Rydell called the meeting to order at 8:00 P.m. in
the
Town Hall Council Chambers.

MOTION SECONDED AND CARRIED: Moved by Dochnahl, seconded by
Lachenbruch and passed unanimously to approve the Consent
Calendar as amended.
Commissioners Carico and Rydell abstained from approval of
the minutes.

REPORT FROM VARIANCE & PERMIT COMMISSION: Chairman Rydell
reported that the Variance & Permit commission recommended
them with
approval of the three variance requests before

D. REPORT FROM CITY COUNCIL MEETING OF APRIL 21, 1982:
Commissioner Carico reported on the auction of lots at
Matadero Creek; Resolution to rescind the Public Safety
Department; Hillestad's report on Solid Waste Tour; and
the formation of an Ad Hoc Committee to review Police
Serivices.
E. PUBLIC HEARINGS:
OLD BUSINESS:
1. Lands of Eshner, File #TM 10-81, Westwind Development, Inc.,
26410 Altamont Road, Consideration of Condition 1.H. of
the Conditions of Approval for the Tentative Map.
MOTION SECONDED AND CARRIED: Moved by Stewart, seconded
by Dochnahl and passed unanimously to continue this item
to the May 12, 1982 meeting. (The applicant could not be
present this evening and requested the item be continued.)
2. Lands of Wachs, File #A 5094, 27450 Sherlock Court,
Continued consideration of an Appeal for a Site Develop-
ment Denial.
Mr. Carlson briefly reviewed the background on the above
subject site development denial noting the applicant
had a landscape plan prepared and received a grading
plan signed by a Civil Engineer for the proposed pool
site. Staff recommended denial without prejudice.
Commission and staff reviewedthe landscape plan discussing
briefly the types of plantings that are proposed.
Mr. Harold Wachs, 27450 Sherlock Court, asked commission
to grant approval of the pool in the location they desire,
and also asked what types of trees the commission would
like planted.
Mr. Don Spencer, 27490 Sherlock Court, noted he had no
objection to the applicant's proposal, and asked commission
to grant approval.
Mr. David Jannsson, 27440 Sherlock Court, asked commission
to grant approval for the pool as proposed by the applicant,
He further questioned commission if they received the
petition signed by the adjacent homeowners in favor of this
application. Commission responded "yes" they had.
Mrs. Patmore, 27650 Central Drive, informed commission that
she was not asked to sign the petition, and she is the
closest effected neighbor. She questioned if the pfzomsoff-

landscaping would adequately screen the structures
site, and noted she would be in favor of the applicant posting
`, a bodd for assurance of landscaping. Mrs. Patmore also
noted there was some shiny material that has been piled up
in the yard for some time now and asked when it would be
removed.

Mr. Harold Wachs, noted the garbage on the property was blown
down into the valley and they had hauled it up to their property
but had not yet had a chance to remove it. He further noted
they had already purchased the plants that are listed on the
landscape plan.
Commission discussed the landscape plan and the effectiveness
of screening, and the possibility of the applicant posting a
bond to cover the improvements.
MOTION SECONDED AND CARRIED: Moved by Stewart, seconded by
Dochnahl and passed unanimously to approve the Site Development
Permit for the Lands of Wachs, File #A 5094, with the following
conditions: 1) The applicant shall post with the Town a $1,000.00
Landscape Bond; 2) A Soils Engineer shall review the excavation
for the pool prior to placement of steel for the pool to ensure
the stability of the soils in the pool area.
Staff indicated that the application will now go onto the
Building Department for issuance of the Building Permit.
Ordinance amending Chapter 5 entitled "Zoning" by adding sub-
section (j) to Section 9-5.702 of Article 7 of the Los Altos
Hills Municipal Code. (continued from previous meeting)
Mr. Carlson reported that the City Attorney responded to the
`,. request that the subject ordinance be placed under Public
Nuisance in the Code, but he indicated we still have the
definition problem as to what objects should be hidden and
how; the City Attorney indicated he thought this ordinance
would best fit under "Zoning" in the Code.
It was passed by consensus to have Commissioner Stewart work
on the ordinance and return with a report at the meeting of
May 12, 1982.
Matadero Creek Subdivision, Tract 7187, Consideration of
Amendment to Site Development Criteria.
Mr. Carlson noted a field trip had taken place to review the
sites with Mayor Perkins, vanTamelen, Crowe and himself, and
as a result of the field trip this item has been brought to
the commission for your consideration. The City Manager has
indicated that several comments have been received from
prospective buyers regarding the Site Development Criteria.
Chairman Rydell recommended that the commission not do any
analysis on this item until a Public Hearing has been set,
and recommended that a field trip be scheduled for commission
to review the sites with staff.
Mrs. vanTamelen, 23570 Camino Hermoso, noted that as a citizen
she is concerned that this property is costing the Town $3,000
a day and is concerned over the time factor; as a councilwoman
she felt there is a need for the commission to review these
areas of concern and make recommendations to Council.

F. OLD BUSINESS: Matadero Creek Subdivision (continued)
kw MOTION SECONDED AND CARRIED: Moved by Carico, seconded by
Lachenbruch and passed unanimously to set Public Hearings
on the Lands of Matadero Creek, Tract 7187, as follows:
1) Field Trip on Monday, May 10, 1982 at 5:00 p.m. at the
site; and 2) to be continued to Wednesday, May 12, 1982
at 7:30 at the Town Hall Council Chambers, for consideration
of Amendment to Site Development Criteria.
G. NEW BUSINESS:
1. Commission requested that staff not recommend to the
public,individual professionals for jobs, (i.e. contractors,
landscapers, etc). It is however appropriate to have a
list of all contractors that work in the Town available
for the public.
2. Commission questioned staff on the letter from Mr. Frank
Saul that was included in their packet. Mr. Carlson
reviewed the applications and noted he was in the process
of writing a letter to the City Council regarding this
matter and a copy would be forwarded to the commission.
3. Chairman Rydell reported that the Ad Hoc Committee met
today at 4:00 (Hillestad, vanTamelen and Rydell) to
discuss and evaluate present committees. Rydell asked
a commission for ideas or comments, indicating the next
` meeting will be held on May 6.
There being no further new or old business, the meeting was
adjourned at 9:50 p.m.
