MINUTES OF A REGULAR MEETING
Wednesday, January 27, 1982

Chairman Rydell called the meeting to order at 7:35 p.m. in the Town Hall
Council Chambers.
A. ROLL CALL & PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Dochnahl, Lachenbruch, Rydell and Stewart
Absent: Commissioners Kuranoff and vanTamelen
Also Present: City Engineer/Planner John A. Carlson; Assistant Planner
Pat Webb; Secretary Leslie Penfold
B. CONSENT CALENDAR:
Item Removed - B.I. (Commissioner Carico $ Stewart)
Commissioner Carico requested the minutes be amended as follows: Page two,
1st paragraph, 3rd sentence, "the City Council passed unanimously to direct
the City Attorney to prepare an agreement, for Spangle $ Associates, stating
the exact scope of the project (re -organization of Site Development Ordinance).
Page two, 8th paragraph, Commissioner Carico requested that she be shown as
voting no on this motion.
Commissioner Stewart noted that on page two, 2nd paragraph, last sentence
be revised to show "a reduced fee". On page four, 5th paragraph, remove
Prior to completion of work.
MOTION SECONDED AND CARRIED: Moved by Carico, seconded by Stewart and
passed unanimously to approve the minutes as amended.
* There were no items to be set for public hearing for the February 10, 1982
meeting.
C. REPORT FROM CITY COUNCIL MEETING OF JANUARY 20, 1982: Commissioner Carico
Commissioner Carico reported that the City Council approved the C.U.,P's for
the lands of Owlwood Farms, Pinewood School and Westwind Barn, and that the
Lands of Gigli was removed by the applicant because of the pathway easement;
council moved to continue this item until the meeting of February 3, 1982.
She further noted, Mr. Kenneth Young brought up the Site Approval for the Lands
of Merideth which was approved in 1980, and that he questioned the 4 single
family dwellings on the property. Council moved to have staff prepare a re-
port on this item for the meeting of February 3, 1982.

` D. PUBLIC HEARINGS
1. Lands of Bellucci, File #CUP 3-81, 26220 Moody Road, Request for
Conditional Use Permit to allow property owners to rent individual
tennis courts on a yearly basis.
Mr. Bellucci, indicated that his intention is to only rent the tennis
courts to private individuals and not operate a club.
Mr. Carlson referred to his staff report of January 21, 1982, indicating
that the applicant is requesting a use permit to allow recreational fac-
ilities and renting out of tennis courts to citizens within the Town. Mr,
Carlson noted there are some major problems before this matter can be
heard, i.e.: The City Attorney prepared a memo to Commission, dated
January 22, 1982 which indicates the owner must establish with the Town
that he will be operating a non-profit organization, and also noted that
items listed in the staff report must be met. Mr. Carlson noted that
the applicant had prepared a report to the Commission,but it had been
turned in to Town Hall Friday afternoon, which did not allow staff time
to review and report. Staff recommended denial based upon inadequacy of
the application. Mr. Carlson stated staff would consider continuing this
item if the applicant provided the town with proof of a non-profit organi-
zation, and an amended application, report and map to meet the deficiencies
listed in the staff report of January 21, 1982.
The Public Hearing was then opened.
Mr. Bellucci, 26220 Moody Road, stated a report was prepared and turned
in Friday the 22nd of January, and that it did cover all concerns pointed
out in the staff report. Mr. Bellucci further noted that he would not
agree to this matter being continued and asked commission to hear this
matter and that it be forwarded to the City Council for review at their
next scheduled meeting.
Commissioner Rydell referred to the City Attorney's memo of January 22, 1982
noting that the Attorney states the commission can not hear this matter until
the applicant provides an amended application filed by the non-profit or-
ganization and that the deficiencies as pointed out in the January 21, 1982
staff report be corrected.
The Public Hearing was then closed.
MOTION SECONDED AND CARRIED: Moved by Dochnahl, seconded by CaTlco, and
passed unanimously to continue the Lands of Bellucci; File #CUP 3-81, until
sufficient information is supplied by the applicant as required by the City
Attorney and staff.
E. OLD BUSINESS:
1. Ordinance amending Chapter 5 entitled, "Zoning" by adding subsection (j)
to Section 9-5.702 of Article 7 of the Los Altos Hills Municipal Code.
(Referred back to Planning Commission from City Council at their meeting
of January 6, 1982).
Commissioner Stewart reported that council discussed the subiect ordinance
and several questions were raised, i.e., how would the ordinance be enforced?
What are the exact definitions of "storage" and "screening"?

Commission and staff discussed various ideas of how this ordinance could
be amended. The possibility of incorporating these items (recreational
vehicles) into the Landscape Policy, Resolution 11256 were also discussed.
Staff suggested that these items could fall under public nuisances in the
Municipal Code and could contact the City Attorney for the wording and
legality of this possibility.
It was passed unanimously to have staff investigate the possibility of
this subject ordinance being included in Title 4, Chapter 6 of the Municipal
Code. Staff will check with City Attorney and report back at a later date.
2. Commissioner Rydell noted that Councilwoman Hillestad wrote a letter
regarding the AD HOC Committee, and that a meeting regarding this
subject would be scheduled after the April Election.
3. Ms. Webb reported on the construction of a new residence at Berry Hill,
noting everything is in compliance with the Site Development Approval and
landscape plans will be required before the residence is finalled. Ms.
Webb noted further that the last inspection was made on December 10, 1981,
and if there are no more inspections the permit will expire in June 1982.
F. NEW BUSINESS:
Commissioner Lachenbruch questioned staff on the horse bridge at Baleri
Ranch Subdivision, noting that is is 6' wide and that a passerby might
think this is a vehicle bridge. Staff noted they would install ballards
on the bridge to prevent this from happening.
Commissioner Dochnahl reported that a post was knocked down on Vista Del
Valle and Taaffe Road that needs to be cut back to prevent any accidents.
Staff will let the Town crew know and they will repair as soon as possible.
G. ADJOURNMENT:
There being no further new or old business, the meeting was adjourned
at 9:10 p.m.
