MINUTES OF A REGULAR MEETING
Wednesday, October 13, 1982

Chairman Rydell called the meeting to order at 7:45 P.M. in the Council Chambers of
the Town Hall.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Dochnahl, Rydell, Stewart and Struthers
Absent: Commissioners Kuranoff and Lachenbruch
Also Present: Assistant Planner Pat Webb; Secretary Leslie Penfold
Commissioner Struthers arrived 8:45 P.M.
B. CONSENT CALENDAR:
MOTION SECONDED AND CARRIED: Moved by Stewart, seconded by Dochnahl and
passed unanimously to approve the Consent Calendar, namely:
1. Time Extension, Lands of Wolff (Roth), File #SA 86-72, Request for extension
until December 31, 1982.
(There were no public hearings to be set for October 27, 1982)

C. REPORT FROM VARIANCE AND PERMIT COMMISSION MEETING OF OCTOBER 13, 1982:
Commissioner Dochnahl reported the commission recommended approval for a
variance request for the Lands of Denenberg, for a maximum 20' encroachment
into the side yard setback for a carport at 24180 Dawnridge Drive.
D. REPORT FROM CITY COUNCIL MEETING OF OCTOBER 6, 1982:
Ms. Webb reported the Council has requested a committee be appointed for a
permanent Site Development Committee for Matadero Creek. Chairman Rydell will
appoint members this evening. The Council approved the Wall & Fence Ordinance
and granted approval for Williamson Act Cancellation to Westlake Development.
E. PUBLIC HEARINGS:
1. Lands of Fremont Hills Country Club, File #CUP 8010-76, 12889 Viscaino Place,
Annual Review.
Ms. Webb referred to staff report of October 7, 1982, indicating the last annual
review by the Planning Commission was October 1981, since that time there have
been no written or verbal objections concerning the facility's use. Staff rec-

ommended approval of the annual review for Fremont Hills Country Club.
The Public Hearing was opened and closed with no one speaking for or against
this item.
MOTION SECONDED AND CARRIED: Moved by Dochnahl, seconded by Carico, and
passed unanimously to continue the Lands of Fremont Hills Country Club; for
representation by a spokesperson for the Country Club; this item will be
continued to the October 27, 1982 meeting for review of the entire Country
Club.
2. Lands of Berry Hills Farms, File #CUP 8028-77, 14250 Page Mill Road,
Annual Review
Ms. Webb referred to staff report of October 7, 1982, indicatingnoting lst

annual review was approved by the Commission in October 1981, 9 l
that time there have been no amendments or additions and no written orver-
bal objections. There were some concerns by the Health Department, but they
have been satisfied. Staff recommended approval of the annual review for
Berry Hills Farms, and indicated staff would monitor the situation regarding
backflow device for the potable water system.
The Public Hearing was opened and closed with no one speaking for or against

MOTION SECONDED AND CARRIED: Moved by Dochnahl, seconded by Stewart and
passed unanimously to recommend approval of the Annual Review for Berry Hill
Farms, File #CUP 8208-77; staff is to report back on the backflow device for
the potable water within thirty days.
3. Lands of Pinewood Private School, File #CUP 8014-76, 26800 Fremont Road,
Annual Review and review of amendment to Conditional Use Permit.
Ms. Webb referred to staff report of October 7, 1982, indicating this review
is for an amendment to the CUP to allow 11th & 12th grades and the annual
review. Staff recommended approval of the annual review and amendment to
allow 11th & 12th grades, and outlined amendments which should be made to
the Conditions of Approval, outlined in staff report of October 7, 1982.
The Public Hearing was opened.
Mr. Riches, Pinewood School, indicated to commission they would look into
the comment made about students being dropped off in front of the school in-
stead of school grounds. Mr. Riches noted the lower grades will be moved
to another campus, and this site would be for higher grades, so essentially
there would be no increase in the number of students.
The Public Hearing was then closed.
f4. Commission and staff discussed the traffic concerns, and parking facilities
for students who would be driving their own cars to school.

MOTION SECONDED AND CARRIED: Moved by Carico, seconded by Dochnahl and
passed unanimously to recommend approval for the Lands of Pinewood School,
File #CUP 8014-76, for 1) Annual Review; and 2) Amendment to CUP with the
followinq changes to the Conditions of Approval, (as outlined in October 7,
1982 staff report).

4. Lands of Schwarz, File #TM 9-81, Moon Lane and Saddle Mountain Road,
Nowack & Associates, Engineers, request for recommendation of Approval
of Negative Declaration and Tentative Map.
Staff informed commission that this item was requested to be continued
by the applicant, this item will be placed on the November 10, 1982
Agenda.
5. Consideration of certain changes and amendments to the Subarea Plan
Element for the Chaparral Way Area of the Los Altos Hills General Plan
and to consider a recommendation to the City Council concerning the
proposed Negative Declaration.
Ms. Webb referred to staff reports of October 7th & 8th, 1982, regarding
the proposed amendment to the Chaparral Way Subarea Plan, notinq the
amendments requested are namely for: traffic circulation, sanitary sewer
disposal and storm drainage. The first item the Commission should con-
sider is adopting a Motion recommending to the City Council that a
Negative Declaration with mitigatino measures be adopted and filed with
the Santa Clara County Clerk.
The Public Hearing was opened and closed with no one speaking for or
against the Negative Declaration.
MOTION SECONDED AND CARRIED: Moved by Stewart, seconded by Dochnahl and
passed unanimously to recommend approval of the Neqative Declaration
for the Lands of Horton, 26030 Versailles Court, with mitigating measures
as outlined in Exhibit #1, of the October 8, 1982 staff report.

Subarea Plan Amendment
[MOTION SECONDED AND CARRIED: Passed unanimously to amend the Subarea Plan
by adding Standard #13: In the event that any current or future owner of
an existing property within this subarea, as of this date, shall apply to
the Town for Site Development Approval, as permitted by zoning regulations
in Section 9-5. of the Los Altos Hills Municipal Code, not requirina fur-
ther subdivision of the property, then the proposed development shall be
exempt from the following standards: 7, 8 & 10. If further subdivision
is required then such exemption shall not apply.
MOTION SECONDED AND CARRIED: Moved by Carico, seconded by Dochnhal and
passed unanimously that based on the EIS conducted by the Town and infor-
mation presented in the staff report dated October 8, 1982, it is the find-
ing of the Planning Commission that the proposed amendment, Standard #13,
adequately protects the original intent of the Subarea Element of the Gen-
eral Plan.
F. OLD BUSINESS:
1. Lands of Horton, 26030 Versailles Court, Site Development Review for
proposed residence, swimming pool, tennis court and barn.
MOTION SECONDED AND CARRIED: Passed unanimously to add Condition #4 as
follows: The applicant shall dedicate a ten foot (10') equestrian/pedes-
trian easement from the 710 contour on the easterly side of the property
to the Riggen property in order to get around the quarry. Said easement
is to be recorded.
4W MOTION SECONDED AND CARRIED: Passed unanimously to approve the Site Dev-
elopment application for the Lands of Horton, with recommended conditions
contingent upon City Council approval of the Subarea Plan Amendment recom-
mendation.
2. Traffic concerns along Page Mill Road & Chain Link Fence at 27600 Altamont Road
Staff is to investigate the possibility of the power pole being relocated,
staff will report at the October 27, 1982 meeting.
G. NEW BUSINESS:
1. City Council study referral of satellite saucers and solar panels and
their impact on the Town of Los Altos Hills.
PASSED BY CONSENSUS: To respond to the City Council that the Planning Com-
mission will study satellite saucers and solar panels and their impact on
the Town and report to City Council their findings.
2. Matadero Creek C.C.&R. Amendment
MOTION SECONDED AND CARRIED: Passed unanimously to recommend approval to the
City Council to amend Clause #3 of the Matadero Creek C.C.&R.'s, as follows:
Landscaping shall be limited to oaks and other species that blend naturally
with oaks and the natural terrain. These plants must be chosen from the list
t approved by the Town. Care will be taken to avoid blocking major vistas.
