Cha� Rydell called the meeting to order at 7:45 p.m. in the Town Hall
Council Chambers.
A. ROLL CALL AND PLEDGE OF ALLEGIANCE:
Present: Commissioners Carico, Lachenbruch, Stewart, Struthers, and Chairman
Rydell
Absent: Commissioners Dochnahl and KuranOff
Staff: John A. Carlson City Engineer/Planner; Leslie mullins Secretary
MOTION SECONDED AND CAFRIED: Moved by Lachenbruch, seconded by Stewart and
passed unanimously to approve the Consent Calendar, namely:
a) Lands of Behn, Cantata Way, House moving permits
b) Lands of Barlow, Conditional Use Permit, File #CUP 3-83
c) Lands of Hansen, n-ntative Map, File #TM 6-82
d) Lands of Palo Alto Unified School District, File " 7-83
C. REPORT FROM CITY COUNCIL =ING OF NPRCH 7, 1984:
Commissioner Stewart reported the C�ty Council contLaued the Lands of Bagaria,
CUP request for second unit; approved Ordinances on: Hazardous Materials
Storage, variance & CUP procedures, ordinance #268 Building Fees; Council
continued Lands of Lynch - $ for bond on fence; mountain View Landfill Agree-
ment; and La Paloma Road Dra�nage Study. Stewart further noted there will
be a study session on Thursday, 15th for computers.
D. REPORT FROM VARIANCE & PERMIT M44ISSICN:
Ccmm�ssicner Stewart reported the Variance & Permit commission denied without
prejudice a variance application for the Lands of Tsunoda, a request for
a swimming pool and decking which exceeded the allowed develo�ment area for
the lot, noting the ccm�ission could not met the six criteria conditions
#*MW Of Ymnicipal Code Section 9-5.1107 (b).

P. OLD BUSINESS:
1. Report on Santa Clara County pathway plan - Cmmissim,, Struthers
Commissioner Struthers reported the County Plan was originally published
in 1976, giving a brief review of the paths which travel through the Town,
noting the County updated their General Plan in 1981 and Incorporated this
Pathway Plan as part.
Cam"sslon questioned the timing On adopting this plan? Struthers Indicated
them is no definite date to be approved.
Mrs. Mary Stutz, Chairman Pathway Committes, indicated the ccmnittee has
not yet met to discuss this pathway plan, however, me of the members recall
the City Council approved the plan back in 1978 and we are researching. Noting
the comnittee will be holding a meeting on the 26th and this will be placed
on the agenda for discussion, and asked if staff could investigate if this
had been previously approved by the Town before that time.
Staff will investigate and inform Pathway oo�u ttee and Planning Commission.
2. Report on El Retiro Property
C3Tmissioners Carico and Struthers reported they have no new information
on this subject.
3. Report on the Lands of Arastra
#4JW Mr. Carlson informed commission staff intends to prepare a report on the
Arastra, Citizens Advisory Committee Report received, Miarch 12, 1984, noting
the Palo Alto Planning C �.'ssion will be holding a public hearing on this
subject April 11, 1984.
G. NOR BUSINESS:
*At this time Mr. Carlson excused himself from the meeting.
1. Planning Oonmission Staffing Support
Chairman Rydell informed Comnission of Mr. Carlson's resignation effective
March 23, 1984, noting as you my have seen I've publicly stated my
opinion on this matter and have discussed this with Mr. Carlson, and I am
totally convinced this is a mistake. Chairman Rydell indicated there are
two things I wish to do this evening:
1. 1 am stepping down this evening as Chairman of the Planning Commission
noting I feel I can not be neutral as the Ch airman in my cormunications
with City Manager and staff; and
2. To inform you the City Council is holding a private pers�mnel hearing on
John Carlson tomorrow afternoon, after the adjmmed �.ting, and I am
asking you to look at what is happening at Town Hall and commen t to the
City Council about your feelings.
CaTmissioners discussed Mr. Carlson's resignation and the reasons they have
4#4 W heard for his leaving, praising Mr. Carlson for his conmittment to the Town
for the past five years, noting how much the Town owed to him for his
knowledge in keeping with the spirit of the Town's General Plan. Carmission
wished Mr. Carlson much success in his future plans.
There being no further new or old business, the meeting was adjourned at 9:00 p.m.
