A. ROLL CALL AND PLEDGE OF ALLEGIANCE: present: Commissioners Carico, Dochnahl, Kuranoff, Iachenbruch, Stewart, Struthers and Chairman Rydell Absent: None Staff: John A. Carlson, City Engineer/Planner; Leslie Mullins, Secretary B. CONSENT CALENDAR: Item Removed: B.1. Carico In the January 25, 1984 minutes, page two, last paragraph, CAric0 asked that the minutes be amended as follows: "Co missioner Caries reported the City of Los Altos is considering the planned unit development as per the Earth Mtrics Report, the recommendation is that there will be no public paths..." On Page three, second paragraph, remove "delinate" and add "deviate frau the ... MOTION SECONDED AND cARRTFn: Moved by Carico, seconded by Stewart and passed to approve tb^ amended January 25,. 1984 minutes. MOTION SECONDED AND CARRIED: hbved by Kuranoff seconded by Lachenbruch and passed unanimously to continue the approval of the January 11, 1984 minutes to the next scheduled meeting. NL7PICN SECONDED AND CARRIED: Moved by Stewart, seconded by Carico and passed unanimously to approve the remainder of the Consent Calendar, namely: 1. Setting Public Hearing for March 14, 1984: Variance & Permit a. Lands of Tsunoda, File #VAR 2-84, 11622 Rebecca Lane C. REPORT FROM CITY COUNCIL MEETINGS OF FEBRUARY 1, 1984 and FEBRUARY 15, 1984: Commissioner Kuranoff reported on February 1, 1984 the City Council held public hearings on the Building Permit fees; Variance & CUP mnendment to ordinance; reports given on road repairs - patching; Lynch permits finaled on Lanita Linda; Pathway Committee report on Pathway status; annexation of San Antonio Hills; and contract approved for Martin Carpenter Associates for a planner to work 24 hours week, not to pass April 15. Cmmissioner Iachenbruch reported on February 15, 1984 the City Council approved the Final Map - Lands of Fowle, received omplaints regarding the status of pathway @ E1 Monte - 280 - to be looked into by Safety Co mittee. REPORT FRCM CITY COUNCIL: (continued) #641 Cbairman Rydell informed cmudssion of a Study Session to be held on Thursday, February 23, 1984 at 3:30 p.m. for City Council - to discuss financial needs of the Town. Mr. Carlson introduced to Commissioners, Mr. Neil Martin and Nancy Lytle, Martin -Carpenter Associates, Planning Consultants, noting Nancy will be working in the office Tuesday and Thursday mornings from 8:00 to 12:00 to respond to public and will be available up to 24 hours a week. D. PUBLIC HEARINGS: 1. Lands of Bagaria, File #CUP 1-83, 13910 Page Mill Road, Request for approval of Conditional Use Permit for secondary dwelling Mr. Carlson referred to his staff report of February 16, 1984, noting Mr. Bagaria has received Site Approval, Zoning, Site Development and Building Permits for 3,000 square foot residence; now Mr. Bagaria wants to build a 1,000 square foot secondary dwelling and live in it while building the primary dwelling. Staff recommends approval of the CUP with condition that both secondary and primary dwellings be connected to the Sanitary Sewer System. The Public Hearing was opened and closed with no one speaking for or against this item. NOTION SFSa,,DED AND CARRIED: Mored by Kuranoff, seconded by Carico and passed unanimously to recommend approval to City Council for the Lands of Bagaria, File #CUP 1-84, 13910 Page Mill Road with the fol- lowing condition: 1. That the primary and secondary dwellings be connected to the sanitary sewer system prior to occupancy. E. OLD BUSINESS: 1. Ordinance #282 amending Section 9-5.1110 of Chapter 5 of Title 9 of the Inas Altos Hills Municipal Cade Mr. Carlson reported this item has been referred back to the Planning Oxmmission for a report, since the Planning Cmmmission version of the ordinance was amended; noting the report should either recmmend re- visions or approval of the amended ordinance. Commissioner Lachenbrach gave cmmdssimn a brief background on the proposed ordinance. YOTICN SECONDED AND CARRIED: Mnved by Lachenbruch, secanded by Kuranoff and passed unanimously that the Planning Commission expressed unanimous approval of Ordinance #282 in present form. F. R) W BUSIISSS: 1. Mr. Carlson informed commission the Pathway Committee has made a recC m dation that the 'Town incorporated the Santa Clara Valley Master Path Plan into the General Plan - Paths & Trail Element, noting the City Council has referred this item to the Commission. Mr. Carlson recc mended that a sub -committee be set up of Commissioners Planning Comnission Minutes - Febraury 22, 1984 Page Three F. IMW BUSLNBSS: (continued) and Pathway Cm ttee to review and report back to Commission with kw recanrendations on how to proceed. Commissioners DDchnahl and Struthers were appointed to act as Commission representatives on this item; Carico will attend meetings if needed. Mary Stutz, Pathway Committee Chairman indicated the next agenda is a light one and if cmudssioners are available they could cork on that during the meting. 2. Planning Services - Commissioners questioned staff on the functions of the planning con- sultant. Mr. Carlson indicated Nancy Lytle will be doing the same work as Pat Webb, former Assistant Planner, some duties may be ex- panded, is., subdivisions, etc., in addition to variances, CUPS, Zoning and helping coordinate between Zoning and Site Development, and answering questions of the general public. Ms. Lytle gave commission a brief rundown of duties she has been work- ing on in the last two weeks with the 'Town, noting there seems to be sore resistence to NIDA formula, out of 20 zoning applications only 1 has been approved. 3. Chairman Rydell informed cammission of a suggestion by staff to in- corporate Variance & Permit into Planning Commission meetings, asking commission for their thoughts on the subject. Commissioner Stewart indicated he would not be in favor of this, noting if there is only a variance scheduled then all 7 commissioners w=ld need to be present as opposed to 3. Commissioner Carica noted sometimes these items do get sent back to the full commission for report, it might be a good idea to handle this way. No final decision made. 4. Mr. Carlson was asked to look into the book "Land Use & Housing on the San Francisco Peninsula", commmission indicated if there is money in the budget for staff to purchase. 5. Commissiamer Struthers reported she attended a meting in San Jose with County Planning Commissioners from 10 cities: a) communication network; b) informed of state laws headed our way; b) County Planning anxious to work with other cities; and d) meeting on March 15, regarding Route 85 -- they will be meeting quarterly. 6. Commissioner Lachenbruch expressed concern over problems mentioned by the Roads and Drainage Camaittee at our last meting: 1) increase in- tensity and 2) increase runoff, noting camnission needs to proceed with a study of drainage requirements, pmjectives, more precise and realistic. Commission requested that Iachenbruch and Mr. Carlson attend the Roads and Drainage Coamittee meetings regularly. G.
