Prentice, Jr. at 7:40 F. M. at the Town Hall, 26379 W. Fremont Ave., Los Altos Hills. ROLL CALL: PRESENT: Commissioners Bowler, Hibner, Stevens, Acting Chairman Prentice ABSENT: Commissioners Hawley, Mellquist, Chairman Alter MINUTES: February 18, 1961. Approval of Minutes of Feb. 18m was deferred until the Secretary, Commissioner Hawley, is present. COMMUNICATIONS: 1. Mrs. Joanne Wheeler Dunne - Letter, relative to changing the name of emont vs., was read. Discussion deferred to New Business. 2. Olive Ave., Sunnyvale. OLD BUSINESS: 1. FojeTp H. E. - Proposed Annexation of 10.54 Acres to the Town of Los Altos aills. Mr. Foley and Mr. Knox, Realtor, were present. Mr. Knox explained that, at the Council acted on $eb. 2OO, they were assured that the parcels abutting Ravensbury Ave,. would be included in the annex- ation, by consent of the owners, but at this time, only Mr. Millard is agreeable. Mr. Foley stated that he does not have consent from Mr. Williams or Mr. Overst,:<t. A Petition for Annexation from Mrd. Millard was read by the Acting Chairman. Following discussion, a recommendation was made. LM RECOMMENDATION: That the Planning Commission recommend to the City Council Foley Annexation cont'd. of the Town of Los Altos Hills that they proceed with the annexation of the property which consists of 10.54 acres of H. E. Foley, plus ;`.: :.our (4) lots fronting on Ravens - bury Avenue, as a single annexation. MOTION: Bowls; SECOND: Stevens; VOTE: Passed unanimously 2. Foley, H. E. 186-61) lots. Engr. Riley. The Map Committee Chairman reported that there were no problems; that the dedication of a thirty foot (30') strip along Ravens - bury Avenue, and improvement to Town Standards, will be required. PECOMr=DATION: That the approval of the Tentative Map of H. E. Foley be held in abeyance until further information has been received regarding the annexation of the Foley property and the lands of Williams, Millard, and Overstreet. MOTION: Hibner; Motion lost for lack of Second. RECOMMENDATION: That the H. E. Foley Tentative Map (196-61) 9 lots be ap- proved, subject to annexation to the Town, conditions of the provisions of applicable ordinances, conditions of the Check List, all reouirements of the Map Committee, and the pleasure of the Planning Commission. MOTION: Bowler; SECOND: Stevens; VOTE: AYES: Bowler, Stevens, Acting Chairman Prentice NOES: Hibner ABSENT: Hawley, Mellquist, Chairman Alter NEW BUSINESS: 1. Street Names Changes. ACTION: That the Planning Advisory Committee be asked to study street names, and recommend changes. MOTION: Stevens; S3COND: Hibner: VOTE: Passed unanimously 2. Planting Specifications. Letter from the Council was referred to, and the Acting Chairman stated that recommendation, relative to planting specifications for subdivisions, will be complied with. USE P^RMITS: 1. American Institute for Research (V-70-61) - Request for Permis- sion to onstruct aging for .:administration and Study in -3 - Education and Psychological Development. The proposed site is the ,- n.rt�* cf Mattie Travis Paulin, three acres located on lirastr=._ d_o �':olaa. Acting Chairman Prentice read letters opposing the change in zoning from the following persons: Mr. and Mrs. Paul M. Borg, 13452 Carillo Lane, and Mr. Russell Tinkham, 14318 Carillo Lane. Letter, in favor of granting the use permit and signed by the.fol- lowing persons, was read.- Mr. Gustav Christensen, 27161 W. Fremont, Mrs. Hazel Christensen, 27,161 W. Fremont, Mr. and Mrs. Leslie F. Shupe, 26744 Arastradero Rd., Mr. and Mrs. Paul B. Hunter, 27051 W. Fremont Ave., Mr. Leo Mandoli, 27040 lrastradero Rd., Mrs. Gladys Whitcomb, 1018 W. Iowa, Sunnyvale, ^A lotter from Herbert K. Cummings, Pres. of Congregation Beth Am, was read, approving the granting of the use permit, and also a letter -from Western States Land Corporation, in favor, signed by L. Hd Thompson and W. A. Edwards. Representing the American Institute of Research were: Dr. John C. Flanagan, President Dr. Leslie J. Briggs Mr. H. N. Krull, Engineer and Manner Dr. Flanagan explained the purpose of the program of the American Institute for Research, and commented on some its accomplish- ments and future plans for research in the fields of Education. In answer to questions asked, Dr. Flanagan stated that the Ameri- can Institute for Research is a non-profit, scientific research organization --non-profit in that it is exempt from paying Federal Income Tax. A Staff of eight or ten persons will occupy a pro- posed building of about 10,000 square feet. The house, now lo- cated on the property, will be used as an office during con- struction of the building, but beycnd that, plans are not definite. There will be classrooms- Although the facility is not primarily a school, they will be working closely with schools in the area; the main purpose in research. Mr. Krull commented on the proposed type of building planned, stating that it would be compatible with the residential area. Relative to parking, there will be seventy-two spaces, but they did not anticipate capacity usage. The grounds would be land- scaped Present and stating objections were: Mrs. P. Berg, Mr. E. Evans, Mr. Tinkham, and Mr. Preston Burchard. Mrs. Mattie Travis Paulin commented on the change in the nature of the property, and asked that consideration be given to the granting of the Use Permit fo the American Institute for Research. In discussing the aprlication for Use IermitI the Planning Com- missioners concurred that the American Institute for Research AIR cont'd. �,• is a business, and as such, -n not be permitted under the present zoning regulations of the !:gn . RECOMMENDATION: That the request of the American Institute for Research for Use Permit (V-60-61) to construct a building on the property of Mattie Travis Paulin, for the purpose of administration and study in the fields of Education and Psychology, be taken under advisement by the Planning Commission, before making a recommendation to the City Council. MOTION: Bowler; Lost for lack of Second. RECOMMENDATION: That the application of the American Institute for Research (V-60-61) to construct a building on the property of Mattie Travis Paulin, for the purpose of administration and study in the fields of Education and Psychology, be denied. MOTION: Hibner; SECOND: SECOND: Stevens; VOTE: AYES: Hibner, Stevens, Acting Chairman Prentice NOES: Bowler ABSENT: Chairman Alter, Hawley, Mellquist DIVISIONS OF LAND: 1. Colonial Estates188•_6129 lots. Engr. Charles Coburn. Conditions of the Check List were read, Added to the Check List is tho condition that there be a dedication of 45' on So. E1 Monte, 15' of which will be held in reserve for future widen- ing. Relative to trees, in the proposed right of way of Normandy Lane; the suggestion was made that a split road be used and that con- crete islands be used. A proposed plan of the road will be re- quired. RECOrd'D;ND.TION: That the Tentative Map, Colonial Estates (188-61) 9 lots be approved, subject to the conditions of the Check List and all agencies.
