MINUTES OF AN ADJOURNED MEETING
Sunday, November 12, 1978
The adjourned meeting of the Planning commission was held on November 12 at
9:15 a.m. on Buena Vista Drive for the purposes of reviewing the field conditions
and developmental aspects of the building site and the area setting for the pro-
posed subdivision of the Lands of Steers, File #TM 2087-78.
Those in attendance included the following: Planning Commissioners Stewart,
Dochnahl, Reeves, and Lachenbruce Staff included John Markl, Consulting Engineer/
Planner and City Engineer John Carlson. Others in attendance were Pathway Com-
mittee Chairwoman Carol Gottlieb, the applicants Mr. and Mrs. Steers, neighbors
Mr. and Mrs. Metzger, Maury Abraham representing George Nolte and Associates, and

1. For the purposes of illustrating the building site above the 940 foot cont ur 6
(as required by the Health Department review), staff set stakes delineating a /�fr
generally triangular area of approximately 4,500 square feet. The group con-
sidered the adequacy of this area to support a residential structure and dis-
cussed the impact of the building on the view of neighbors, specifically the
Metzgers.
2, The relocation of the roadbed of Buena Vista Drive within the existing easement
and its impact upon existing trees and drainage conditions was considered: It
was suggested that the vertical alignment of Buena Vista Drive be adjusted in
conjunction with its horizontal relocation to improve drainage characteristics
and provide room for turnout and a pathway.
3. The undergrounding of the 12 KV line within Buena Vista Drive, as required by
Section 9-4.1105, Ordinance No. 232, was discussed. It was determined that the
Town should require that it be placed underground in conjunction with the
approval of the tentative map and that such improvements could be accomplished
by means of an assessment district with adjoining neighbors.
The future buyer, Mr. Joshi, commented on his discussions with PG&E, wire sizes,
and the potential for the line to serve the full development of the area in the
future. Staff was directed to investigate the feasibility of an assessment district
in the area, as neighbors in attendance expressed a desire to have the line under-
ground as well and to participate in the expense. The overhead line along the
easterly side of the property appears to be within the Lands of Terteling and not
subject to undergrounding by the applicant.
4. The soils conditions of the site were inspected, and it was noted that the
drainage Swale within the easterly portion of Lot 1 resulted from slow soil

The effects of this unstable soil condition on the roadway within
Buena Vista Drive was discussed.

In closing, the engineer was directed to provide a revised tentative map showing:
(a) The existence of a building site on Lot 1 as per Section 9-4.603,
Ordinance 239, which would be described by an adequate building area
within the 160 foot diameter circle.
(b) The location of all trees within Lot 1 and along Buena Vista Drive,
with types and sizes of trees noted.
(c) A cross-section through the proposed building site and the Metzger
residence showing the relationship of the proposed building to the
Metzger's line of view.
In addition, the engineer was requested to work with the Hea th Department in
order to determine whether any portion of the lot below the/940 foot contour could
be utilized for drainfield and thus enlarge threa availa 1 for the proposed
house.
