Chairman Kuranoff called the meting to order at 7:40 p.m. in the Town Hall
Council Chambers.

C. REPORT FROM CITY COUNCIL MEETING OF JARCH 21, 1984:
Cl=iissianer Stewart reported the City Council granted a time extension for
the Lands of Gigli subdivision for improvexlents; passed Hazardous Materials
Storage Ordinance; approved contract for repair of Moody Road to Neyco Engine-
ering; revoked encroachmnt permit for Lands of Lynch; heard reports from
the Pathway Comalittee and Town Riding Ring on Puriss� Road; noted there
would be a JPA refund, there was an excess amount of money; report on La
Palcm P�oad drainage; report on Stonebrook path:way; approved Lands of Solamn
Matadero Creek Lot; Mr. Stewart referred to mmo from the Mayor regarding
City Engineer, asking for opinion from the Planning Canmission (to be discussed
%W under New Business).
Mrs. Hinshaw reported the Town ring was inspected and it has been decided it
would bere-opened, noting the crew will be repairing the fence. With regard
to the Stonebrook path, Mrs. Hinshaw reported it will be installed by the Patton
Brothers Quarry not the crew, the Town will do the inspections.

4W building on Town roadways, Article 8, Chapter 5; pemit to
building onto private property, Section 9-5.308
Ms. Lytle referred to staff report dated March 26, 1984, noting this
request is from. Adele & Bill Bohn to mw a residence owr a Town road
and onto a lot located on Cantata Way, which received Building Site
Approval from the Tom October, 1979. MS. Lytle noted there are two
Sections from the Municipal Code w4iich govern �,ing a building, i.e.,
Article 8, Chapter 5 and Section 9-5.308, (copies Supplied to �ission).
11s. Lytle pointed cut the only road within LOS Altos Hills the house
will be mwd on is Cantata Way, staff r eco�n ds approwl of the subject
request with conditions as listed in staff report dated March 26, 1984,
Ms. Lytle further indicated the Planning Connission m.st find special
circun�tanoes in order to approve this request.
Ommissioner Carico expressed concern over the existing brick wall on
CSntata Way, asking that it be preserved during the �ing.
Conmissioner Stewart indicated he went to the house in Palo Alto and spoke
with the current owners, noting there are special circus tances relating
this request as this house is about 100 years old and has been wry care-
fully remdeled, and it would be wry sad to See this hme lost.
The Public Hearing was then opened.
Mr. Bill Behn, 11750 Magdalena Road, info=d the cmu ssim they were
given a Site Approval for the lot on Cantata way in October, 1979, noting
there has been no change in ownership since that tine, noting we are
proceeding with zoning and site development, we are rec eating no variances,
we are preparing a Soils report, etc. With regard to the wall on Cantata
Way, Mr. Behn indicated the entrance is a Separate col� and it will need
to he moved during the �ing hut will be replaced after the move, asking
Camission to re comen d approval to the City Council of their request.
The Public Hea�ring was then closed.
Covu i ssioner Lacl�nbruch stated the finding of special circumstances exist
as the old building has been Preserved and the granting of this permit is
in the best interest to the applicant and the Town, noting this is a very
modest structure and the issuance of this permit would not involve a risk
to the public health, safety and welfare of the residents of the Town , noting
this is a very routine pemnit. Camdssioners were in concurrence with stat �.t.

2. Lands of Barlow, File #CUP 3-83, 24150 Hillview Road, Request for
approval of secondary dwelling
Ms. EYtle referred to staff report dated March 23, 1984, noting this
is a request for a secondary dwelling at 24150 Hillview� Road, in accordance
with Ordinance #283 avending Chapter 5, "Zoning", Section 9-5.217 and
9-5.703. M. Lytle indicated subject to approval of the Conditional
Use Permit the applicant intends to construct a single structure which
will contain both a secondary dwelling unit and a three car garage,
noting the garage for primary dwelling will be 1,070 sq.ft. and the
secondary unit will be 780 sq.ft. for a total of 1,850 sq.ft. Ms. Lq?tle
indicated the total development including the existing residence and the
proposed second unit and garage is 11, 584 sq.ft. well within the
maximm allowed. Ms. Lytle reco�ezlded approval of the subject Condi-
tional Use Permit to allow second unit above the garage, noting that
staff finds the proposed secondary dwelling unit meets the criteria
listed in Ordinance #283, Section 9-5.703 (k) of the Municipal Code, and
gave coanission a list of conditions to be met as written in staff
report dated March 23, 1984.
Cmmissioner Carico asked how we could be assured the second unit would
not exceed the allowed 1,000 sq.ft. �—?
Ms. Hinshaw, indicated that when the application was first applied for
staff did not process because the garage was in excess of the 1,000 sq,ft.
60 maxi�., however, after discussing with the City Attorney it has been
decided that the "living area" should be separated from garage in consider-
ation of this application and the application should be processed accordingly
with appropriate conditions limiting the garage area for that use only.
The Public Hearing was then opened.
Mr. Steven Hubbard, Architect, 638 Iliddlefield Road, asked carmission to
approve the subject request, noting the application was node prior to the
Towo adopting the new second mit ordinance, also noting there is no other
garage on the site.
The Public Hearing was then closed.
Commissioner Lachenbruch expressed concero over the size of the structure,
noting when we were preparing the ordinance, we didn't haw this in mind, I
don't feel comfortable about this application, although I don't know what
options we have now, except look into the ordinance �e carefully. Lach-
enbruch stated he would like to se sce restrictions on this application,
noting its not fair to chmge rules in the middle of the stream, asking
other co=assioners if they felt the same way he does we should look into
�ding ordinance.
Ms. Hinshaw indicated she would check with the Cit, Attomev rcoardina the
C�ditional Use Permit running with the cw�er of the land instead of the
land, noting convaission could condition subject to conf=.ance with the
City Attorney. Ms. Hinshaw infonned co�nlssion the use permit would be
recorded with the Santa Clara County Recorder.

MOrION SECONDED AND CARRIED: Moved by lachenbruch, seconded by Dochnahl
and passed unanamusly to amend Condition #11 as follows: Compliance with
the terms of this use permit shall be checked by staff every three (3)
years.
MOTION SECONDED AND CARRIED: Ploved by Stewart, seconded by Struthers and
passed unanimously that the second unit shall be connected to sanitary
sewer system.
NOTION SECONDED AND CARRIED: Moved by Struthers, seconded by Lachenbruch
and passed unani�usly that utilities to the second unit shall be connected
to the primary dwelling unit.
MMON SECONDED AND CARRIED; Mcved by Stewart, seconded by Rydell and
passed unanimously to recomnand approval of the Conditional Use Permit for
tin Lands of Barlow, File #CLIP 3-83, 24150 Hillview Road to allow a second
unit with conditions as amended.
Ms. Hinsnaw informed comnission staff would look into the seccnd unit
ordinance based on conversation during this hearing.
3. Lands of Palo Alto Unified School District, File #-IM 7-83, Arastradero Read
and Page Mill Read, Request for approval of Negative Declaration and
kw Tentative Map, 4 lots
Ms. Lytle referred to staff report dated March 23, 1984, informing connission
this item has been scheduled for Public Hearing to consider Negative Declaration
and TLntative Map for a four lot subdi�sion. Ms. Lytle indicated there are
four items of concern relating to this subdivision: 1) Arastradero Creek;
2) access; 3) scenic view along Page Mill Road and 4) eucalyptus trees. Staff
reccarended. the Planning Cannission adopt a xotion recomnanding to the City
Council that the Negative Declaration be filed with the Santa Clara County
Clerk; and adopt motion re cotnnen ding that the City Council approve the Tentative
Map subject to conditions of approval in staff report dated March 23, 1984.
Ms. Hinshaw indicated concern over future maintenance of the existing eucalyptus
trees noting she spoke with City Attorney and he indicated there would be
no problem if the Town wanted to consider a (TO BE DEFEMUNED) $ amount be
established for the future maintenance of the eucalyptus trees.
Comni ssioner Stewart questioned the location of swale, noting it shoul d be
included in the Negative Declaration.
The Public Hearing was then opened and closed with no one speaking for or
against the Negative Declaration.
MOrION SECONDED AND CARRLED: Moved by Rydell, seconded by Lachenbruch and passed
unanimously to reccumend to the City council approval of the Negative Declaration,
for the Lands of Palo Alto Unified School District, File #TM 7-83.

Mr. Frank Lyons, 14100 Aniherst Court, expressed concern over: 1)entrance
to the subdivision, asking if it could be reduced to a single entrance;
2) safety of pathway users, asking that path be located off roadway due
to high speed of traffic in this a a.
Mrs. Burneister, 14066 Tracy Court, concerned ever equestrian trail which
follows the rear of their property. Mr. Lyons asked if a hedge could be
placed along path for privacy of the Burreisters.
Mr. Bill Kull, Sandis & Associates, concur with staff report of March 23,
1984, asking that the Planning Comnission rec �d approvalof the subject
tentative mp as presented. Mr. Kull inforffed caffinission calculations
have been made and findings were that there is adequate stopping and
site distance for access on Arastradero Head.
Mr. Tim Sandis, regarding swale Ctmuissimer Stewart oentioned each lot
will drain to creek separately noting drainage of lots would be addressed
at Site Develop mn t stage.
Mr. Bruce Barbour, 28110 Story Hill Lane, expressed concern over traffic,
noting he would rather have one entrance, asking comussion to look at
subdivision mre carefully.
Mrs. Janet Gerwain, spoke to comnission on behalf of herself and neighbor
Carol Stone, expressing concern ever traffic safety, asking ccautission for
4W me entrance with four way stop.
The Public Hearing was then closed
Conwassioner Lachenbruch asked if we have received an opinion frm a pro-
fessional highway safety engineer, indicating if not, can we get a recm-
oendation.
Ms. Lytle indicated the City Engineer had checked with Sheriff and they
agreed there was adequate site distance.
Mr. Sandis indicated both City Enginear and Sandis Associates have checked
into the traffic and safety with regard to two entrances on Arastradero,
noting it is safe and adequate for this area.
Mr. Sorenson, 14188 Stanford Court, inforned ocurnission that traffic on
Arastradem Road travels extre�ely fast and asked for sc�e nore speed
enforoment in this area.
CcnEdssioner Lacheribruch expressed concern over path on Page Min Road,
indicating traffic should be well separated frm equestrian/pedestrians
for both safety and aesthetic purposes, although we need to check if there
is adequate roan to do so. Lachenbruch questioned the southerly path
asking how it is accessed? and is it a necessary connection?
Mrs. Mary Stutz, Chairnan Pathway Camdttee, inforRed connission the southerly
path is not new in use, noting it was part of the Dawson subdivision, and
hecause of the shape of the Burneister property we were waiting to pick
up a path link on this property to go on to other side of creek, noting there
is also the need for a bridge.

Commissioners questioned if a small portion of the path could be located
on south side of Lot #4, noting before approving the path locations we
would like to see them detailed on the Tentative Map.
Mr. Sandis indicated to commission not to abandon other path and suggested
taking part of the 40' open space easement, noting there would be enough
room for path and suggested some native shrubs be planted along travel way.
Regarding the bridge, Sandis was not sure the Town would want to maintain
and build two bridges for pathways.
Commissioners indicated it would be helpful to haw technical input, asking
for information on the following: 1. Southerly pathway: bridge and right
of way, access to Yoshida path; desirable to have path separated from road
way; adjustment to open space easement for pathway, noting it would be very
helpful to haw the 40' open space easement shown on Tk--ntative Map, suggested
that this item be continued for technical input on these and other item
of con cern expressed. Commissioner C�ico asked that technical input include
traffic study.
Camdssioner Stewart indicated he wants to see: 1) creek shown on Tentative
Map (south bank centerline); 2) path easement; 3) fence on Lot #2 and asked
that single entrance be explored. Stewart expressed can cern over the eucalyptus
trees, noting he felt they should all be cut down.
Commissioner Struthers suggested we get 40' right of way instead of 30',
and 30' open space instead of 401.
Commissioner Lachenbruch asked that the storm drain as in Condition l.B. be
shown on Tentative Map. Lachenbruch questioned if by raising the creek bank
by 1' would this have any adverse impact on the trees along the creek?
MOTION SECONDED A�M CARRIED: Moved by Struthe�, seconded by Rydell and
passed unan�usly to continue the Lands of Palo Alto Unified School District,
File #TM 7-83, with the Consent of the applicant to the meeting of April 25,
1984.
Sand's agreed to the continuance of Public Hearing to April 25, 1984.
Staff and applicant are� to investigate concerns mentioned at this meeting and
prepare report and update Tentative Map for review by the Planning Commission
at their April 25, 1984 meeting.

Lands of Arastra, City of Palo Alto, Review of report of the Arastra
Citizens Advisory Committee on Park Improvements and Policies, dated
"Received, March 12, 1984" at Town Hall
Mrs. Mary Stutz, Chairman Pathway Committee, read her letter of March 28,
1984 to the Planning Commission noting the Pathway ccamittee recommends
that the Planning Camnission that the path at the end of Paseo Del Roble
kw to the Tands of Arastra be maintained and improved. Mrs. Stutz suggested
the placement of "No Parking" signs are placed on the road with enforcement
would prevent some of the comments previously made. Mrs. Stutz indicated
she would be attending the Palo Alto Planning Commission meeting on April 11, 1984.

Chairman Kuranoff indicated the City Council will be acting on this issue
at their meting of April 4, 1984.
Ms. Hinshaw informed commission there will be a staff report prepared for
the City Council with commen ts made by the Planning Commission incorporated.
Further noting, M. Lytle is prepared to give commission som mitigating
measures this evening.
CmiTtissioners questioned the locked gate, asking if it would be possible
for the ranger to lock the gate at night?
Ms. Lytle informed commission in review of this project, the trail is a very
important link to county path system, noting with regard to security, privacy,
parking and traffic, there are standard mitigating measures: park ranger,
staff patrol; elimination of the youth hostile; landscaping to improw the
privacy of homs adjacent to trail; noting as them Will be a Parking lot
on Arastradero Read adequate to handle all visitors to the park, she did not
feel there would be a parking problem m Paseo Del Roble.
Chairman Kuranoff mentioned as signs posted indicating "No Parking" and
problem of enforcment, we might consider using similar procedures as used
by Stanford, i.e., Posts to prevent parking along both sides, close to entrance.
Ms. Lytle, Mcntioned it would be good if the location of the pathway is
4br not included on the maps handed Out to the General Public.
Consensus Of Planning Commission that they go along with the Pathway CormAttee
recommndation as in memo dated March 28, 1984, with the lowest impact of
publicity as possible regarding the trail easement.
�%- Hinshaw suggested that maybe a trial period would be good to establish.
Commissioners expressed a major concern over the privacy, safety, security,
parking of the residents adjacent to the trail easement and asked that staff
investigate and report on these issues.
DMION SBCOMED AND CARRIM: Moved by Stewart, seconded by Lachenbruch and
passed unanimously that the Planning Commission representative to the City
Council meting of April 4, 1984, express to the City Council that the Planning
Commission supports the T� 's General Plan and Dbster� Path Plan, which includes
access to the Arastra Lands, (City Of Palo Alto). We further support concepts
for development of the park as presented by the Arastra Citizens' Camnittee.
we further recommend that staff report to the Planning Ccundssaon and City
Council on traffic, intrusion, parking, safety, maintenance and other related
concerns and mitigating measures thereof in the Pasco Del Roble neighborhood.
The Pathway Cormittee mmo dated March 28, 1984 is to be included in the City
Council information.
�W Ms. Lytle indicated there is a field trip scheduled for Sunday, April 1, 1984
at 9:00 a.m. noting she will be attending and will make re commen dations after
her review of the site.

E. OLD BUSINESS:
2. Report on Santa Clara County path�y plan
MS. Hinshaw reported to the commission the City Attorney, Mayor and herself
have decided that it wuld be appropriate for the City Council to adopt a
Resolution accepting the County Pathway Plan in principle only and therefore
the two Pathway plans would not have to be re,,,ciled.

passed unanimously to reccnn�nd that the City Council adopt a Resolution
accepting the County Pathway Plan in principle.

3. Chai� Kuranoff suggested that the comnissioner look at the current
Wall Street Journal, noting there is an article on granny flats.
Commissioner Stewart indicated the Town of Atherton has granny flat ordinance,
noting they're charging $400.00/year, asking if staff could look into this.
Ms. Lytle informed commission Mzrtin-Carpenter Associates wrote the Atherton
and Woodside ordinances and will obtain copies and forward to commissioners
for your review.
F. NEW 13USINESS:
1. Appointment of Vice -Chairman of the Planning Ccumission
4W Comnissioner Lachenbruch nominated Commissioner Stewart as Vice-Chaixman,
comnission concurred.
2. Chairman Kuranoff referred to a memo from the Mayor to the Planning
Ccnrdssion regarding Engineering Services and what the Commission
would like to haw provided, asking commissioners if they �t
to discuss this tonight or set-up committee to make reocamendations.
Commissioners asked if they should be responding to Engineering and
Planning Services? Should we write ideas down separately? is there
time for a joint city council - Planning Conmission study session?
Can we be involved with the interview process?
Chairman Kuranoff indicated he will be in contact with the Mayor for
her ideas on how commission should proceed on this issue.
Comnissioner Stewart informed commission the City Council wanted input
On the General Plan revision - by July 1, 1984 (Housing Elem�nt) needs
to be updated.
Passed by. consensus to keep the General Plan separate with slight
consolidation of some of the elements.
