Chairman Hydell called the meeting to order at 7:30 p.m. in the Town Hall
Council Chambers.

Item Removed - B.I. Cmmissioner Lachenbruch
Camdssioner Lachenbruch requested that the following paragraph be added
to discussion under the Lands of Salbu for the January 11, 1984 minutes:
Crn ssioner Lachenbruch pointed out that the develop ent area is presently
above the maximum peunitted by ordinance, and the proposed world not reduce
it, if commission feels that the proposal violates the intent of the Maximum
Development Ordinance, as I believe, then they should require compliance.
Cammassioners discussed time amendment proposed by Ca ssioner Lachenbruch
and decided to delay the approval of the January 11, 1984 minutes until Leslie
can transcribe stator t made by Commissioner Lachenbruch at that meeting,
the approval will be continued to the next agenda.
C. REPORT FROM CITY COUNCIL MEETING OF JANUARY 18, 1984:
Chairman Rydell reported the City Council accepted the Planning Commissions'
motion regarding the Lands of Arastra, noting there was only one person present
from public to discuss the item with Council, Sprenkle; Lands of Rick Bell,
Site Approval approved with new condition regarding the drainage over Black
Mountain Road if necessary via pipe. Mr. Carlson reported the City Council
approved the tentative map for the Lands of Ehnert with change to the condi-
tions of approval regarding maintenance of creek by Santa Clara Valley Water
District, they will dedicate to the Town with the ability to dedicate to
SC4WD at a later date; no access off of Magdalena Road; and provisions made
for landscaping along Magdalena Road. Mr. Carlson further reported the
City Manager reported at the meeting that on December 16th & 19th, 1983 inter-
views were scheduled with planning firms for special projects, noting the
interview panel included Mayor van Tamelen, Commissioner Carico, David Miller
Planner from Foster City and himself, staff's recommendation was Connerly &
Associates. Mr. Carlson noted staff was authorized to negotiate a contract
with Connerly for work on: Site Developrent Chapter, Housing Element and
General Plan. Commissioner Carico informed commission on the background of
the interviews which were held, noting it was a consensus among interviewers
that Connerly & Assoc. were best for the needs of our Town .

1. Report from Roads and Drainage Committee - John Dannenberg
Mr. John Dannenberg referred to minutes of Roads & Drainage Committee
of November 17, 1983, wtuch respond specifically to memo from Council-
man Perkins dated Septenber 15, 1983. Mr. Dannenberg pointed out exist-
ing problem areas within the Town; noting the Tann needs to look into
setting up a more inmroved maintenance program; clearing and monitoring
drainage areas on a regular basis, not only when complaints are received
for clearing materials blocking the flow. With regard to the McCandless
Report, the Roads & Drainage Cmmnittee feels the report is adequate for
use today, although new developments occurring within the Town are not
in accordance with their r mmendations at the tine of writing, refer-
ring to ran off figures. Giving an example of an area that needs to
be looked into, Mr. Dannenberg referred to Stonebrook and Prospect Roads
noting the water running dawn Prospect to the storm drain is causing
quite a bit of water on Priscilla Lane, keeping it wet most of the time,
recommending areas such as this be included in Capital hep rovements
for creating an adequate storm drainage system.
Commissioners thanked Mr. Dannenberg for his report, noting the informa-
tion given was very interesting, and will look into the new runoff
figures to work with.
2. Report from Environmental Design Committee, regarding Grading - Peter Wallace
Mr. Peter Wallace referred to a mann from the Ehvironmental Design Committee
which was presented to the City Council on Decanber 7, 1983 by Chairman
Julie Burian, noting the Drvironmental Design Committee is very concerned
over excessive grading within the Tan, noting landscaping alone cannot
solve the problem of abusive grading. Mr. Wallace read the report to
comnissimn giving examples of areas in which he felt were excessive.
Commissioners thanked Mr. Wallace for the report and indicated staff is
advised to look into issues brought up in this report, (i.e. tennis courts,
look into changing the exception criteria, staff will prepare amn h,nnt
for Planning Ccmnissionreview and is to involve the Environmental Design
Committee for their input).
A copy of this report will be forwarded to the Site Development Review
Committee for their infonmiation.
3. Report on E1 Retiro Property - Commissioners Carico & Struthers
�.. Commissioner Carico reported the City of Los Altos is going with the planned
unit development, there will be no public paths as long as the same property
owners are in control of the land.

CmmisslOner Struthers reported she went to the City Council meeting noting
they are going ahead with specifications reomnended on General Plan changes.
Struthers read the Ips Altos' staff recmaendation to Cmmission.
Cammissioner Carico reported the majority of the City Council will try to
protect and not delineate from General Plan, and noted they will look into
our ordinances when it cores time to developing the property.
4. MOTION SECONDED END PASSED: Moved by Rydell, seconded by Dochnahl and
Passed unanimously to prepare a letter to Ms. Pat Webb thanking her for
her work in the past.
5. Chairman Rydell reminded Conmission of the Thum Birthday Pariy to be held
at 'Town Hall, Friday, 27th, 3:30 - 5:00 p.m.
6. Commissioner Struthers mentioned a book "Land Use & Housing on the San
Francisco Peninsula" which can be purchased through the Stanford Law Library
$10.00. Staff was advised to look into this and see if the book is beneficial
to commissioners use.
7. Chairman Rydell informed commission there are no public hearings to be
set for February 8, 1984; Passed by consensus to cancel meeting, any items
of Public Hearing for February 22, 1984 meeting will be approved at the
meeting.
8. Chairman Rydell asked staff to check time minutes of January 11, 1984 regarding
the lands of Salbu, get wording on Commissioner iachenbruchs statement.

9. Cannissioner Carico indicated commission should start looking into redevelop-
ment on lots, (i.e. Salbu, Bell, etc.) possibility of a study session for
discussion on this subject.
There being no further new or old business, the meeting was adjourned at
10:30 p.m.
