Chairman Stewart called the meeting of the Planning Comussion to order in the
Council Chwbers of Town Hall at 7:35 P.M..
Present: Comdssioners Carico, Perkins, Van Tamelen, Stewart, Dodmahl. Commissioner
Kuranoff arrived at 8:25 P.M..
Absent: Camdssioner Lachenbruch
Also Present: Town Engineer Alexander Russell, Town Planner/aigineer John Markl,
Secretary Ethel Hopkins

seconded by Camnissioner Stewart and passed unanimously that the Consent Calendar
be approved. Items on the consent calendar were the Minutes of July 27 and informa-
tion on the folloaing Tentative Subdivision Maps extensions:

Engineer, Reguest for Reommwndation of Approval of Tentative Map. (Continued
from July 27, 1977)
Tom Planner Markl demmstrated the location of the subject subdivision by showing
a transparency map. He stated that the frontage for the subdivision was a private
road, Wildcrest Drive. For further information on the request, he referred the
Camnission to his staff report of August 4, 1977.
A short discussion followed among Commissioners and applicant on the matters of
whether proposed and existing residences were referred to in Conditions 3 and 4
on the list of canditions, and whether entrance easements were available to the
subdivision that fronted on a private road.
Mel Hawley, Applicant assured the Crnmissioners that legal agreements would be

these would be available before the signing of the Final Flap.
Soren Commissioners expressed concern on whether the Cmudssion could impose conditions
`„ an improving the private road, Mr. Hawley stated that he was willing to improve
Wildcrest Drive at his awn expeigF and that he was one of the participants in a
most comprehensive road agreement on the private road that had been in existence
since 1965.

ammissioner Stewart opened the reeting to the public discussion.
Paul Nowack, Engineer for the Applicant asked that the applicant be given the option
ot: wizened connect to sort terry sewers, and noted that water for the subdivision
would cone fran Purissima Hills Water District rather than from the California Water
Company. He also asked that construction of the sewer line be postponed until such
time as the service was needed and all neighbors could particpate. He specifically
asked that when a house was constructed on Lot 4 of the subdivision, that the
sewer be installed then.
Mr. Healey, Applicant asked also that the sewer be oonstructed when Lot 4 was
.ve and that it be brought to the comm property line so that neighboring
properties could participate. He would grant an easement to his neighbors, but
he did not want to have to construct a sewer line for Diem.

Mr. Hawley,licant stated he was not apposed to pedestrian paths, but noted that
a tter so moi was that the easem:nts be granted between Lots 4 and 5. He spoke
against the use of the path by equestrian and pedestrian traffic, noting that a path
6W for equestrians and children did not mix.
There was a discussion on whether easennnts existed to make connections for through
paths. Mr. Russell raised the question of a linktoOrchard Hill Lane for the pro-
posed
nrposed pathway, and thereafter Commissioner Carico rade the request that pathway
fists cone to the Commission with legal easements to shows where paths would
correct to existing easenents.
Commissioner Stewart closed the public hearing, and discussion continued on whether
the applicant could grant an easement on Wildcrest Drive when he does not own full
interest in it. Comnissimer Carim asked if Wildcrest Association had granted
camsent to the widening of Wildcrest Drive.
Mr. Sedlacek, 13341 Wildcrest Drive spoke for the members of the Wildcrest Drive
Association, stating that on the whole the members were in agreerent with the inpro«
meets providing that they did not have to pay for then.
Commissioner Stewart began a review of the conditions to the effect that the follow-
ing conditions were mended or changed:
Condition 4: MOTILIN SECOMED AND tAIININD[SLY PASSED: It was moved by Cannissionner
Stewart and seconded by Commissioner Carico that the present Condition 4
be deleted, and the following substituted:
The proposed Lots 4 and 6 shall be provided with sanitary sewer as per
[ Section 9-4.1107 and 9-4.1108 of Ordinance No. 232.
V a. A ten foot (10') sanitary sewer easement shall be shown by the
Final Map and shall extend from the northwesterly corner of the
proposed Lot 4, easterly along the northerly boundary to a distance

of ten feet (10% easterly of the westerly property line
of the present Lands of Sarto (APM 175-24-015).
b. This portio: of sanitary sewer main within the proposed Lot 4
shall be constructed prior to the issuance of building pevnits for
Lot 4.
c. This portion of sanitary sewer main within the proposed Lot 6 shall
by constructed prion to or at the time that the leachfield system
for the existing residence becomes inadequate.
d. The leachfield system for the existing msidonee shall not be
enlarged or expanded.
Condition 5: Paul Nowadc, Engineer for the Applicant noted that the property would
to the Purissuna Hl'Y s�water District which would provide
water service rather than the California Water Company as listed.
Oondition 7(b):Co missionem requested that Condition 7(b) should be amended by adding
"as indicated in F-xhibit B" to the end of the sentence.
Condition 10: M7PICN SEOWWD AND CARRIED UMVIM)USLY: It was proved by amnissioner
Perkins and seconded by CUmmissioner Stewart that the following state-
ment: The Wildcrest Drive Association is in agreement with this
request.
There was considerable discussion on the matter of pathways: Both Commissioner Carico
and Chairperson Fiksdal felt that both pedestrian and equestrian traffic should be
pe.m,t m p pathways. Dr. Craver, 13445 nbleda stated that it was difficult
to predict whether an existing, graturtous path use for equestrian traffic would
continue; Mr. Sedlacek stated that Wildcrest Association m rbers would object to
the path request because because it goes into Wildcrest and nowhere else. Mr. Iiaw ,
applicant, stated he would agree to the pedestrian use, but to the equestrian ease-
ment only when they obtain the connection for the equestrian paths. Mr. Brevman,
13456 Wildcrest Drive, stated that the path should be back from the roamsto nrevent
anguries to would use it.
Commissioner Carico asked that the following statement be forwarded to the Council
Hander Co m�ents from the Cmmlission:
"As our land is being developed, we are being asked to give up the veru
thing we came here for. As a Planning Commissioner, I will not approve
a subdivision that will not allow sate continued use of a previously
used horse path unless the path is proven dangerous or an extreme in-
vasin of privacy."
At 9:17 a recess was called. The meeting resumed at 9:25 P.M..

that the following conditions be added to the List of

Condition 11: Easements, for pedestrian purposes only, shall be dedicated
in the following locations:
a. Ten feet (101) measured at right angles to the northerly
line of Lot 3 for the full length;
b. Five feet (51) measured at right angles to the easterly
line of Lot 3 for the full length;
c. Five feet (51) measured at richt angles to the westerly
line of Lot 4 for the full length; and
d. 'Den feet (10') along the easterly side of Wildflower Lane
and within the private road right-of-way from the southerly
camm comer of Lot 3 and 4, to the northerly line of Lot 1
extended westerly.
Condition 12: By separate document, the subdivider shall provide an easement
for equestrian purposes within each of the several easements
noted in Condition 11, said easement shall not be submdtted for
recordation until the Thum of los Altos Hills has received
valid easements for continuous equestrian purposes between
4W Robleda ?mad and New Bridge Road.
Before the vote of recamendation of approval, Commissioner Van Tamelin asked that
her sentiments on slope density be included with the information sent to the Council.
This should be sent with Cammants from the Commission. she stated that she objected
to one-third of the building area in the Vision being confined to one lot,
stating that she felt it was not quite right.

seconded by CcurAssioner Perkins that the Lands of Hawley, File #TM 2064-77 with
conditions as amended by remmmended for approval.

seconded by Commissioner VanTamelen that a Negative Declaration be filed for the
Iands of Hawley, File #TM 2064-77.
2. WrERGRCUND UTII.STY IMPFDVM =, Revision of Section 9-4.1105, Reauest for
Approval of this Revision.
Discussion ensued on the proper warding of the above revision of the Municipal Cade.
Mr. Dan Ale der, PG&ERepresentative addressed the Commission, stating that he
was r-o�und�ng�tiMties, Tut that the Town of Ios Altos Hills was in a
unique situation. Undergronding should not bring development to a standstill.
He reviewed rules for undergrounding by PG&E and PT&T.
L Various problems inherent to present and future subdivision of a simile piece of
�r property were discussed, and Commissioners cited problems such as Lands of Scarff
and mriergrouunding for long distances posing an insuperable financial burden. Cam dssion-
er Carico proposed appointing a cammittee to study the situation further and came

back with their suggestions. Camissioner Stewart appointed a camdttee of Caemissioner
Perkins, Mr. John Beebe, and Mr. Alexander, along with Mr. Russell to get together,
study the problem, and bring back their report.
OLD BUSINESS:
The matter of scheduling appointments for various duties of Planning Co missimers
was raised, and it was agreed that this should be tackled after the conclusion of
the meeting.
mr. Russell raised theissue of private roads as one that the Planning Camiission
should give sane serious study to defining ways of more succinct dealing with them.
He pointed out problem areas of roads more than 1500 feet long with more than 5 houses
an them, lots created prior to the Town's incorporation, and lots that were further
subdividable on private roads.
Discussion follaed with Cmuissioner Carico stating that she was for private mads,
and Cc missicner Dochnahl pointing out problems of managing traffic and fire hazards
in cmnectim with private mads. Commissioner Stewart omcluded the discussion
46, by suggesting that the Cumiissionexs submit their cements in writing for Staff
evaluation and for discussion with Council, Staff, Planning Ctnmi.ssion and George Mader.
Mrs. Medal, Pathway Cmattee asked that maps being submitted for tentative sub-

discussion on private roads to a public meeting.

There being no further new or old business, it was moved by Ca[missioner Carico, and
seconded by Comnissimer Kuranoff that the neeting be adjourned. Commissioner Start
adjourned the meting at 10:42 P.M..
