HomeMy WebLinkAbout10/25/1978 (2)PLANNING COMMISSION `r Town of Los Altos Hills 26379 Fremont Road Los Altos Hills, California MINUTES OF A REGULAR MEETING Wednesday, October 25, 1978 Reel 73, Side I, Tr. 2, 001 to 1161 Chairman Stewart called the meeting of the Planning Commission to order at 8:45 p.m. in the Council Chambers of the Town Hall. ROLL CALL: Present: Commissioners Lachenbruch, vanTamelen, Dochnahl, Kuranoff, Chairman Stewart. Commissioner Reeves arrived at 10:10 p.m. Absent: Commissioner Carico Also Present: Consulting Engineer/Planner John Markl, City Engineer John Carlson, Secretary Ethel Hopkins CONSENT CALENDAR: After several typographical errors were called to the secretary's attention, the Minutes of October 11 were approved on the motion of Chairman Stewart, seconded `, by Commissioner Dochnahl. Voting for the motion of approval were Commissioners Kuranoff, Dochnahl, VanTamelen and Stewart. Commissioner Lachenbruch abstained from voting, and Commissioner Reeves had not yet arrived at the meeting. PUBLIC HEARINGS: 1. LANDS OF LEN N, File #TM 2092-78, Campo Vista Lane, Paul Nowack and Associates, Engineer, Request for Recommendation of Approval of Negative Declaration and Tentative Map - Continued to the meeting of November 20 at the request of the Developer. 2. LANDS OF BAHR, File #TM 2079-78, South Fork Lane, Paul Nowack and Associates, Engineer, Request for Recommendation of Approval of Negative Declaration and Tentative Map, 2 Lots Mr. Markl explained the difficulties he had had in getting the staff report and conditions to the Commissioners on time and then went on to discuss the staff report of October 20. He drew particular attention to the problems attendant to development in this area, chiefly those of access from Three Forks Lane for the Lands of Bahl subdivision and surrounding areas that could be subdivided in the future. Commissioners discussion began with questions being asked on the undergrounding of utility poles along the Lands of Royden, easements on South Fork Lane, Mr. Bahr's ownership of South Fork Lane as a separate piece of property, present and future development of Lot 1, and further subdivision and grading in the event that Lot 1 is subdivided in the future. Also discussed was the expense to the applicant of a connection to Country Way at this time and the re -alignment of Page Mill Road which in turn would change the intersection of Three Forks and Page Mill Road. He promised a corrected map would be available for the next meeting of the Commission. Commissioner Lachenbruch discussed the need for a forty foot right-of-way for Three Forks Lane. Bob Bahr, 13464 Three Forks Lane, Applicant, questioned the necessity of a forty foot right-of-way for Three Forks Lane. Chairman Stewart proposed that any house on Lot 1 be at least fifty feet from the Three Forks right-of-way, however, it was noted by Mr. Markt that development of Lot 1 was a complicated issue. No action was taken on this matter. MOTION SECONDED AND CARRIED: It was moved by Commissioner vanTamelen, seconded by Commissioner Lachenbruch and carried that the Commissioners postpone going through the conditions for the reason that the Planning Commission had just received them and had not had time to consider them adequately. AYES: Commissioners Stewart, vanTamelen, Dochnahl, Lachenbruch L` NOES: None ABSTAIN: Commissioner Kuranoff Commissioner Lachenbruch commented on the quality of Mr. Markl's staff report, and noted that he had demonstrated that viable solutions could be found for develop- ment of the the subdivision. He noted that action on the map should be rather a straight -forward matter after receipt of a corrected map and examination of the site at a field trip proposed by Mr. Markl. It was agreed that Planning Commission would meet on Sunday, October 29, at 9:15 a.m., and would park at Commissioner Kuranoff's property; they would walk the Bahr property from there. Commissioner Lachenbruch referred to page fourteen of the Lands Use Element of the General Plan as appropriate guidance for development of areas such as Lands of Bahr with slope areas in excess of 30%. OLD BUSINESS: 1. Improvement Plans for LANDS OF ASTRA ESTATES, File !Fl 3065-78, LaPaloma Road, Siegfried Pfendt, Engineer, Planning Commission Review: Sir fried Pfendt, Develo er, discussed for the Commission the improvement plans for Lan s of Astra Estates and requested permission to cut down an additional tree on the property at the time that he complied with item 14 on the approved checklist. The Planning Commission recommended that Mr. Pfendt make his tree removal request to the City Council. Chairman Stewart, however, request that the Minutes reflect that the Planning Commission had no objection to the removal of trees mentioned in Condition 14 of the Approved Checklist for the Lands of Astra Estates. Improvement Plans for LANDS OF ASTRA ESTATES, File NFM 3065-78: (continued) also recommended that staff and Mr. Pfendt go out and look at the trees discussed before the Final Map and Improvement Plans are presented to the City Council. The field inspection was to determine where the trees were located with respect to the centerline of the proposed road. Further discussion followed on the location of the tangential stages for Golden Hills Court and on landscaping planned for the road. area. Artemas Ginzton, Environmental Desi n Committee, offered the Committee's help on the kinds o trees to e p ante on Go en Hills Court and stated that if the Commissioners were going to recommend the Hillsborough curb and gutter section to be used for Golden Hills Court, that they also recommend to the City Council that when the Town builds its roads, that they use this type of street section. The Hillsborough curb provided a means of escape for bicycle riders that was not avail- able with the standard vertical curb. MOTION SECONDED AND PASSED UNANIMOUSLY: It was moved by Commissioner Dochnahl, seconded by Commissioner Reeves, and passed by unanimous roll call vote to .recommend to the City Council that road construction for Lands of Astra Estates use a shortened cross-section road curb, similar to that used by Hillsborough, and further, recommended E that lampblack be used to color the concrete so that it matches the asphalt as closely as possible. 2. Environmental Desian Committee Proposal re: Ordinance on Fencinq: Mrs. Ginzton, Environmental Design Committee, discussed the Committee's proposed or finance on fencing or subdivisions. PASSED BY CONSENSUS: That the following statement regarding a proposed ordinance on fencing be recommended to the City Council: No subdivision shall be enclosed in whole or in part by a contiguous fence or wall of any kind. 3. Arastradero Road Improvement Project Chairman Stewart reported to the Commission the results of the Planning Commission meeting in Palo Alto on October 18. Pointed out to the Commission were the dis- crepancies between the traffic count by Palo Alto (7,500 cars) and the Town of Los Altos Hills' traffic count in 1975 of 8,600 cars for Arastradero Road, noting that Palo Alto did not feel concern on the difference in figures for traffic count. Chairman Stewart said that it was his feeling and the feeling of residents along Arastradero Road that the road should remain as it is. A traffic light should be installed at Page Mill and Deer Creek, and a new traffic survey on Arastradero be taken. He also stated that a combined bicycle and pedestrian path, with a separate equestrian path should be provided. Further noted was that the City Council of Palo Alto would meet soon on the matter. Residents and Planning Commissioners would be notified of this meeting. iliiw Mrs. Ginzton, Environmental Design Committee, discussed her efforts to obtain paths for bicycles along Arastradero Road, as well as her recommendations on efforts by the Town to obtain funds to build paths. She also spoke for some safety measures to be taken by Palo Alto to permit a left-hand turn onto Purissima Road. PLANNING COMMISSION MINUTES - October 25, 1978 t Page four OLD BUSINESS: (continued) A short discussion between Mrs. Ginzton and Chairman Stewart took place regarding her recommendation of a path for bicycle traffic on either side of Arastradero Road. It was Chairman Stewart's feeling that such a path on either side of the road was not necessary. NEW BUSINESS: It was noted that the second Planning Commission meeting would fall on November 22, the night before Thanksgiving. It was the consensus that the meeting be changed to November 20. ADJOURNMENT: There being no further new or old business, the meeting was adjourned at 11:45 p.m. to the meeting scheduled for Sunday, October 29. Respectfully submitted, Ethel Hopkins Secretary
