HomeMy WebLinkAbout3.6 ' 1 A e G TOWN OF Los ALTOS HILLS April S, 2004 Staff Report to the Planning Commission RE: CONDITIONAL USE PERMIT AND SITE DEVELOPMENT PERMIT FOR THE TEMPORARY ESTABLISHMENT OF TOWN FACILITIES AT THE FORMER BULLIS-PURISSIMA ELEMENTARY SCHOOL DURING CONSTRUCTION OF THE NEW TOWN HALL; 25890 FREMONT ROAD; LANDS OF LOS ALTOS SCHOOL DISTRICT; (#56-04-SD-CUP). FROM: Carl Cahill, Planning Director RECOMMENDATION That the Planning Commission: Recommend that the City Council approve the conditional use permit for the temporary establishment of Town facilities at the former Bullis-Purissima Elementary School site on 25890 Fremont Road, subject to the attached findings and conditions of approval. BACKGROUND On March 4, 2004, the City Council approved a site development permit and conditional use permit for a new town hall building to be erected at 26379 Fremont Road. The construction of the new building and related site improvements will require the removal of the existing town hall structure and parking areas. Because of the scope of the proposed construction activity, it is not feasible to conduct public business on the premises during the construction period. The City Council and Los Altos School District are in the process of negotiating a short-term lease arrangement that would allow the Town offices to occupy a small portion of the former Bullis-Purissima School site for up to 15 months during the construction period. The Town would utilize the former school administration building and locate a temporary office trailer in the parking lot. Public hearings would be conducted in the multi-purpose room. The Los Altos Hills Zoning Ordinance section 10-1.703(k) allows the establishment of"Town facilities" in the Residential-Agricultural (R-A) zone district with a conditional use permit. The project is exempt from CEQA pursuant to Section 15301 "Existing Facilities." ATTACHMENTS 1. Use Permit Conditions of Approval 2. Site Development Permit Conditions of Approval 3. This conditional use permit allows the use of the subject property as a "Town Facility" during the construction phase of the new Town Hall. 2. The following rules of operation shall apply to the use permit: a) Noise levels shall be limited to comply with the provisions of Section 5-2.02 of the Los Altos Hills Municipal Code. b) All parking shall be located on the premises. C) The Town shall install directional signage on the premises indicating those buildings in use. PLANNING DEPARTMENT: 1. The temporary office trailer shall not be located in the property setbacks. The proposed use or facility is properly located in relation to the community as a whole, land uses, and transportation and service facilities in the vicinity; The use of the former Bullis School site for a "Town Facility" on a temporary basis is appropriate. The school site is less than a quarter mile from the existing Town Hall. 2. The site for the proposed use is adequate in size and shape to accommodate the proposed use and will be reasonably compatible with land uses normally permitted in the surrounding area; The site contains existing parking sufficient for office purposes. There is ample flat area to locate a single office trailer on the premises. The existing administrative building and multi-purpose room will provide the remaining space needed for the interim Town Hall operation. 3. The site for the proposed use will be served by streets and highways of adequate width and pavement to carry the quantity and kind of traffic generated by the proposed use; The Bullis school is located on a major arterial (Fremont Road). According to the General Plan Circulation Element, Fremont Road is intended to accommodate intercommunity and local traffic. 4. The proposed use will not adversely affect the abutting property or the permitted use thereof. The proposed use of the former school facility for Town offices is temporary(Approx. 15 months) and will have fewer impacts on surrounding properties than the previous elementary school. The Town offices will utilize only a few of the now vacant buildings that are on the premises.
