, excluding the storage of equipnent; or a ending Section 9-5.703 PLANNING CONAffSSICN MINUTES - May 2, 1977 t Page TWO �r OLD BUSINESS: to provide for a Conditional Use Pen nit to accoin cdate the uses of the Town Hall facility but again excluding the storage of equipment were discussed. The virtue of the option of amendinq Section 9-5.703 to provide for a Conditional Use Permit were, it was stated among Coamissioners and Staff, that 1) the Town would not have to change the two zone structure of the Town's zoning ordinances; 2) that a Conditional Use Permit under Section 9-5.703 could be reviewed annually and would not hamstring future needs for uses at Town -aped property. Vdnen Town Engineer Russell cautioned that spelling out every item on the Roan property would necessitate a change in the residential - agricultural zoning to accanmdate a third zone for Town Hall facilities, Camnissioner Schick pointed out that she wished to go on record for spelling out what was on Town Hall property so that fears and [more would be stopped. The term "Cartmmitg facilities" could Wean anything, she inferred. Discussion was concluded, and the following motions passed: Ml'1TIN SECONDED AND CARRIES): It was [roved by Camd.ssioner Hahn and seconded by Cammissioer Young to add another subsection to Section 9-5.703 of the Los Altos Hills Mmicipal Code titled "City of the Town of Los Altos Hills Facilities." 'Hri.s motion was to be sent to the City Council as the Planning Connission's [ re comen dation for dealing with Ton Rall facilities. `, AYES: Nnmissioners Stewart, Young and Rahn NOES: CmTnissioners Perkins and Schick ABSTAIN: None ABSENT: Cmvdssic er Carico M71'IIN SE:0.TIDID AND CARRIED: It was [roved by Commissioner Young and seconded by Ccnmissioner Schick that the Staff inquire of the City Attorney whether the Purissima Hills County Water District (that means everything) is subject to the miles and regulations of the Town of Los Altos Hills. AYES: Commissioners Perkins, Yong, Schick and Hahn NCES: Commissioner Stewart ABSTAIN: None ABSENT: Crnmissioner Carico Cammissiaer Stewart asked, after the untions were passed, if a separate conditional use pen dt would be required of Purissima Hills County Water District if Mr. Cillio rules that the Tan has jurisdiction over the Water District,but Cormissioner Young observed that these offices would probably be inclmr3ed on the Conditional Use Permit since the Town owned the land under the building. Discussion was concluded. NEW BUSINESS: Various pending items of business were discussed at this meeting with the result that direction was given to Chairman Hahn to draw up a list of unfinished items of business so that the Ccnmission could act on then in the near future. Commissioner Schick expressed the need for further Council direction on their request to the Planning Nnmission for action to carry out six residential areas in the General Plan. Various Connissioners raised the question of City Council's rejection of sub- divisions, and expressed the need for the City Council to spell out specific reasons for rejecting subdivision requests. The business of the evening being acco:plished, it was mord by Ckmmissioner Schick, seconded by Cocmissioner Stewart and unzaii sly approved that the Planning Comnission adjourn its meeting.
